Suggested Changes to MTO Boiler Plate for Class EA Studies

The MTO Request for Proposal (RFP) document used for this study is inadequate with
regards to the identification, understanding and inclusion of the business of agriculture
and the culture of rural Ontario within the study parameters. The following suggestions
are proposed for inclusion in future Class EA studies that have agricultural lands within
the study boundaries.

The format and headings provided in RFP Group Work Project Number 13-00-00
Agreement Number 3005-E-0063 dated November 17, 2006 for the Highway 7&8
Transportation Corridor Planning and Class EA Study for Greater Stratford to New
Hamburg Area is used as the ‘Boiler Plate”

Section 1.1 page 10 entitled Study Overview - the consultant should be given the
option to present public information for the various steps in a Public Meeting format as
well as a complementary Information Center. This could be mentioned as one of the
options under the Competitive Extra Services on page 12.

Section 4.1.2 page 21 entitled Key Deliverables- Report B: Overview of


Transportation, Land Use and Economic Conditions within the Analysis Area. The
value of agricultural production and assets should be highlighted in addition to the list of
categories of agricultural producers.

Section 4.2.2 page 29 entitled Key Deliverables for Environmental Planning Reports
F and G, column three- Report Content or Service Requirements - cultural heritage
and cultural landscapes to include rural heritage and the rural cultural landscape.

Section 4.2.3.2 page 31 entitled Business Impact Assessment should recognize the
value of the business of agriculture in addition to businesses in the urban areas.

Section 4.2.4 page 33 – the list of Reference Documents the consultant is required to
review should include:
. The Nutrient Management Act and regulations
. The Drainage Act.
. The Business Impact Assessment Report prepared in the Pre Design Stage
should include the value of agricultural production and assets. (bullet point 6)

Section 5 page 47 Preliminary Design Plan – recognize the Drainage Act and the
implications of potential highway design on municipal and individual rural landowner
drainage issues and resolve them.
