District Constitution:
PREAMBLE
In order to establish our work on a more efficient basis, to promote
greater cooperation, and to secure closer fellowship, we here and now
organize ourselves into the South Texas District of the United
Pentecostal Church.
PURPOSE
Our purpose shall be to use greater effort toward evangelizing the
underdeveloped territory, and to care for all needy fields in a more
efficient manner.
ARTICLES OF INCORPORATION
The South Texas District of the United Pentecostal Church
International, as of November 21, 2002, is incorporated and listed with
the State of Texas as a non-profit organization.
ARTICLES OF FAITH
The South Texas District of the United Pentecostal Church
International wholeheartedly endorses the Articles of Faith of the
United Pentecostal Church International as stated in the current Manual
and also endorses all the qualifications of officers stated in the Manual.
All elected and appointed officers of the South Texas District must
conform to the Fundamental Doctrine of the United Pentecostal Church
International.
ARTICLE I
DISTRICT OFFICERS AND VOTING
CONSITUENCY
Section 1. Names of Officers
The officers of the district shall be as follows: a district
superintendent, the district presbyters, one being
elected from each section, and a district secretary-
treasurer (may be one or two persons).

Section 2. District Board
The District Board shall consist of district
superintendent, district secretary, and the district
presbyters.
Section 3. Qualifications
The qualifications for members of the District Board
are as follows: Must be a male at least thirty years of
age, must have been a minister in good standing with
the organization for at least two years, must have been
ordained at least one year, must have proven loyal to
the organization by cooperation in the upbuilding of the
work, and must have been a cooperating member of the
district for at least one year. The only exception to this
is that the district superintendent must have been a
minister in good standing with the organization for at
least five years. All must conform to the Fundamental
Doctrine.

remains in the position at the same church. Said letter
shall remain on file in the district office.
3. Evangelists
An evangelist must be on the field and regularly
engaged in preaching revivals, deriving his livelihood
from the ministry.

Manual

6. Retired ministers
A retired minister is a minister who, due to advanced
age or physical impairment, has retired from the active
ministry.
7. Full-time administrators and instructors in all religious
projects endorsed by the United Pentecostal Church
International
8. Full-time administrators and instructors in Christian
schools owned and operated by our churches
All Christian school administrators and instructors must
present a letter to the Roster Committee from their local
church signed by the pastor or church secretary, stating
their active involvement in ministerial service. This
letter will be in effect as long as he or she remains in
this position at the same church. Said letter shall remain
on file in the district office.
9. Accredited ministers who are in between appointments
shall be entitled to vote if the time of inactivity has not
exceeded ninety days.
Section 5. Representation
One district presbyter shall be elected from each section
of the district.

4. The district superintendent and the district secretary-
treasurer shall be elected on alternating years. The
Home Missions secretary, Children’s Ministry director,
Foreign Missions director, Media Missions director,
Ladies Ministry director, Spanish Ministry director, and
Youth director shall be elected the same year as the
district superintendent. The Home Missions director,
Children’s Ministry secretary, Ladies Ministry
secretary, Spanish Ministry secretary, and Youth
secretary shall be elected the same year as the district
secretary-treasurer.
ARTICLE II
RIGHTS AND DUTIES OF OFFICERS,
AND RULES APPERTAINING THERETO
Section 1. District Superintendent (General Presbyter)
1. He shall be a member of, and shall attend all regular
and specially called meetings of, the Board of General
Presbyters.
2. In the event he is unable to attend a regular or specially
called meeting of the Board of General Presbyters, the

District Board, should it be in session, shall select one
of its members to act as its representative. Should the
District Board not be in session, the district
superintendent of said district is authorized to appoint a
representative from the District Board.
3. Inasmuch as the office of district superintendent is part-
time, the district shall provide to him part-time
administrative or secretarial assistance.
4. The duties of the district superintendent shall be:
a. To be overseer of the district work in cooperation
with the District Board.
b. To maintain a spirit of harmony and cooperation
between the district and general work, thereby
working in harmony and unity with all other
districts.
c. To encourage the raising of missionary money.
d. To assist, when called upon by the pastor or local
church board, in dealing with any difficulties
which may arise within local assemblies.
e. To assist in securing pastors for assemblies in the
district.
f. To investigate all applicants of the district for
credentials or license before signing the
applications.
g. To sign each credential, license, fellowship card,
and church membership certificate issued to
applicants in the district.
h. To preside as chairman of District Conferences.
i. To encourage a series of Bible and missionary
conferences in the various assemblies throughout
the district.
j. Shall exercise the right to call special conferences
when necessary, but when so doing shall give the
ministers of the district a minimum of 30 days
advance notice in writing of said meeting.
5. In the furtherance of the work in the district, he shall
have the right to appeal to any minister who is a
member of the district and any evangelist or missionary
currently working in the district.
6. He must be consulted in regard to the organization of
new churches within the district.
7. He shall be empowered to ordain ministers in any
district meeting or General Conference.

8. The district superintendent shall inform the ministers of
the district by mail within 30 days of any District Board
meeting of all actions regarding changes of policies and
procedures relative to the District Constitution and
Bylaws, ministerial obligations, and departmental
activities.

Section 3. District Secretary-Treasurer
1. Inasmuch as the office of district secretary-treasurer is
part-time, the district shall provide to him part-time
administrative or secretarial assistance.
2. The duties of the district secretary-treasurer shall be:
a. To take minutes of District Conferences and
District Board meetings.
b. To preserve records of business proceedings and
all other papers belonging to the district.
c. To receive and care for all district funds and the
funds of all departments of the district; to make all
district and department disbursements; to keep an
accurate account of all such transactions; to hold
the books open for inspection by officers or
members of the district; and to make a report at
each District Conference.
d. He shall mail to each minister of the district a
printed report of the consolidated balance sheet and
the summary of the district departmental receipts
and disbursements at least two weeks prior to the
District Conference.
e. No money should be paid out without the consent
of the District Board.
f. He shall print and distribute to all ministers an
updated copy of the District Constitution and
Manual annually within 60 days after changes have
been made.
ARTICLE III
FINANCE
Section 1. Source of Income
The district treasury shall include all funds received
from ministerial tithes and contributions. These funds
shall be deposited with and held by the district
secretary-treasurer.
Section 3. Audit
A licensed public accountant shall be secured by the
district secretary-treasurer, and the district,
departmental, and sectional books shall be audited
annually using the year January 1 through December
31. The auditor’s report shall be read to the District
Conference and handed out with annual reports, subject
to the acceptance of the District Conference.

