Background

The ACT Planning and Land Authority (ACTPLA) is currently conducting a policy review of the Territory Plan,the key statutory planning document in the ACT.One part being reviewed is the Community Facility Zone Development Code (CFZDC) and its associatedDevelopment Table (Table). The CFZDC and Table set out policies regulating development in areas with aCommunity Facility zoning. Together, the Community Facility Zone (CFZ), Table, and Development Code (CFZDC) are intended to assistcommunity development, the provision of key social services, and general social inclusion. Among otheruses (see Appendix ‘A’ for a full list), the following forms of development are commonly associated with theCommunity Facility Zone:

Child care centre

•

Community activity centre

•

Cultural facility

•

Educational establishment

•

Emergency services facility

•

Health facility

•

Hospital

•

Place of worship

•

Residential care accommodation

•

Supportive housing. The current CFZDC and Table nominally date from the introduction of the new Territory Plan of March 2008.However, much of the policy content is considerably older, dating from the previous Territory Plan of 1992(which was itself based on earlier National Capital Development Commission policies). The 1992 TerritoryPlan was also been subject to a number of variations.Most notably, these included

(gazetted in September 2002) allowing the development of ‘Supportive Housing’ in the CFZ and Variation 263 (gazetted in July 2007) which made policy re

nementsaround such housing. This paper seeks comment from the ACT community about how the CFZDC and Table might be revised. A series of key questions have been identi

ed, based on ACTPLA’s recent research and experiences.
