Warrants: Approve warrants as listed on Warrant Registers dated January 22, 2014. D. Application 2014-002 Approve Application No. 2014-002 submitted by the Corvettes of Lake County for the Corvette Car Show on May 25, 2014. E. Application 2014-003 Approve Application No. 2014-003 submitted by the Rotary Club of Lakeport for the 2014 Konocti Challenge bicycle event.
V. PUBLIC PRESENTATIONS/REQUESTS:
A. Citizen Input:
 Any person may speak for 3 minutes about any subject within the authority of the City Council, provided that the subject is not already on tonight’s agenda. Persons wishing to address the City Council are required to complete a Citizen’s Input form and submit it to the City Clerk prior to the meeting being called to order. While not required,  please state your name and address for the record. NOTE: Per Government Code §54954.3(a), the City Council cannot take action or express a consensus of approval or disapproval on any public comments regarding matters which do not appear on the printed agenda.

I. CALL TO ORDER & ROLL CALL:
Mayor Parlet called the regular meeting of the City Council of the City of Lakeport to order at 6:02 p.m. with Council members Mattina, Engstrom, Scheel and Spillman present
II. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Public Works Director Brannigan
III. ACCEPTANCE OF AGENDA:
Police Chief Rasmussen requested that a moment of silence be observed in honor of Ronnie DeKeyser III. Council member Mattina requested that item C.1 Westshore Pool be moved to the first item under Council Business. City Manager Silveira advised that the Presentation from the Chief of Police would be pulled from the agenda. A motion was made by Council member Scheel, seconded by Council member Mattina, and unanimously carried by voice vote to approve the Agenda as amended. Urgency Items: There were no urgency items.
IV. CONSENT AGENDA:

VI. COUNCIL BUSINESS:
C. City Manager 1.
 
Westshore Pool City Manager Silveira a presented a verbal update on the Westshore Pool, including a summary of a meeting held with the Lakeport Unified School District. In addition, staff requested direction on maintenance on the pool pump. Public Works Director Brannigan reported on the bids that were solicited for the pump. Jennifer Hanson and Agustin Merodio of the Channel Cats Swim Team, and Erin Smith-Hagberg, Superintendent of the Lakeport Unified School District addressed the Council regarding the continued operation of the Pool. A motion was made by Council member Scheel, seconded by Council member Mattina, and unanimously carried by voice vote to approve the purchase of a new pump for the pool. A. Planning Services Manager 1.
 
Density Bonus Ordinance Planning Services Manager Britton presented the staff report to introduce an Ordinance to amend Title 17 of the Lakeport Municipal Code to establish provisions for implementing density bonuses and affordable housing incentives in accordance with State law and set a date for a Public Hearing. A motion was made by Council Member Scheel, seconded by Council Member Engstrom, and unanimously carried by voice vote to introduce the proposed Ordinance amending Title 17 of the Lakeport Municipal Code to establish
