Following explicit request by Member of Knesset, the Honorable Zehava
Galon, [1] I herein file with the Department of Police Investigations,
Israel State Prosecution: A. Request for immediate Equal Protection
under the Law, and B. Criminal complaint against Tel Aviv Police
Commander Benzi Sau on Fraud, Obstruction of Investigation, Breach
of Loyalty, Collusion with Tel-Aviv Municipality in serious Human Rights
violations against the homeless, and undermining the Rule of Law. [2]
Instant communication is also copied to United Nations and German
Federal Republic to inform them of serious Human Rights violations by
State authorities in the State of Israel.
A. Request for immediate Equal Protection under the Law
Please accept instant letter as a request for immediate Equal Protection
under the Law.
The Israel Police and the Municipality of Tel Aviv threaten to continue
the demolition and eviction actions as false enforcement of Decrees
that never existed, in the very next days.
Acknowledgment of receipt of instant request for protection within 24
hours is requested. Time is of the essence!
B. Criminal complaint against Tel Aviv Police Commander Benzi
Sau on Fraud, Obstruction of Investigation, Breach of Loyalty,
Collusion with Tel-Aviv Municipality in serious Human Rights
violations against the homeless, and undermining the Rule of Law.
Instant complaint is based on three events:
1) January 13, 2014 the issuance of a simulated police-legal record by
Tel-Aviv Police Commander Benzi Sau, which purports to show that a
duly conducted investigation of a criminal complaint against Tel-Aviv

Mayor Ron Hulday and others had come to conclusion. The underlying
complaint pertains to the issuance and distribution by the Tel Aviv
Mayor of simulated Demolition Decrees or Eviction Decrees', and
planting similar false news with media. Commander Sau's January 13,
2014 record should be deemed as Fraud in itself, and denial of Equal
Protection under the Law. Moreover, in referring to the flyers again as
Decrees in this record, Commander Sau propagated the fiction of the
existence of lawful Decrees and the the color of law in the unlawful
forceful enforcement actions that followed by Israel Police and Tel Aviv
Municipality. [3]
2) Circa January 24, 2014 night operation by the Israel Police in the
Occupy Tel Aviv camp- for Territory Surveillance. Policemen arrived
late at night at the camp, passed from one tent to the other, called the
dwellers by name, based on a map, prepared a couple of days earlier
by Municipality personnel, instructed dwellers to come out, all as part of
a territory surveillance operation. [4]
3) January 26, 2014 collusion by the Israel Police and Tel Aviv
Municipality in the demolition of homeless shelters in the Occupy TelAviv camp, conducted as simulated enforcement of Decrees, which
never existed, under the color of law. [5]
Such sequence of events demonstrates wrongful intent in the conduct of
Commander Benzi Sau. The core of such conduct is deprivation of
fundamental Human Rights of the powerless and penniless by those holding
the power of State authorities, under the color of law.
Certification of the receipt and due registration of instant complaint within 24
hours is requested. Time is of the essence!

assistance by Member of Knesset Galon, who had helped in such

According to two witnesses (I either was not there, or did not wake
up), police appeared a couple of nights ago at a late hour, passed
from one tent to the next, called the person inside by name
(probably according to the map, produced by Muni inspectors a
couple of days earlier), had them come out, for no apparent
reason.
According to one person, the operation, conducted by policeman
"Tzvika", was explained as "introduction to the territory" for new
policemen.
Urgent request for assistance was filed with members of Knesset.

1) Criminal Complaint against Tel-Aviv District Commander Nitzv Benzi Sau,

for fraud and obstruction of police investigation through the issuance of a simulated
police-legal record in re: Criminal complaint against Tel Aviv Mayor Ron Hulday and
others (Case No. 572087/2013) for fraud and extortion
I have received by mail a letter from the office of Tel-Aviv District Commander Benzi
Sau, dated January 13, 2014. [1] For all the reasons, detailed in my response letter,

