NTRODUCTION
Below the central and provincial level, local administration in the Republic of China (
Zhonghua minguo
中華民國
,abbrev. ROC) consists of 22 county-level units—5 special municipalities (
zhixiashi
直轄市
), 3 cities (
shi
市
), and 14counties (
xian
縣
); 20 of them in Taiwan Province, 2 in Fujian Province. Taipei was declared a special municipality inJuly 1967, Kaohsiung in July 1979. In December 2010, Kaohsiung County was integrated into Kaohsiung City;Taipei County was upgraded to special municipality and renamed New Taipei City; furthermore, Taichung City andTaichung County as well as Tainan City and Tainan County were merged and both upgraded to special municipality.This file shows local government leaders from 1989 on because only after martial law was lifted in the ROC inJuly 1987 elections could be regarded as truly free and democratic. The first direct and free elections of Kinmen’sand Matsu’s county commissioners took place in Dec. 1993.Please note that text marked in red indicates that the information available (official English spelling of the name,birth year, and/or political affiliation) was incomplete. In each case I wrote to the respective city/county government(Keelung City, Taichung City, Taoyuan County, Yunlin County, Hualien County, Taitung County, Penghu County) buteither received no response at all, or the agency was unable or unwilling to provide the requested information.
