INNOVATIVE TEACHING & LEARNING OF SCIENCE THROUGH INQUIRY-BASED SCIENCE EDUCATION (IBSE): A SEMINAR-WORKSHOP FOR SCIENCE EDUCATORS FROM DEVELOPING COUNTRIES La Main la Pte (LAMAP) is an inquiry-based science education programme that was introduced in France in 1996 by prominent academicians, namely, Georges Charpak, Pierre Lena and Yves Qur. The programme was later launched by the French Ministry of Education in primary schools and since then, the number of schools adopting this approach has multiplied. Through the LAMAP approach in science learning, children are led to discover and learn science spontaneously and naturally, as they construct knowledge using materials and equipment familiar to them. Students are exposed to situations that arouse their curiosity towards natural phenomena, stimulating them to ask questions and discover the answers as they move through the process of scientific investigations. The LAMAP programme not only encourages active participation in science lessons but also develops the spirit of teamwork among children. By introducing children to argumentation, LAMAP purports to give a better understanding of words that are spoken, written and read. By encouraging children to debate among themselves when they solve problems, LAMAP also encourages constructive citizenship. In view of its success in making science appealing to pupils and its adoption by more than fifty countries, ISTIC in collaboration with the La Main la Pte Foundation and RECSAM organized a training programme for science teachers from developing countries from 2-6 April 2012. The one week training programme was to examine the basic principles of inquirybased science approach to science and technology education in an effort to re-emphasise and revive the importance of inquirybased science education. The expectation was that participants implement the approach in their own practice and to disseminate what they have learned to other teachers of science in their own institutions and national settings. Hence this workshop is a followup of the first training programme but for a different group of science educators. It will complement the 2-6 April Training Programme for the participating countries with the hope that those who have been trained under the two programmes could form the first group of trainers for their countries. Objectives At the end of the workshop, participants should be able to: recognise the philosophy and ten principles of LAMAP; experience the process of inquiry- based science teaching and learning through various LAMAP lesson exemplars; develop an action plan for disseminating and sharing of experiences on LAMAP with colleagues and teachers in their respective home countries; formulate methods and procedures for mutual benefit in inquiry-based science education (IBSE) through cooperation and collaboration among developing countries and regions of the south; and define the roles of trainers and resource persons in operationalising LAMAP in home countries. 1-5 OCTOBER 2012

Target Participants Participants should be science teacher trainers, curriculum developers, science supervisors and national trainers and/or decision-makers from countries under the South-South Cooperation. Selected participants are expected to pay their own airfares to Penang, Malaysia through their organisations. About forty (40) participants are expected to attend the workshop including twenty from members of the G77 Countries. Date 1-5 October 2012 Venue SEAMEO RECSAM Penang, MALAYSIA Organisers International Science, Technology & Innovation Centre (ISTIC) for South-South Cooperation under the Auspices of UNESCO The creation of the International Science, Technology and Innovation Centre for SouthSouth Cooperation under the Auspices of UNESCO (ISTIC) is a follow-up of the Doha Plan of Action, which has been adopted by the Head of States and Government of the Group of 77 and China, during the meeting in Doha, Qatar, from 12 th to 16th June 2005 on the occasion of the Second South Summit of the Group of 77. The Summit urged UNESCO to develop and implement a program for South-South cooperation in science and technology with the objective of facilitating the integration of a developmental approach into national science, technology and innovation policies, capacity building in science and technology through providing policy advice and exchange of experience and best practices, and creating a problem solving network of centers of excellence in developing countries as well as supporting the exchange of students, researchers, scientists and technologists among developing countries. As reflected by its name, the Centre will act as an international platform for South-South cooperation in science, technology and innovation and make use of the network of the G77 plus China and the Organization of the Islamic Conference. The overall goal of the Centre is to increase the capacity for management of science, technology and innovation throughout developing countries.

SEAMEO RECSAM The Southeast Asian Ministers of Education Organisation (SEAMEO) is an intergovernmental organisation established in 1965 among the governments of Southeast Asian countries to promote cooperation in education, science, and culture in the region. At present, SEAMEO consists of 11 countries, namely, Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Timor Leste, Thailand, and Vietnam. It has 7 associate member countries that include Australia, Canada, France, Germany, Netherlands, Spain, Norway and New Zealand; and one affiliate member, namely, the International Council for Open and Distance Education (ICDE). The SEAMEO Secretariat is based in Bangkok, Thailand. RECSAM, the Regional Centre for Education in Science and Mathematics, is one of the 19 regional centres established by SEAMEO. It is located on the island of Penang in Malaysia and specialises in Science and Mathematics Education. RECSAMs goal is to enhance the quality of science and mathematics education in SEAMEO member countries. To achieve the stated goal, RECSAM plans and conducts programmes and activities for science and mathematics teachers and educators. These include training programmes (regular, customised and in-country courses), seminars/ conferences/ workshops, research and development, and publication of journals. RECSAM also provides consultancy services to SEAMEO member countries in these two areas. LA MAIN LA PTE La main la pte, which was initiated in 1996 by Georges Charpak, 1992 winner of a Nobel prize for physics, Pierre Lna and Yves Qur and upheld from its inception by the Academy of Sciences, is a program conducted with the support of the French Ministry of Education, in partnership with the National Institute for Pedagogical Research (INRP) and the cole Normale suprieure (Paris). La main la pte aims to renew and develop science teaching in primary schools in France and to contribute to achieving the same aim in many countries. It recommends that teachers implement an inquiry-based approach, combining exploring the world, scientific learning, experiments, mastery of language and argumentation. For many years, La main la pte has been widely implemented abroad and its expertise is regularly solicited in order to inform and train foreign delegations, to organise training sessions abroad, to contribute to the renewal of science teaching in many countries and to make its resources available to its partners. This action falls within the framework of the many relationships maintained by the Academy of Sciences with a number of other academies throughout the world.

