NewSpace Policy:
Accelerating development or picking winners?
NASA\u2019s Strategic Goals
\u2022Fly the space shuttle as safely as possible until its retirement, not
later than 2010.
\u2022Complete the International Space Station in a manner consistent
with our international partner commitments and the needs of human
exploration.
\u2022Develop a balanced overall program of science, exploration, and
aeronautics consistent with the redirection of the human spaceflight
program to focus on exploration.
\u2022Bring a new Crew Exploration Vehicle into service as soon as
possible after shuttle retirement.
\u2022Encourage the pursuit of appropriate partnerships with the
emerging commercial space sector.
\u2022Establish a lunar return program having the maximum possible
utility for later missions to Mars and other destinations.
Public-Private Partnerships
\u2022NASA is looking for public-private partnerships in
many areas that are Win-Win-Win.
\u2022Private sector gains by having access to Government
IP, facilities, expertise, resources, etc.
\u2022Government gains by having access to private sector
expertise, resources, innovation, etc.
\u2022Taxpayer gains by leveraging tax dollars and getting
improved government systems/services.
\u2022Traditional roles between Government and private
sector are beginning to shift.

\u2022Private sector role aspart ner rather than contractor.
\u2022Government purchase ofservices instead of hardware.
\u2022Creating broader opportunities forinnovation.
