Acknowledgments
The Water Sector Review is a joint project of the Government of Viet Nam and a number of international development partners. Theimplementation of the project is taking place under the Office of the National Water Resources Council, which is located within theMinistry of Natural Resources and Environment. The international input is being led by the Asian Development Bank, with co-financing from the governments of the Netherlands, Australia and Denmark.
Limitations Statement
The sole purpose of this report and the associated services performed by Kellogg Brown & Root Pty Ltd (KBR) is to set out thecurrent status of the water sector in Viet Nam, and to identify the major issues for the sector, in accordance with the scope of servicesset out in the contract between KBR and the Asian Development Bank (‘the Client’). That scope of services was defined by therequests of the Client, by the time and budgetary constraints imposed by the Client, and by the availability of access to the site.KBR prepared this report primarily based on assessments of existing reports and information sets, discussion with key ministries andvisits to selected provinces. As well a survey was undertaken of provinces (to which 39 provinces responded) and a survey of international development partners. The passage of time may require re-evaluation of the findings, proposals and conclusionsexpressed in this report.In preparing this report, KBR has relied upon and presumed accurate certain assumptions relative to availability of information (or absence thereof) and levels of cooperation provided by government officials and authorities, the Client and others identified herein.Except as otherwise stated in the report, KBR has not attempted to verify the accuracy or completeness of any such assumptions. No warranty or guarantee, whether express or implied, is made with respect to the information reported or to the findings,observations and conclusions expressed in this report.