4. Sectional secretaries will handle all sectional money
within their section as authorized by the sectional
conference. The sectional secretaries shall set up their
books using the same general ledgers and accounts as is
issued by the district secretary-treasurer. A monthly
summary shall be sent to the district secretary-treasurer
from the sectional secretary each month along with
bank statements and canceled checks for the auditor.
ARTICLE IV
DISTRICT CONFERENCE
Section 1. Purpose
The District Conference shall be the governing body of
the district, amenable to the General Conference.
Section 3. Resolutions
All resolutions to be presented to the District
Conference and all amendments to this constitution
shall first be presented to the district office in writing
60 days in advance of the District Conference, for
consideration by the Resolutions Committee. Such
committee shall pass upon such resolutions or
amendments prior to the submission thereof to the
District Conference. The resolutions must have the
author’s signature before being considered by the
Resolutions Committee. At least 30 days in advance of
the District Conference, the district secretary shall mail
to all ministers a copy of the resolutions approved by
the Resolutions Committee. The District Board shall
have the right to submit resolutions to the District
Conference without following this procedure. If the
Resolutions Committee shall fail to act upon such
resolution or amendment or shall refuse or fail to report
its action thereon to the District Conference, or if the
Resolutions Committee shall have failed to report
favorably on any such resolution or amendment, then
by a vote of two-thirds of those in attendance at the

District Conference entitled to vote thereat may force
such resolution or amendment to a vote of the District
Conference.
ARTICLE V
MINISTERS
Section 1. Qualifications
All ministers must qualify according to the
qualifications and requirements specified in the United
Pentecostal Church International Manual, under Article
VII concerning Ministry.

ARTICLE VI
LOCAL CHURCH GOVERNMENT
Section 1.
The South Texas District recommends that all churches
within our district adopt the Local Church Government
as specified in the United Pentecostal Church
International Manual.
Section 2.
All pastors shall be selected in accordance with the
United Pentecostal Church International Manual, as
detailed in the sections concerning pastor under Article
III of the Local Church Government.
Section 3.
The South Texas District encourages each church to
fully cooperate with the promotional fund-raising
drives and efforts of all the departments of the district.
(See Article VIII.)
ARTICLE VII
AMENDMENTS
This constitution may be amended at any South Texas District
Conference by a majority of the votes cast thereon in favor of any such
amendment and each amendment shall be voted upon separately. Only
those amendments shall be considered at the District Conference which
have first passed the Resolutions Committee or the District Board as
provided in Article IV, Section 3 of the South Texas District
Constitution.

ADOPTED BY THE DISTRICT BOARD
ARTICLE I
CHILDREN’S MINISTRY
Section 1. Name
1. This department shall be the district Sunday School
Department as described in the policies of the United
Pentecostal Church International.
2. Within the South Texas District, this department shall
be known as Children’s Ministry.
Section 2. Officers
1. The district Children’s Ministry Department shall have
a district Children’s Ministry director, a district
Children’s Ministry secretary-treasurer, and a sectional
Children’s Ministry director from each section. These
officers shall be the district Children’s Ministry
committee. This committee may also include an
educational director, rally and convention
superintendent, a publicity director, and any other

Section 4. Qualifications

general license or be ordained.

District Board.

Section 6. Finances
1. All local Sunday schools are encouraged to give a tithe
of their income to the district Children’s Ministry
treasury or else give a minimum monthly offering of
$20.00.
2. All district Children’s Ministry funds shall be received
by the district secretary-treasurer.
3. The disbursement of all district Children’s Ministry
funds shall be initiated by the district Children’s
Ministry secretary-treasurer upon request of the district
Children’s Ministry director and with approval of the
district secretary-treasurer.
4. A percentage of the Save Our Children offering
retained in the district may be sent to the sectional
treasuries for the purpose of promoting Children’s
Ministry. This percentage shall be determined annually
by the district board.
Section 2. Purpose
1. To arrange the itineraries for missionaries under
appointment and on furlough in the district.
2. To assist Associates in Missions who originate from the
South Texas District in raising their budget. Assistance
will be provided on the basis of need and with approval
of the district superintendent and district Foreign
Missions director. Assistance in scheduling services for
AIMers must not interfere with obligations to fully
appointed missionaries.
3. To promote Faith Promise and Partners in Missions in
the district, providing materials and assistance when
possible to any pastor who desires help.
4. To promote the cause of Foreign Missions whenever
and wherever possible.

b. District Foreign Missions secretary-treasurer, if the
District Board deems this position to be necessary.
c. Sectional Foreign Missions directors, one from
each section.
2. Qualifications: Each member must hold ministerial
license with the United Pentecostal Church

3. Duties: Meet as often as necessary, at least twice a year,
to conduct business and plan the programs for the
department.
4. The purpose of this board is to carry out the
responsibilities in Section 2 above.

c. Attend the district Foreign Missions activities
when possible and attend the district Foreign
Missions committee meetings.
d. Plan and promote missionary rallies in the section.
(1) The host pastor shall be instructed in the
financial program before it is introduced.
(2) The host pastor will be provided with an
agenda of the meeting for his approval.
(3) No missionary offering is to be raised or
received at this meeting. The meeting is to
educate and initiate concerning Faith Promise
and Partners in Missions.
(4) An expense offering is to be taken and given
to the sectional director for the expense of this
service.
(5) After the immediate expense has been taken
care of, any excess money is to be forwarded
to the district secretary for the Foreign
Missions fund.
e. Arrange the itineraries for missionaries who are
sent to his section by the district Foreign Missions
director.
(1) The sectional director shall follow the
guidelines and timetable set forth by the
district Foreign Missions director for
contacting churches and scheduling services.
(2) The sectional director should schedule a
minimum of 70 percent of the services
assigned to his or her section.
(3) As requested by the district Foreign Missions
director, the sectional director should conduct
an exit survey with the pastor within seven
days after the missionary service. The survey
will be used to evaluate the effectiveness of
the missionary service and to determine ways
to make improvements. Surveys are to be
forwarded to the district Foreign Missions
director.
(4) The sectional director should maintain a
current database for all churches and daughter
works in his or her section, and update it
quarterly. Changes should be verified with the
district office.

