President’s Special Program: NoExcuses!
First Committee Report & GCADiscussion on gaining additional ideas onhow to execute this program effectively.This program was created to instill in adults,teens and young adults that if we can electan African-American president, there is sim-ply no excuse available to justify the deteri-oration and lack of aspirational goals in theAfrican-American family, community andgrowing middle-class.
The Chicago City Council approved an ordinance in April‘08 that strengthens the maintenance requirements of vacantproperties and increases the responsibilities of owners.Vacant properties with all windows and doors in place donot need the extra protection of plywood. Properties thathave been broken into or damaged during the first 6 monthsthat are vacant will be required to be secured with steel pa-nels, plywood, or have all windows & doors installed and aworking theft- prevention alarm system with an active ac-count with a third-party security company. Also, all prop-erty vacant for at least 6 months are required to have light-ing at entrances and exits from dusk until dawn. To enforcethe ordinance, Building Inspectors will also be allowed tocomplete an interior and exterior inspection of vacantproperties every 6 months. Alarms on vacant property best!

Contact 311 Call Center - They receive and route complaintsregarding vacant buildings. Contact Department of Housing -Receivership program, Home ownership PreservationCampaign (HOPI).Contact Department of Buildings - Perform inspections, &enforce building code.