dated January 16, 2014, [2] the Nitzav Benzi Sau letter should be deemed a simulated,
fake police-legal record, and an attempt to defradu instant complainant and obstruct
police inviestigation, in a complaint filed by againt Tel-Aviv Mayor Ron Hulady and
other (Case No. 572087/2013).
The Complaint against Tel Aviv Mayor Ron Hulday and other,[3] also pertains to the
issuance of fake, simulated legal records flyers, which were falsely represented as
Eviction Decrees, or Demolition Decrees, and false information planted with news
media, accordingly.
Conduct of Tel Aviv Mayor in this matter was intended to deprive the fundamental
Human Rights of the homeless and of social protest activists, through the use of the
tools of organized white collar crime. And conduct of Tel-Aviv Police Commander
Sau, was intended to deprive me and others of Equal Protection under the Law, against
such conduct by the Mayor.
Therefore, one must see the conduct of the Tel-Aviv Police Commander serious
criminal conduct, which deprives the Human Rights of the complainant and others, and
patronizes fraud and extortion by others.
2) Request for Due Process in handling instant complaints
I request that your offices respond on the filing on instant complaint against Nitzav
Sau, and in such response certify in the customary manner that the Complaint was duly
registered and will be processed in compliance with relevant laws and regulations.
In parallel, I also request that your offices ensure that Due Process in police
investigation in the Criminal Complaint, which Nitzav Sau attempted to obstruct
Criminal complaint against Tel-Aviv Mayor Ron Hulday and others (File No.
572087/2013) for fraud and extortion against social protest and homeless persons.

Dear Police Chief Sau:

Today, I received by mail from your office the response in reference, pertaining to
criminal fraud and extortion complaint against Tel Aviv Mayor Ron Hulday and
others. The complaint originated from the distribution of flyers in the Occupy TelAviv camp by municipality personnel, and their false representation to people, who
are mostly penniless, of little education, and often suffer from disabilities as Eviction
Decrees or Demolition Decrees. False news of the Eviction Decrees or
Demolition Decrees were also planted with media.
I must reject your response outright as unreasonable, for the following reasons:
1.
Your response fails to include correct reference to the the Criminal Complaint
(File No. 572087/2013) itself.
2.
Your response refers to a criminal compliant, filed with the Tel Aviv Police as
your letter to the Tel Aviv Police Chief. There never was such letter.
3.
Your response again refers to the issuance of Decrees - which were never
issued. The false representation of flyers as Decrees is the essence of the
criminal complaint of fraud and extortion!
4.
The suggestion of going to court for a remedy - appears as a sad joke:
a. Criminal complaint against Magistrate Hagai Brenner and others in the TelAviv District Court, filed with the Tel-Aviv Police pertaining to simulated
litigation in the case of self-immolated social protest activist Moshe Silman
has not been addressed to this date. [3] The complaint documents that in the
Tel-Aviv District Court Mr Kobi Bleich falsely appears as Chief Clerk with no
lawful appointment and no lawful authority. A court, where a Chief Clerk sits
with no lawful authority is an incompetent court.
b. Criminal fraud complaint against Presiding Justice Asher Grunis of the
Israeli Supreme Court has also never been addressed to this date. [4] The
complaint pertains to Ms Sarah Lifschitz, who falsely appeared for over ten
years as Chief Clerk of the Supreme Court. With it, it should be noted that
two weeks after the filing of the complaint Ms Lifschitz departed from the
Supreme Court. Today there is no Chief Clerk in the Supreme Court, and
Presiding Justice Grunis refuses to disclose, who hold the authorities of Chief
Clerk. A court with no Chief Clerk is an incompetent court. [5]
It should also be noted that in contrast with your expedient response on the complaint
against Mayor Ron Hulady, referenced above, complaints, which was filed with the
Tel-Aviv Police some 10 months ago, pertaining to three instances of shooting of
fireworks at close range into tents in the Occupy Tel-Aviv camp, [6,7] have not been
addressed to this date, although the complaints detailed the license plate of the vehicle
from which the shooting was perpetrated, a picture of the vehicle, pictures of the
cartridges, and eye witnesses testimonies.
In summary:
At a time, when public trust in the rule of law has hit a low mark, your response
does not generate trust in the Israel Police.
Corruption of the courts, the legal profession, and law enforcement authorities is
central to the current socio-economic crisis in Israel.

According to two witnesses (I either was not there, or did not wake up), police
appeared a couple of nights ago at a late hour, passed from one tent to the
next, called the person inside by name (probably according to the map,
produced by Muni inspectors a couple of days earlier), had them come out, for
no apparent reason.
According to one person, the operation, conducted by policeman "Tzvika",
was explained as "introduction to the territory" for new policemen.
Urgent request for assistance was filed with members of Knesset.

likes were not demolished. Shacks of the homeless were. Arrest of Daphni
Leef, Israeli Social Protest leader, on violence against policeman, 1.5 years
ago, now being prosecuted.

Demolition is conducted as part of fraud in law enforcement. When asked
about the legal foundation of their conduct, policemen say: There are
Decrees, but they refuse to show such Decrees, which are a fiction.