Section 7. Finances
1. There are three sources of revenue for the district
Foreign Missions Department.
a. Booking fees (tithes on personal offerings) paid by
missionaries who hold services in the district.
b. Rebate from the General Foreign Missions
Division for the number of participating churches
in the district.
c. Monthly Partners in Missions (PIM) contributions
from churches or individuals who sponsor the
district Foreign Missions Department.
2. The booking fees and rebate will be used to cover the
operating expenses of the district Foreign Missions
Department. The revenue from PIMs will be used for
three purposes:
a. Make contributions on behalf of the district at
conferences and camps, as approved by the district
superintendent and district Foreign Missions
director.
b. Defray expenses of Faith Promise seminars and of
promotional activities at district events.
c. Provide missionary services for home missionaries,
based on need and availability. These missionary
services must be approved by the district Foreign
Missions director and the district Home Missions
director.
ARTICLE III
HOME MISSIONS
Section 1. Name
The name of this department shall be the South Texas
District Home Missions Department.

each year, to conduct business and plan the
programs for the department. All programs
outlined and recommended by the district Home
Missions board shall be presented to the District
Board for their approval.
b. Promote evangelism in each section of the district
through the planting of new churches and daughter
works and related activities.
c. Formulate district Home Missions policy, subject
to District Board approval. This policy shall not
conflict with the General Home Missions Division
policy.
d. Ensure an adequate supply in the district of all
literature and evangelism tools that are available
through the General Home Missions Division.
e. Sectional directors are to work in full cooperation
with and under the supervision of the district Home
Missions director.
f. Sectional directors are to work in harmony with
and under the supervision of the sectional
presbyter.
Section 7. Finances
1. To finance the Home Missions program in the South
Texas District, it is requested:
a. That each church and/or minister send at least one
offering each month for this purpose.
b. That offerings be taken for this purpose at sectional
rallies, with the total offering being submitted to
the district secretary-treasurer.
2. All money raised in our district under the banner of
Home Missions shall be used exclusively for Home
Missions work.
3. An individual who solicits funds for a Home Missions
work must have a letter of recommendation from the
district Home Missions executive committee of the
district.

2. In special circumstances, Home Missions funds or other
assistance may be requested for a work that does not
meet the above definition. In such cases, the request
may be reviewed and endorsed by the district Home
Missions board, and final approval must be obtained

District Board.
f. Make an annual written report to the District Board
and District Conference.
g. Serve as a member of the General Ladies Ministry
Committee.
2. Duties of the district Ladies Ministry secretary-treasurer
a. Take minutes of Ladies Ministry committee
meetings and preserve Ladies Ministry records.
b. Oversee the district Ladies Ministry funds, which
shall be deposited with and disbursed by the
district secretary-treasurer.
c. Report to and work under the supervision of the
district Ladies Ministry director.
3. Duties of the Ladies Ministry sectional president and
sectional secretary
a. Keep a record of all sectional rallies and meetings.
b. Inform the Ladies Ministry leaders of local
churches of any Ladies Ministry activities in the
section.
c. Work in full cooperation with and under the
supervision of the district Ladies Ministry director.
d. Work in harmony with and under the supervision
of the sectional presbyter.
Section 5. Finances
1. It is recommended that, with the consent of the pastor,
each lady contribute a minimum of one dollar per
month into the Ladies Ministry of the local church.

2. Each local church Ladies Ministry is encouraged to
give a tithe of its income to the Sectional Secretary-
Treasurer or else give a minimum monthly offering of
$20.00. Of the amount received by the Sectional
Secretary-Treasurer, it is recommended that 50% be
sent to the District Ladies Ministries.
3. Of the 50 percent of the Mother’s Memorial Offering
retained in the district, the Ladies Ministry Department
may send a percentage to the sections for the purpose of
promoting Ladies Ministry within the sections. This
percentage shall be determined annually by the District
Board.
ARTICLE V
MARRIAGE AND FAMILY MINISTRY
Section 1. Name.
1. The name of this department shall be called the South
Texas District Marriage and Family Department.
Section 2. Purpose.
1. The purpose of this department is to minister to the
spiritual and emotional needs of families and singles. It will also
provide resources and confidential counseling for ministers and their
families as needed.
Section 3. Officers.

1. Cultural Committee composed of ministers of diverse
cultures appointed by the Presbyter.
2. Program Committee composed of one member from each
section appointed by the Presbyter.

Section 5. Qualifications.
1. The director and secretary must be persons at least 30
years of age with unquestionable character who are
cooperative and loyal to their district and/or local
churches. They must conform to the fundamental
doctrine of the United Pentecostal Church International
and hold either general license or be ordained.
Additionally, the Director shall have education and/or
training in the area of human relationships. The Director
and Secretary shall be elected by the District Conference
for a term of two years.
Section 6. Duties.
1. Duties of the director.
a) Oversee the planning and work of the Marriage
and Family Department.
b) Preside over all Marriage and Family
Department meetings.

ARTICLE VI
MEDIA MISSIONS
Section 1. Name and Purpose
In view of the world’s unprecedented population
explosion, with deep conviction that the gospel of the
Lord Jesus Christ must be preached to all people; and
sensing the urgency of this hour and the opportunity
offered by radio to minister to more people for each
dollar invested; the Media Missions Department is
hereby established to help reach the South Texas
District.
Section 6. Finances
1. All expenses of conducting Media Missions services
within the district may be reimbursed from the
offerings received in these services. The balance will be
divided equally between the district and general Media
Missions treasuries, in accordance with district
financial policy.
2. It is recommended that the district Media Missions
representative attend the General Conference, District
Conference, and any Media Missions rallies or
seminars in his locale, with expenses to be paid
whenever possible from the district Media Missions
treasury. The balance of funds in the district Media
Missions treasury should be used to promote the Media
Missions radio broadcast on a district level.
3. All funds raised within the district during the
Thanksgiving season in conjunction with the annual
Media Missions offering shall be divided as follows:
a. 40 percent is to be retained in the district to
promote Media Missions within the district. A
percentage of the amount retained in the district
may be remitted to the sectional treasuries for the
purpose of promoting Media Missions within the
sections. This percentage shall be determined
annually by the District Board.
b. 60 percent is to be sent to the general headquarters
office of Media Missions.

