FromthroughprofessionalstaffersMarcoA.CorderoandQuinnJohnTamm,Jr.,conductedinvestigationinLasVegas,NYinanefforttoresolvefourissuesrelatedtothevisitstoLasVegas,NVby9-11hijackersMarwanal-Shehhi,ZiadJarrah,HaniHanjourandNawafal-Hazmi.Theissuesare:1.Therelationship,ifanybetweenthemotelsutilizedbythehijackers,andanyotherlocationsthatmaybesignificant.2.Jarrah'sresidencewhileinLasVegas,NY3.Ananalysisoftherentalcarusageofal-Shehhi,JarrahandAtta.4.Theidentificationoftheunknownmid-easternmalewhoapparentlyaccompaniedJarrahwhilehewasinLasVegas,NV.Al-ShehhiwasthefirsthijackertovisitLasVegas,NV.HearrivedonUnitedAirlines(UA)Flight2314onfromSanFrancisco,CA.HehadflowntoSanFranciscofromNewYork'sJFKAirportonaBoeing767,thesametypeofaircrafthewouldhijackonfromBoston,MA.Al-ShehhirentedaDodgeDurangoSUVfromEnterpriseLeasingatthatcompany'soffairportlocation.ThelocationisapproximatelythreemilesfromtheairportandonemilewestofInterstate15,themajornorth/southinterstateintheLasVegasarea.Al-ShehhitravelsfromEnterpriseLeasingtotheTravelodgeat1501WestSaharaBoulevard,LasVegas.ThismotelisatamajorinterchangeoftheInterstate15,andthesignforthemotelisclearlyvisiblefromadistance.Al-Shehhiwasa"walk-in"customer.Oncehearrivedhemadeeight"800"callstoothermotels'andhotels'reservationslines.Theestablishmentscontactedwere:BudgetSuites.Motel6Super8'EICidHotel,LasVegasVillaRomaHotel,LasVegasTheGreekIslesHotel,LasVegasTropicanaResortandCasino,LasVegasEconoLodgeOnal-ShehhichecksoutoftheTravelodgeandchecksintotheSt.LouisManorMotelattheintersectionof2000ParadiseRoad,LasVegas.ThismotelwasslightlymoreexpensivethantheTravelodge,andlocatedoneblockfromthenorthernsectionofSouthLasVegasBoulevard,(theStrip).TheclosestcasinohotelistheStratosphereHotelandCasinoat2000SouthLasVegasBoulevard,onetenthofamilefromtheSt.LouisManor.Ifal-ShehhiwasevaluatingLasVegasbuildingsaspotentialtargetsforaterroristattack,herelocatednexttothehigheststructureinthecity.

2Interestingly,al-Shehhiisagaina"walk-in"customer.HedidnotcalltheS1.LouisManorandmakeareservation,andthemotelroomisslightlymorethantheroomattheTravelodge.Althoughunknownatthistime,al-Shehhimayhavechangedmotelsforoperationalreasons.Hecallseightothermotelsbutchoosesnottostayatanyofthem.SeveralarecheaperthantheS1.LouisManor(Super8,EconoLodgeandMotel6).InsteadhechecksintotheS1.LouisManor,nearthedowntownsectionofLasVegas.AI-ShehhialsochangesrentalcarsonthisdateSincethetimesthattherentalvehiclesareacquiredandreturnedareknown,anunusualsequenceisnoted.AI-Shehhifirstrentsasecondvehicle,aDodgeNeoncompact,fromBudgetRentaCarattheairportlocation.Thisvehicleisacquiredat12:52pm.Al-ShehhireturnstheDodgeDurangoat3:58totheEnterpriseLeasinglocationattheairport.BudgetRentaCarreportedthatal-ShehhihadmadeareservationfortheNeontobepickeduparentallocationadjacenttotheStratosphereHotel,butactuallyacquiredthevehicleattheairportlocation.HehadtoleavetheDodgeDurangosomewhereinthevicinityoftheBudgetagency.HeoperatestheDodgeNeonforabout3hoursbeforereturningtheDurangototheairportlocationofEnterprise.Thereisapricedifference;howeverthisisprobablynotal-Shehhi'sreasonforchangingrentalvehicles.Thismayhavebeenanoperationaltactictofrustratephysicalsurveillance.Ifhewasonlyswitchingvehiclesfortosavemoney,hewouldhavefirstreturnedtheDurango,andthenrentedtheNeon.Instead,heapparentlydrivestheDurangotothevicinityoftheairport,parksthevehicleandthenrentstheNeon,fromadifferentlocationfromwherehemadehisreservation.HewaitsoverthreehoursbeforehereturnstheDurango.Thetwoairportrentallocations,EnterpriseandBudgetarewithinonehalfmileofeachother..Al-Shehhiwouldhavebeenabletoeasilywalkbetweenthetwolocations.evaluationoftheDurango'susagedeterminedthat22mileswereunaccounted,ifallothernecessarytravelwasfactoredintothereturnmileageonthevehicle.Theunaccountedmileagewouldhavenotallowedal-ShehhitoreachandreturnfromanysignificantlocationoutsideoftheimmediateLasVegasmetropolitanarea.AsimilaranalysisoftheuseoftheNeonaccountsfor9ofthe18milesthevehiclewasdriven,withthesameconclusion.Whenal-ShehhileavesLasVegas,hereturnstheNeontotheairportlocationofBudgetRentaCar.Al-ShehhireturnedtoNewYork'sJFKairportonbyfirstflyingtoSanFranciscoonUAFlight2307,aBoeing737.Al-Shehhioccupiedafirstclassseat,IB,ontheaisle.HethenconnectedtoUAFlight844forthereturnflighttoNewYork.Al-Shehhisatinseat2B,firstclassaisle.TheaircraftwasaBoeing767.Thetimeofyearwouldhavehadalltheflightsoperatingindaylight.Assumingthattheweatherwasclear,al-ShehhiwouldhavebeenabletoobservetheapproachbyUAFlight844totheNewYorkmetropolitanarea.
 
ZiadJarrah'striptoLasVegasisthemostperplexingofthefourpilots.ImmediatelypriortotravelingtoLasVegasJarrahisinPhiladelphia,Pa.,takingflightinstructionatHortmanAviation,aflightacademy,locatedattheNortheastPhiladelphiaairport.JarrahfliestothePhiladelphiaInternationalAirportfromFt.Lauderdale,FL,rentsaChevroletfromtheAlamorentalagency.HethendrivestotheBestWesternmotelonRooseveltBoulevard(USRoute1),Philadelphia,PAandregistersforathreedaystayinhisownname.JarrahtakestwodaysofflightinstructionatHortmanAviation.Jarrahisaccompaniedtotheflightacademybyanunknownmid-easternmale.
