Since 1961 Tanzania has been at war against its three development enemies – ignorance,diseaseand poverty.Since 1996,the overall policy has included a special focus on poverty reduction inaddition to the measures to sustain a sound macro economic framework.Key policyframeworks which set out what needs to be done include the Tanzania Development Vision2025 (of 1995/96

) the National Poverty Eradication Strategy (NPES) of 1997,the PovertyReduction Strategy Paper (PRS(P)) of 2000 and now the National Strategy for Growth andReduction of Poverty (NSGRP

) of 2005.These framework documents describe the types and causes of poverty and how economicgrowth can be encouraged to reduce it and eventually eradicate it.The documents present aframework for (a) coordinating the activities of the different sectors,(b) dealing effectively withcross cutting and emerging issues and (c) harmonising inputs from the development partners