ARTICLE VII
MEN’S MINISTRY
Section 1. Name
The name of this department shall be the South Texas
District Men’s Ministry.
Section 2. Purpose
1. To inform and inspire Apostolic men, by developing
and disseminating information pertinent to being men
of moral and spiritual power.
2. To unite Apostolic men and to motivate and mobilize
Apostolic men to find their place in kingdom service.
Section 3. District Director
1. Election: The district director of men’s ministry shall be
nominated by the District Board and ratified by the
district conference for a term of two years or until his
successor is chosen. His term shall be concurrent with
that of the district superintendent. As with all elected
officers, he shall be subject to term limits as defined in
Article I, Section 8 of the South Texas District
Constitution.
2. Qualifications: Must be a man of unquestionable
character and integrity, at least 25 years old, hold
ministerial license with the United Pentecostal Church
International, and be a member in good standing of the
South Texas District.
3. Duties.
a. Oversee the district Men’s Ministry program, doing
everything possible to inspire each local
congregation to establish and maintain a ministry
to men, as the pastors deem appropriate.

b. It is recommended that he organize a district men’s
conference or retreat.
c. Work in harmony with the general men’s ministry
called Apostolic Man.
d. Preside at all district Men’s Ministry committee
meetings. This committee is to be composed of
members appointed by the district superintendent
in consultation with the district Men’s Ministry
director.
e. Report to and work under the supervision of the
District Board.
f. Make an annual written report to the District Board
and District Conference.
g. Ensure that minutes are taken at district Men’s
Ministry committee meetings and preserve men’s
Ministry records.
h. Oversee the district Men’s Ministry funds, which
shall be deposited with and disbursed by the
district secretary-treasurer.
Section 4. Finances
1 It is recommended that revenue be obtained through the
registration of men for membership in the Apostolic
Man ministry. That registration will entitle one to
receive the Apostolic Man magazine, online e-zine
updates, as well as have access to any members-only
area of the ministry website.
2. It is recommended that all men’s conferences consider
including a small amount in their registration fees to
help underwrite the efforts of the general program.
3. A Father’s Day Offering will be received for Men’s
Ministry with 50 percent to be sent to the General
Men’s Ministry and 50 percent to be retained in the
district.

ARTICLE VIII
SOUTH TEXAS VISION
Section 1. Name and Purpose
1. The official publication of the South Texas District
shall be the SOUTH TEXAS VISION.
2. It shall be published bimonthly to transmit the district’s
vision to the constituency while also serving as a public
relations tool.
Section 2. Funds
1. Prices and policies of the Vision shall be set by the
District Board.
2. Funds for the Vision shall be deposited with and
disbursed by the district secretary-treasurer.
Section 3. Material
Each department of the South Texas District shall
cooperate in furnishing material for the Vision each
month, with the editor retaining editorial privilege as to
the material used.
Section 4. Staff
1. The District Board shall appoint the editor and other
staff as may be necessary to publish and mail the
SOUTH TEXAS VISION. The appointment of the editor
is to be ratified by the District Conference.
2. The editor shall hold ministerial license with the United
Pentecostal Church International and be a member in
good standing of the South Texas District.
3. The editor and staff shall work under the direction of
the District Board.
4. The editor of the Vision shall serve as the chairman of
the Publication and Communication Committee, which
is to be composed of members appointed by the district
superintendent in consultation with the editor.
5. The purpose of the Publication and Communication
Committee is to examine and review the publication
and communication efforts of the district, including the
Vision and the district website; to establish policies and
procedures for these efforts; and to make

recommendations to the District Board. All policies are
subject to the approval of the District Board.
Section 5. Support
All ministers and churches of the South Texas District
are urged to support the SOUTH TEXAS VISION by
subscriptions and in every way possible.
ARTICLE IX
SPANISH MINISTRY
Section 1. Purpose and Principles
1. Purpose: Within the borders of the South Texas
District reside many people who speak Spanish
exclusively or primarily and who prefer to attend
worship services conducted in Spanish. Since our
mandate is to preach the whole gospel to the whole
world, it is necessary for us to develop a strategy to
reach these people. The purpose of Spanish Ministry of
the South Texas District of the United Pentecostal
Church International is as follows:
a. Evangelize and disciple Spanish-speaking people
in the South Texas District.
b. Encourage the planting of churches that minister in
the Spanish language.
c. Train and equip Spanish-speaking ministers.
d. Encourage English-speaking ministers and
churches to assist in the efforts to reach out to
Spanish-speaking people with the gospel.
e. Assist Spanish-speaking believers, ministers and
churches in functioning as integral members of the
South Texas District.
2. Spanish Ministry is organized on the basis of language,
not race, national origin or culture.
3. This policy applies only to South Texas District
activities. With regard to national and international
activities, South Texas District ministers shall follow
the policy of the United Pentecostal Church
International. At present, the General Home Missions
Division oversees national Spanish-language efforts in
the United States and Canada, while the General

Foreign Missions Division oversees efforts in other
countries.
4. Spanish-speaking ministers remain an integral part of
the South Texas District with the same privileges and
responsibilities as other ministers, including voting and
holding office.
5. Nothing in this policy alters the District Constitution or
the General Constitution.
6. All district Spanish Ministry programs shall be under
the direction of the District Board.

Section 3. Spanish Ministry Director
1. Election: At the annual District Conference, the
licensed and ordained ministers of the South Texas
District who minister to the Spanish-speaking
community (see Section 2, Paragraph 3 for detailed
definition) shall nominate by secret ballot a qualified
individual to fill the office of Spanish Ministry
Secretary. The three highest names shall be brought to
the entire voting constituency of the South Texas
District which shall elect one of these individuals to be
the Spanish Ministry director for the district.
2. Qualifications: The director must be at least thirty (30)
years of age; must have been a minister in good
standing with the organization for five (5) years; must
have been ordained a minimum of one year; must have
proven himself loyal to the organization by cooperating
in building up the work, and must conform to the
fundamental doctrine. His primary ministry must be in
the Spanish language.
3. Term of office: He shall serve for a term of two years
concurrent with that of the district superintendent.
4. Duties
a. Serve as a liaison between the district and the
Spanish-speaking ministers, keeping a clear and
constant flow of communication between them;
and keep the district superintendent fully informed
of all developments.
b. Serve as chairman of the Spanish Ministry board
and regional committees.
c. Lead Spanish Ministry in developing and
promoting ministry among Spanish-speaking
people in accordance with the purposes listed in
Section 1 and present a yearly plan to the District
Board for approval.
d. Oversee the budget and activities of Spanish
Ministry.
e. Assist the District Board in screening Spanish-
speaking ministers who seek to be licensed by the
district and translating for them if necessary.
f. Assist in the incorporation of Spanish-speaking
ministers who come from other countries, districts,
or organizations.

g. Serve as a liaison on the District Board with a
voice and a vote, except in areas of ministerial
discipline or judicial matters.

