EXPERIENCE SUMMARY:
I possess 20 years experience in politics of development, development theory and practice, democratization, women’s human rights, and the application of global norms onhuman rights/women’s human rights in local contexts. I have conducted research onorganizational change in international development agencies, on how to make the processof development assistance more effective and accountable, and the problems of collaboration between donor and recipients. I have prepared reports and papers, edited books and offered advice in the area of gender equality, women’s empowerment,democratization, good governance, accountability, and civil society building. Myexperience includes research, analysis, training, project development and evaluation andwork with international development organizations, governments and women’s NGOs. Ihave worked on gender and development issues at both grassroots and donor levels I havedesigned and implemented surveys to assess women’s economic status, liaised withwomen’s NGOs and NGO constituencies, for the purposes of development of capacity

 building activities and evaluation of their programs. At the national and regional levels, Ihave advised the United Nations Development Programme (UNDP) on gender mainstreaming strategies, gender and good governance programs and projects. I haveworked with other UN organizations such as UN Division for the Advancement of Women and UN Research Institute for Social Development as a gender expert. Also, Ihave designed training programs on gender analysis for OECD/DAC and Open SocietyInstitute. My sensitivity and intensive understanding of how donor agencies work, donor requirements and planning needs are complemented by my liaison with representatives of foreign governments, multilateral and intergovernmental agencies, and local NGOs in thecountries I work in. Furthermore, I have found that my bicultural background (I was born and raised in Turkey but live in the United States.) has given me a special advantagein successful communication with people from diverse backgrounds and cultures. Finally,I have excellent critical thinking and analytical skills, complemented with a direct, hands-on approach.

established in Turkey with support from the Swedish Embassy andrun by Ka-Der, a Turkish NGO. The training and its evaluation began simultaneously on November 3, 2006 in Istanbul. The objective of this School is to train women who arealready members of political parties for more extensive participation in politics byencouraging them to run in the next national and local elections.

 prepared a report for a European Commission funded project that is based at the

British Council (BC) in Cairo, Egypt and co-managed by BC/Cairo and theMediterranean Institute for Gender Studies in Cyprus. This project, which covers 10countries in the MEDA region, including Turkey, aims to enhance the role andinvolvement of Mediterranean public governmental and non-governmental institutions tofacilitate and expand opportunities for women’s economic participation. Her report wastitled “A Critical Assessment of the National Women’s Machinery in Turkey”.

Designed and implemented a program evaluation for Women for Women’s HumanRights – New Ways’ Human Rights Education Program for women throughout Turkeysince 1995, funded by the Swiss Agency for Development Cooperation (SDC). Thisinvolved evaluating the impact of women’s human rights education offered by socialworkers trained by the WWHR across the country on women’s empowerment. Itinvolved on-site interviewing of participants, developing survey questionnaires, holdingfocus group discussions and in general assessing the impact of the courses on the participants in light of project objectives.
