Did the entire Torah come at Sinai? Or perhaps the Levitical priesthood, Torah of sacrifices,Torah of the Sanctuary came for the 1st time at Sinai

Jer 7:22For I did not speak to your fathers, nor command them in the day that Ibrought them out from the land of Egypt, concerning matters of burnt offeringsand sacrifices. Jer 7:23But I commanded them this thing, saying, Obey My voice, and I will be yourGod, and you shall be My people. For He remembered His holy Word