3. Committee members shall be elected by the Spanish
Ministry ministers at each regional conference. One
member shall be chosen from each region.
4. The term of office for each committee chairperson and
committee member is for two years, concurrent with
that of the district superintendent.
5. The qualifications for committee personnel are as
follows:
a. Each committee member must be in good standing
with the organization, must have worked under the
ministry of a Pastor for at least one year, must have
proven loyal to the organization for two years by
cooperating in building up the work, and must
conform to the fundamental doctrine. His or her
primary ministry or church involvement must be in
the Spanish language. Each men’s committee
member must also be licensed as a minister for a
minimum of one year, and each ladies’ committee
member must be licensed or married to a licensed
minister in the organization.
b. In addition, the men’s committee chairman,
Sunday school committee chairman, music
committee chairman, mission evangelism
committee chairman, and youth committee
chairman shall be a licensed or ordained minister
and must have held license for a minimum of two
years.
6. The departments and committees of the South Texas
District are encouraged to invite the respective Spanish
Ministry committee chairpersons to attend their
committee meetings.

3. Plans for sectional meetings shall be presented for
approval either to the District Board or the presbyter of
the section.

2. A contribution to Spanish Ministry, known as Spanish
Ministry Offering (SMO), shall be a requirement to
receive the annual award for 100 percent cooperation.
ARTICLE X
YOUTH MINISTRY
Section 1. Name
The name of this department shall be the South Texas
District Youth Ministry.
Section 2. Officers
1. District Youth Ministry president (or director)
2. District Youth Ministry secretary-treasurer
3. Sectional Youth Ministry director, one from each
section
Section 3. Qualifications
All district Youth Ministry officers must hold
ministerial license with the United Pentecostal Church
International, be members in good standing of the
South Texas District, and be under their thirty-sixth
birthday, unless in special cases the District Board
unanimously agrees to lift the age limit.
Section 9. Finance
1. Each local church youth group is encouraged to give a
tithe of its income to the district Youth Ministry
treasury or else give a minimum monthly offering of
$20.00.
2. All Sheaves for Christ offerings shall go into the district
Youth Ministry treasury for proper distribution
according to general policy.
3. A percentage of the Sheaves for Christ offering retained
in the district may be sent to the sectional treasuries for
the promotion of youth ministry within the sections.
The percentage shall be determined annually by the
district board.

District Board.

a. This committee is composed of the camp principal
and the youth camp faculty members whom he
appoints.
b. This committee will handle each case of an alleged
violation of general rules and decide upon any
discipline to be imposed. Anyone who is believed
to have violated the general rules of the camp will
be referred to the discipline committee.
ARTICLE XI
NATIONAL AND INTERNATIONAL PROJECTS
Section 1. General
The South Texas District wholeheartedly supports and
encourages cooperation among its constituency for all
the national and international projects of the United
Pentecostal Church International, including Christmas
for Christ, Media Missions Thanksgiving Offering,
Mother’s Memorial, Partners in Missions, Save Our
Children, Sheaves for Christ, and all other programs
approved or endorsed by the General Conference or
General Board.

Section 2. Tupelo Children’s Mansion
1. Each minister and church is requested to pray for and
support Tupelo Children’s Mansion by monthly and
special offerings sent directly to the Mansion.

The following guidelines apply to musicians, singers, choir members, worship
leaders, and speakers for district and sectional functions of the South Texas
District.
All participants should have the endorsement of their pastor. The pastor should
ensure that they meet the following spiritual qualifications.
1. Personal faith in Jesus Christ, repentance from sin, water baptism in the
name of Jesus Christ, and the baptism of the Holy Spirit.
2. Conducting oneself everywhere in a manner becoming to a Christian,
including morality, honesty, and integrity in every area of life.
3. Endeavoring to manifest brotherly love and fellowship toward all of God’s
people.
4. Supporting the local assembly with faithful attendance, prayer, tithes, and

GUIDELINES FOR THE RESOLUTIONS
COMMITTEE
1. The purpose of the Resolutions Committee is to review all
resolutions, determine which ones are legitimate, and put them in
proper form for consideration by the conference.
2. The committee has the power to consult parliamentarians, authors
of resolutions, officials, or anyone else to provide information or
assistance in its deliberations.
3. If there are two or more resolutions on the same issue, the
committee may combine them, choose the best representative, or
write a replacement resolution that incorporates key features of the
original resolutions.
4. If a resolution contains two distinct, separable points, the
committee should divide it into two resolutions.
5. If a resolution conflicts with the laws of the land, the Articles of
Faith, the Constitution of the UPCI, or a standing rule of the UPCI,
then the committee must reject the resolution.
6. If a resolution would amend the Constitution, it should specify
exactly where and how the Constitution would be amended.
7. The committee should delete any inappropriate language, such as
harsh, inflammatory, accusatory, or personal references.
8. The committee should edit each resolution for grammar, style,
clarity, simplicity, and consistency of expression.
9. In the case of an amendment to the Constitution, the committee
should ensure uniformity of language and style with the rest of the
Constitution, and it should strive for clarity and brevity. It should
include in the proposed constitutional wording only what is
absolutely essential to implement the resolution.
10. The committee should consider the legal implications of a
resolution, especially terms that could have a legal or technical
meaning. It should particularly study the potential effects of any
resolution that would commit the organization to a legal, political,
or social position.
12. The committee should examine all assertions, statistics,
allegations, and assumptions contained in a resolution, including
the preamble, and it should make every effort to investigate the

validity of such claims. It should modify or delete statements that
are speculative, unverifiable, doubtful, or false.
13. The committee should similarly examine any interpretation or
application of our Articles of Faith, Constitution, Judicial

delete any usage that is questionable or invalid.
14. If a resolution would significantly alter or reverse a matter that the
district conference has recently decided, the committee has the
authority to dismiss the resolution on the ground that the will of the
constituency has already been made clear and that renewed
consideration at this time would not alter the outcome but would
only be divisive and counterproductive.
15. If a resolution comes from the district board, any substantive
changes in the resolution must be approved by the district board.