WELCOME TO GEORGE TOWN, PENANG! Selamat Datang ke George Town, Pulau Pinang! ... A unique architectural and cultural townscape without parallel anywhere in East and Southeast Asia UNESCO A fascinating fusion of the East and West, Penang embraces modernity while retaining its traditions and old world charm. These are reflected in its harmonious multiracial populace and well-preserved heritage buildings which led to George Town being awarded UNESCO World Heritage status on 7th July 2008. Long regarded as the food capital of Malaysia, Penang also entices visitors with its beautiful coasts and scrumptious cuisines. Before Penang, the Pearl of the Orient, was known to the world as a beautiful exotic holiday destination, she was Pulau Pinang a virgin paradise that go her name from the abundance of betel nut palms scattered across her soft, sandy beaches. Literally translated, Pulau Pinang means the Isle of the Betel Nut in Malay Malaysias national language. Steeped in history, Penang was born when charismatic English Francis Light persuaded the Sultan of Kedah to cede Pulau Pinang to the British East India Company. Situated along the north-western coast of the peninsular, Penang is Malaysias only island state. Locals are fondly known as Penangites, many of whom will proudly tell you that the state comprising a population of approximately 1.5 million, is a closeknot community of diverse ethnicities, cultures and dialects. One of Malaysias premier holiday destinations, the 285 km 2 island is separated from Seberang Prai (formerly Province Wellesly) a hinterland of 727 km2 on the mainland, by a narrow 3km channel. You can either cross the channel via the iconic Penang Bridge or by the ferry the latter being a must experience simply because it is synonymous with holidaying here. Soon, visitors will have the option of using the new Second Penang Bridge which is expected to be completed in 2011. The People and the Language Penangites comprise mainly of three main ethnicities the Chinese, Malays and Indians. Penang is the only state in Malaysia with an ethnic Chinese majority which explains why many Chinese cultural and religious festivals are celebrated here on a large scale.

Nonetheless, the Malay and Indian communities' influence form the very essence of the state and this is evident in many of the buildings, food and local dialects. Although Bahasa Malaysia or Malay is the national language, English is widely spoken here. Many tourists are surprised and impressed by the level of proficiency. What makes Penang unique however, is the Hokkien dialect spoken by the Chinese community. Unlike in other states, the more popular Cantonese and Mandarin take a backseat to the unique Hokkien dialect brought here by the early Chinese settlers from the Fujian Province in China. The Weather Sunny weather beckons all year round (well, almost!). Except for the monsoon months from August to October, it is bright and cheerful in Penang. However, travellers not used to Asias hot and humid climate should pack a cap, water bottle and cool pair of shades when out exploring! Getting Around Trishaw, taxi, rented car, motorcycle and bicycle or public bus you choose. Of course there various modes of transportation in the state but it really depends on where you are planning to visit. If it is within the George Town UNESCO Heritage Site you want to explore, the trishaw is a good bet because all the famous landmarks are just a stones throw away from each other. Besides its quaint charm, the trishaw ride is relaxing and a great way to take in the sights. If you would rather walk or cycle, the Penang Heritage Trust (PHT) has a great heritage trail you can embark on. To travel around the island, the air conditioned Rapid Penang public bus service is quite reliable and their drivers are a helpful lot. Just make sure you have a comprehensive map in hand! You can also opt to rent a motorcycle or car or hire a taxi for the day if you want to see other landmark attractions outside the George Town inner city enclave. Accomodation Penang offers a wide selection of accommodation to suite every budget, from deluxe five star hotels to budget guesthouses. Most of the hotels are located on the island but there are also a good election on the mainland strip of Penang, or Seberang Perai as it is known to locals. There are two main locations to choose from - stay in the city within close proximity to the UNESCO heritage site of George Town, the state capital of Penang or in the countryside splendour near the beaches and hills. No matter where you stay, most of Penang's attractions are close at hand. The hustle and bustle of the city to the tranquillity of the beaches are but minutes away.
