Sacramento Regional Homeland Security Program

Policy Considerations:
The Sacramento Region has previously acceptedHomeland Security Grant funds to implement programs to prevent, deter,
respond, and recover from both natural and man-made disasters. Regional
Homeland Security funding has been previously received and approved throughthe following City Council Resolutions: Number 2009-459 dated, July 14, 2009;Number 2008-605 dated, September 2, 2008; Number 2007-796, datedNovember 6, 2007; Number 2006-684, dated September 12, 2006; Number2005-406, dated May 31, 2005; Number 2004-855, dated November 4, 2004;and Number 2003-792, dated November 13, 2003.
Environmental Considerations:
This activity is not subject to the CaliforniaEnvironmental Quality Act (CEQA) because it does not constitute a "project" asdefined in section 15378 of the CEQA Guidelines, and is otherwise exemptpursuant to Sections 15321(b) (law enforcement activities) and 15601(b)(3) (nosignificant effect on the environment) of the CEQA Guidelines.

Rationale for Recommendation:
The U.S. Department of Homeland Securityawarded the Sacramento Regional Office of Homeland Security FY08 grantfunding for the Sacramento UASI. This award was accepted through City CouncilResolution Number 2008-605 dated September 2, 2008. On July 31, 2009CaIEMA awarded the Sacramento UASI additional grant funds to implement aclosed circuit television project. This additional award will benefit the City ofSacramento by providing the Police Department with additional tools forresponding to and solving crimes, responding to natural or man-made disasters,
and monitoring events to ensure the safety of the public. Other City of
Sacramento departments may similarly benefit by using video feeds whenresponding to incidents or disasters (e.g., fires, natural gas line explosions, etc.).Such uses will help ensure the safety and security of city residents, people who
work, shop, or go to school within the city, and visitors. This award can only be
used to fund the identified CCTV project; CaIEMA will not consider alternateprojects. All grant activities must be accomplished no later than May 31, 2011.
Financial Considerations:
CaIEMA has awarded the Sacramento UASI an additional
$614,964 to supplement its FY08 Department of Homeland Security grant award. This
funding allocation will pay for 100% of program costs for implementing the CCTVprogram. No grant match is required to implement this project.

Purchase of supplies andequipment will be made in accordance with the City's Emerging and Small Business
Development (E/SBD) program requirements whenever possible.