Pastoral Selection Process
The pastor shall be chosen by the church board, whose decision must
be endorsed by the church. (a) However, if there are less than three
members on the church board, the District Superintendent and/or the
District Presbyter, who may be authorized by the District
Superintendent, shall call for the election of a pastor. In such case the
method of election shall be the same as Article IV, Section 5,
Paragraphs 1 through 4 of the General Constitution. (UPCI Manual,
Local Church Government, Article III, Section 3, Paragraph 1).

6. In consultation with the district superintendent, choose the
candidates to present to the church board.
8. Schedule the election. After the church has heard three preachers,
ask if there seems to be a consensus in the church for one
candidate.
a. If so, inform the district superintendent of the presumed
choice.
b. Ask the church board to vote officially for one candidate as
pastor, and schedule a church election on this one candidate.
c. If there is not a church board of three or more members, the
election will be by secret ballot with no names presented
officially. See Local Church Government, Article III, Section
1 (a) and General Constitution, Article IV, Section 5,
Paragraphs 1-4.
d. Make sure the election is announced in three services, with the
first announcement at least ten days in advance.
e. If there is no consensus after the church has heard three
preachers, go back to step 5 to schedule additional preachers.

church will provide the following nontaxable fringe benefits to full-
time employees, when the pastor and treasurer jointly determine that
such action is desirable and financially feasible and when the necessary
funds are included in the annual budget approved by the church board.
For the purpose of these benefits, the pastor is deemed to be a full-time
employee, even if he has other sources of income. When the church is
ready to add a full-time employee other than the pastor, the church
board will review this policy and seek professional advice to ensure
that the church provides and administers these benefits in a nontaxable
way.
a. Medical insurance. Payment of medical insurance premiums on
behalf of the employee and his family, for a policy or policies to be
approved by the pastor and treasurer. To qualify, the employee must
not be covered by other medical insurance, such as through a retirement
plan, other employment, or a spouse.
b. Medical cost reimbursement plan. Reimbursement of all
medical costs incurred by the employee and his family that are not
covered by insurance. Such reimbursement shall be for the type of
medical expenses that a medical insurance policy would ordinarily
cover, except for rules regarding deductibles, co-payments, and cost
caps. The reimbursement may cover doctor’s bills, hospital bills,
prescriptions, vision care, and dental care for the employee and his
dependents. The maximum reimbursement allowed each year shall be
$6,000. After the church has been in existence for five years, for an
employee to qualify, he must have been employed full time for three
consecutive years. It is the employee’s responsibility to submit medical
expenses to the church for reimbursement.
c. Retirement Payments. Payments to a tax-deferred, qualified
retirement plan, equal to ten percent of salary.
d. Group term life insurance. The purchase of up to $50,000 of
group term life insurance, or the maximum allowed as nontaxable by
the Internal Revenue Service.

regulations 1.162-17 and 1.274-5 (e), upon the following terms and
conditions:
1. Any ministerial employee of the church will be reimbursed for
any ordinary and necessary business and professional expense incurred
on behalf of the church, if the following conditions are satisfied: (a) the
expenses are reasonable in amount; (b) the minister documents the
amount, time, place, business purpose, and business relationship of
each such expense with the same kinds of documentary evidence as
would be required to support a deduction of the expense on the
minister’s federal income tax return; and (c) the minister documents
such expenses by providing the church treasurer with an accounting of
such expenses, no less frequently than monthly. In no event will an
expense be reimbursed if substantiated more than 60 days after the
expense is paid or incurred by a minister.
2. The church will not include in a minister’s W-2 form the amount
of any business or professional expense properly substantiated and
reimbursed according to the preceding paragraph, and the minister
should not report the amount of any such reimbursement as income on
his Form 1040.
3. Any church reimbursement that exceeds the amount of business
or professional expenses properly accounted for by a minister pursuant
to this reimbursement policy must be returned to the church within 120
days after the associated expenses are paid or incurred by the minister,
and shall not be retained by the minister.
4. If, for any reason, the church’s reimbursements are less than the
amount of business and professional expenses properly substantiated by
a minister, the church will report no part of the reimbursements on the
minister’s W-2 form, and the minister may deduct the unreimbursed
expenses as allowed by law.
5. Under no circumstances will the church reimburse a minister for
business or professional expenses incurred on behalf of the church that
are not properly substantiated according to this policy. Church and staff
understand that this requirement is necessary to prevent the
reimbursement plan from being classified as a “nonaccountable” plan.
6. The minister shall retain all receipts and other documentary
evidence to substantiate the business nature and amount of his business
and professional expenses incurred on behalf of the church. The church
may make copies of such evidence.
7. The church will reimburse business use of a car at the standard
mileage rate currently allowed by the Internal Revenue Service.
8. This accountable expense reimbursement plan extends to
nonministerial employees and volunteer workers whom the pastor
designates. Their expenditures are subject to advance approval by the
pastor.

MINISTERIAL MENTORING PLAN
New Ministers
1. The district will have a ministerial liaison for English and a
ministerial liaison for Spanish.
2. The liaisons will send quarterly letters to the new ministers
for a period of one year.
3. The purpose of these letters is to welcome them to the
ministerial fellowship of the UPCI, provide information,
encourage involvement, and offer assistance as needed.
4. After each District Board meeting, the district secretary will
notify the liaisons of the new ministers that have been
approved.
5. For 2009, the English liaison is Arless Glass (Pasadena, TX)
and the Spanish liaison is John Lopez (Houston, TX).

