From the introduction: "The Indiana Energy Conservation Financial Assistance Program provides grants ... for the installation of energy conservation measures.... [I]n recent years replacement windows and heating systems have accounted for the majority of the funds expended by the program. This paper presents initial findings from an evaluation of measured fuel savings resulting from the program."
