 La Ley de Areas Protegidas en su Art. 20 establece lo siguiente…
 Las empresas públicas o privadas que desarrollen actividades dentro del perímetro de las áreas protegidascelebrarán, de mutuo acuerdo con el CONAP, un contrato en el que se establezcan lascondiciones y normas de operación, determinadas por un
estudio de impacto ambiental 
  presentado por el interesado a CONAP, el cual con su opinión lo remitirá a CONAMA para su evaluación
Los Planes de Manejo Forestal dentro del perímetro de las Areas Protegidas no escapan aeste mandato, por consiguiente deben contar con un estudio de evaluación de impactoambiental para su ejecución.En realidad muchos de los componentes que debe tener un estudio de impacto ambientalestán incluido en los Planes de Manejo Forestal, especialmente en lo referente a ladescripción del proyecto y las características del medio ambiente. No obstante, para que seaun verdadero Estudio de Impacto Ambiental, este debe incluir temas relacionados con laidentificación, predicción e interpretación de impactos, medidas de mitigación ycontingencias, responsables de los monitoreos y de la ejecución de los compromisos propuestos.Dado que la ejecución de Planes de Manejo en Bosques Naturales son actividades que elestado debe incentivar, pues es una alternativa que promueve el desarrollo social y laconservación del medio ambiente, y además está ampliamente normada en la legislaciónvigente, el presente trabajo propone una guía práctica y sencilla para la elaboración deEstudios de Impacto Ambiental que complementen a los Planes de Manejo Forestal. Estosdeben ser incorporados como estudios especiales en el Plan General de Manejo Forestal.La guía contiene básicamente cuatro partes.a) Una matriz de identificación y evaluación de impactos para las operaciones de manejoforestal. Esta matriz fue elaborada teniendo en cuenta las principales actividades yfactores ambientales. b) El Plan de Manejo Ambiental en el que se proponen medidas de prevención y mitigación para cada uno de los factores impactados, así como planes de contingencia.c) Monitoreo. En este punto se destaca la potestad de CONAP y CONAMA de realizar losmonitoreos al proyecto y los monitoreos internos por parte del propietario.d) El responsable de que se cumplan todas las medidas de prevención, mitigación ycontingencias planteadas.Si bien la presente guía fue elaborada para la evaluación de impactos ambientales durantela ejecución de Planes de Manejo Forestal en Bosques Naturales, éste constituye un buenmarco metodológico para la evaluación de impactos ambientales en otros tipos de bosquesy actividades dentro de ellos.