CENTRO TEOLÓGICO MINISTERIAL
CONSTITUTION
MISSION STATEMENT
We, the South Texas District of the United Pentecostal Church
International, conscious of the times in which we live and our
obligations of reaching the growing Hispanic population in our district,
our nation, and other Spanish-speaking nations, deem it necessary to
establish an institution with the purpose of providing:
• A place for training individuals for the ministry of the gospel of
Jesus Christ
• A place of Christian education and theology
• A place of edifying all toward Jesus Christ, His work, His
mission, and His kingdom
• A place of unity within the fellowship and district
• A place to define ethics and integrity among the brethren
ARTICLE I
NAME AND INCORPORATION
The name of this institution shall be Centro Teológico Ministerial, and
it shall be incorporated in the state of Texas under this name.
ARTICLE II
RELATIONSHIPS
Section 1. Relationship of Centro Teológico Ministerial to the
District
Centro Teológico Ministerial shall be accountable to the South Texas
District Board and shall be under the direct supervision of the Board of
Directors of Centro Teológico Ministerial. The Board of Directors of
Centro Teológico Ministerial shall provide an annual financial report to
the South Texas District Board for review and approval to be presented
for final approval by the annual South Texas District Conference.

Centro Teológico Ministerial shall have a president to lead and direct
its effort who shall be accountable to the Board of Directors. The South
Texas District Spanish Ministry Board shall nominate the president of
the Centro Teológico Ministerial and present the nomination to the
South Texas District Board for approval. Upon their approval, he shall
be presented to the District Conference of the South Texas District for
ratification.
Section 2. Relationship of Centro Teologico Ministerial to Its
Ministry and Efforts
Seeing the need to reach an ever-growing Hispanic population, the
South Texas District has set in motion a plan to train people of
Spanish-speaking cultures worldwide. The district believes that through
Christian education and proper ministerial preparation, Centro
Teológico Ministerial can, with God’s assistance, provide a more
effective means of reaching our world.
ARTICLE III
INSTITUTION AND DEPARTMENTS
Section 1.
Centro Teológico Ministerial shall consist of three schools or programs
of study: the School of Education and Theology, the School of
Ministry, and the School of Counseling. Each of these three programs
of study shall have a dean or director who is responsible for the
operation and promotion of the individual department. These deans or
directors shall be chosen by the president and approved by the Board of
Directors. Other departments may be added as the Board of Directors
deems necessary.
Section 2. School of Education and Theology
The School of Education and Theology shall be a 3- or 4-year program
of study for the purpose of training students in the following areas:

3. Theology
Upon the completion of the prescribed course of study, the student shall
receive a diploma.

Centro Teológico Ministerial shall seek to become accredited with a
nationally recognized regional accrediting association as soon as
finances and program structure allow.
Section 3. School of Ministry
The School of Ministry shall be a 2- to 3-month program for the
purpose of training licensed ministers who wish to quickly enhance
their ministries for the work of the kingdom of God. It shall cover areas
of study as follows:
• Ministerial Ethics
• Public Relations
• Pastoral Counseling
• Church Finances
• Principles of Public Speaking
• Homiletics
• Principles of Leadership
• Practical Pastoral Duties (weddings, funerals, communion,
baptisms, baby dedications, altar calls, hospital visitation,
entertaining)
Upon the completion of the prescribed course of study, the student shall
receive a certificate of completion.
Section 4. School of Pastoral Counseling
The School of Pastoral Counseling shall offer a course of study for the
purpose of training workers in the principles of Christian counseling.
Upon completion of the prescribed course of study, the student shall
receive a certification of completion.
ARTICLE IV
ORGANIZATION
Section 1. Board of Trustees
The Board of Trustees shall consist of all members of the District
Board of the South Texas District United Pentecostal Church
International.
Section 2. Board of Directors
The Board of Directors shall have charge of promotion and operation of
Centro Teologico Ministerial and shall be accountable to the Board of

Trustees and the South Texas District UPCI by providing a complete
financial report annually.
Section 3. Executive Committee
The Executive Committee shall consist of the president, the executive
vice president, the director of finance, the director of academics, and
the director of student life. The president of Centro Teológico
Ministerial shall call for and preside over meetings of this committee.
The members of the Executive Committee shall not hold any other
district office but may hold a sectional office.
Section 4. Disciplinary Board
The Disciplinary Board shall consist of the Executive Committee and
anyone else whom the Board of Directors may deem necessary.
Section 5. Faculty
The faculty shall include all administrators, instructors, a registrar, and
a librarian.
Section 6. Staff
The staff shall include all regular employees of the institution not
recognized as members of the faculty.
ARTICLE V
OPERATION OF INSTITUTION
Section 1. Board of Trustees
The Board of Trustees shall be the District Board of the South Texas
District UPCI and shall hold in trust all property of Centro Teológico
Ministerial for the district, in the name of the institution. The Board of
Trustees is authorized to sign all legal documents, deeds, and
mortgages as trustees of the property.
Section 2. The Board of Directors
The Board of Directors shall consist of the president, the executive vice
president, the district superintendent of the South Texas District, the
director of Spanish Ministry for the South Texas District, the secretary
of Spanish Ministry for the South Texas District, and six ordained
ministers of the United Pentecostal Church International who have
expertise in or a passion for education and who are appointed by the
District Board for a term of two years. One of these six ministers shall

be a member of the South Texas District Board and shall be appointed
by the District Board as chairman of the Board of Directors.
Section 3. Officers
The officers of Centro Teológico Ministerial shall consist of the
Executive Committee and shall be in charge of the daily operation of
the institution under the supervision of the Board of Directors.
ARTICLE VI
MEETINGS
Section 1. Board of Trustees
The Board of Trustees shall meet at least once a year. Special meetings
may be called or joint meetings may be held with the Board of
Directors. These special meetings shall be called at the discretion of the
South Texas District Board.
Section 2. Board of Directors
The Board of Directors shall meet at least twice per year and for any
special-called meetings that may be necessary. Meetings of the Board
of Directors are to be called for and presided over by the chairman of
the board.
ARTICLE VII
FOUNDATIONAL GUIDELINES OF SUPPORT
Section 1. Support through Gifts
The Board of Trustees is authorized to establish a foundation to receive
and administer gifts, endowments, wills, annuities, et cetera for the
benefit of the institution.
Section 2. Support through a Monthly Pledge
The Board of Trustees shall direct a monthly financial program to be
pledged by individuals or churches in support of the institution.
Section 3. Support through Tuition
Tuition cost shall be set by the Board of Directors and approved by the
Board of Trustees. This shall be in support of the institution.

ARTICLE I
PRESIDENT
Section 1. Qualifications
The president shall be a man of mature experience, educational
qualifications, and bilingual in English and Spanish. He shall be an
ordained minister in good standing with the United Pentecostal Church
International. His life must be without blot or reproach.
Section 2. Selection
The president of Centro Teológico Ministerial shall be nominated by
the South Texas District Spanish Ministry Board and is subject to the
approval of the Board of Directors. His election by the Board of
Directors must be by a two-thirds majority with a quorum of 75
percent. Upon his election by the Board of Directors, he must be
approved by the South Texas District Board and ratified by the South
Texas District Conference. All voting shall be done by secret ballot.

Section 4. Salary
The president shall be paid a salary commensurate with his position,
which shall be determined by the Board of Directors.
Section 5. Duties
The president shall perform the duties prescribed to him by the Board
of Directors. He shall be responsible to promote institutional interest
among faculty, students, and the constituency of the United Pentecostal
Church International. He shall secure and compile information as to
ways of improving, safeguarding, and promoting the institution. He
shall also be responsible for public relations.
ARTICLE II
EXECUTIVE VICE PRESIDENT
Section 1. Qualifications
The executive vice president shall be a man of mature experience and
educational qualifications. He shall be an ordained minister in good
standing with the United Pentecostal Church International. His life
must be without blot or reproach. He shall have demonstrated his
interest in higher education, his ability to organize people, and shall
understand financing and business management.
He shall sign a loyalty form or questionnaire, stating his belief in, and
pledging to teach, preach, support, and propagate faithfully and to the
best of his ability, the doctrines, standards of holiness, and spirituality
as set forth in the Articles of Faith of the institution, without hesitation
or reservation.
Section 2. Selection
Until such time as the office of executive vice president is deemed
necessary, the president shall assume all duties and requirements of the
position. When the president determines that the growth of the college
requires the position of executive vice president to be filled, he shall
recommend a qualified person to the Board of Directors. His approval
by the Board of Directors must be by a two-thirds majority with a
quorum of 75 percent. All voting and ratifications shall be done by
secret ballot.

Section 3. Term of Service
The executive vice president shall be elected for a term of three years
and may be reelected for additional terms. He may be discharged at any
time by the Board of Directors provided their action is done in
accordance with the terms of the contract made with him when he was
employed.
Section 4. Salary
The executive vice president shall be paid a salary commensurate with
his position, which shall be determined by the Board of Directors.
Section 5. Duties
The executive vice president shall perform the duties prescribed to him
by the president of Centro Teológico Ministerial under the
authorization of the Board of Directors. These shall include the
promotion and operation of the institution. He shall be head of all
departments of the institution and shall be responsible for the
satisfactory operation of each department. He shall recommend faculty
members, staff, and administrators to the Board of Directors for
employment by the board.
ARTICLE III
DIRECTOR OF FINANCE
Section 1. Qualifications
The director of finance must be qualified with administrative
experience and financial preparation. He shall be an ordained minister
in good standing with the United Pentecostal Church International. His
life must be without blot or reproach.

The dean of a school or department must be qualified with
administrative experience and educational preparation. He shall be an
ordained minister of the United Pentecostal Church International in
good standing. His life must be without blot or reproach. He shall be
able to organize and direct people and have a thorough knowledge of
the problems that young people face.
He shall sign a loyalty form or questionnaire, stating his belief in and
pledging to teach, preach, support, and to propagate faithfully and to
the best of his ability, the doctrines, standards of holiness, and
spirituality as set forth in the Articles of Faith of the institution, without
hesitation or reservation.

Section 1. Qualifications
The faculty members shall be well qualified both by training and
experience to fill their position. They shall have been baptized in the
name of Jesus and filled with the Holy Ghost in accordance with Acts
2:4 and Acts 2:38. They must be living a Christian life consistent with
the doctrines, standards of holiness, and spirituality contained in the
Articles of Faith of the institution. They must be loyal to the institution
and a member in good standing of a United Pentecostal Church.
Section 2. Selection
The faculty shall be recommended by the president and employed by
the Board of Directors.

Section 3. Term of Service
Faculty members shall be hired for one year at a time until they have
served the institution for three years, after which their term of service
shall be of indeterminate duration, so long as their services are
satisfactory and needed by the institution. They shall sign contracts
each year specifying the conditions of their employment.
Section 4. Salary
Faculty members shall be paid according to the salary schedule adopted
by the Board of Directors.
Section 5. Duties
The president of Centro Teológico Ministerial shall prescribe the duties
of the faculty.
ARTICLE VIII
STAFF MEMBERS
Section 1. Qualifications
Staff members of Centro Teológico Ministerial shall be qualified to fill
their positions. They shall have been baptized in the name of Jesus and
filled with the Holy Ghost in accordance with Acts 2:4 and Acts 2:38.
They shall be living a Christian life consistent with the Articles of Faith
of the institution.
Section 2. Selection
Staff members shall be recommended by the president and employed
by the Board of Directors.
Section 3. Salary
The Board of Directors shall determine the salary schedules of the staff.

Section 4. Duties
The president of Centro Teológico Ministerial shall assign the duties of
the staff.
ARTICLE IX
OTHER EMPLOYEES
All persons employed by Centro Teológico Ministerial who have any
direct involvement with the teaching or instruction of the students, with
the subjects taught, or with the school’s policies or procedures, shall
sign a loyalty form or questionnaire just as the other officers, faculty,
and staff.
The executive vice president shall rigidly screen all evangelists, Bible
teachers, religious instructors, or Bible lecturers, and shall be fully
assured that any person invited to minister to the student body in such
capacity shall be doctrinally sound and morally and spiritually
qualified. The ministries and lives of such persons must be consistent
with and in sympathy with the doctrines, standards of holiness, and
spirituality as contained in the Articles of Faith of the institution.

Any changes of the Bylaws shall require two-thirds majority vote of the
Board of Directors with a quorum of 75 percent of its members. They
shall submit their action to the District Board, where a simple majority
vote will be necessary for ratification.
RATIFICATION
The South Texas District UPCI has convened on this 13th day of April,
2004, and in a duly called District Conference adopted the foregoing
Constitution and Bylaws for Centro Teológico Ministerial by a
majority vote.
