Chapter 1 General Provision

Article 1 Accordin! to the Re!ulations on Safety Supervision of Special &'uipment (hereinafter referred to as the )Re!ulations*+ and the $oiler %esi!n %ocuments Appraisal Administration Re!ulation, desi!n documents of boilers that -ill be used -ithin the territory of the P. R. China and -ithin the scope stipulated in the )Re!ulations* shall be appraised. Article 2 /he Procedure is applicable to desi!n documents appraisal of boilers -hich are fabricated by manufacturers outside the territory of the P. R. China and -ill be used inside the territory of the P. R. China and -ithin the scope stipulated in the )Re!ulations*. Article 3 /he China Special Equipment Inspection and Research Institute (hereinafter referred to as the )CS&0*+ has been authori1ed by General Administration of 2uality Supervision 0nspection and 2uarantine of the P. R. China (hereinafter referred to as the )A2S02*+ to appraise desi!n documents of boilers fabricated by manufacturers outside the territory of the P. R. China. Article 4 %esi!n %ocuments Appraisal defined in the Procedure refers to revie- and assess -hether the safety performance of boiler appointed for appraisal meet the re'uirements of Chinese safety technical standards and codes. Generally, it does not include manufacture process, operation performance, economic performance, environmental performance etc. Article 5 Any boiler manufacturers applyin! for desi!n document appraisal (hereinafter referred to as )Applicant*+ must hold 3anufacture 4icense of Special &'uipment ($oilers+ (hereinafter referred to as )3anufacture 4icense*+ -ith correspondin! levels. 3anufacturers, -ho are applyin! for 3anufacture 4icense, can apply for $oiler %esi!n %ocuments Appraisal if their 3anufacture 4icense application have been accepted and -ithin the term of validity. Article 5 /he technical re'uirements for $oiler %esi!n %ocuments Appraisal are based on the Chinese safety technical re!ulations, national standards and trade standards such as the /echnical Supervision Re!ulation for Safety of Steam $oilers, the /echnical Safety Supervision Re!ulation for 6ot 7ater $oilers, the /echnical Safety Supervision Re!ulation for 8r!anic #luid 6eaters, etc. 3anufacturers outside the territory of the P. R. China, -ho have difficulties to completely carry out the above9mentioned Chinese boiler safety technical re!ulations and standards in short time, are allo-ed to adopt the technical codes and standards, -hich are conventional and complete in system and are used by most countries, after havin! been approved by the $ureau of Safety Supervision of Special &'uipment of A2S02 of the P. R. China (hereinafter referred to as the )S&SA*+. 6o-ever, in this case, they must meet the re'uirement as stipulated from Article 45 to 5: of the Re'uirements for $oiler and Pressure ;essel 3anufacture 4icensin! simultaneously.

Chapter 2

he Contents o! Appraisal

Article < /he scope of Appraisal for $oiler %esi!n %ocuments shall include boiler proper=s safety performance of materials, structures, stren!th of pressure parts and safety appurtenances, etc. Article > #or the boiler desi!n -hich is first applyin! for appraisal, the Applicant shall submit desi!n documents accordin! to the re'uirements of Appendi 1. #or the desi!n documents -hich have passed appraisal, the Applicants shall submit the chan!ed desi!n documents only. Article ? 0f the structure of boiler parts and spares is a standard model described in relevant codes and standards of boiler, the detailed dra-in!s and concerned calculations of these boiler parts and spares do not need to be submitted, but concerned code and standard and adopted structure must be described clearly in the related dra-in!s and desi!n documents. Article 1: Accordin! to the different structures, the appraisal institution may as@ the Applicant to submit other relevant technical documents and data needed for appraisal. Article 11 /he main contents of $oiler %esi!n %ocuments Appraisal 1. /o verify -hether the level classification of the boiler in desi!n documents submitted is in conformity -ith the level classification of Applicant=s 3anufacture 4icense. /o verify -hether boiler desi!n documents meet the re'uirements of Appendi 1 of the Procedure. /o verify -hether it has been approved by S&SA, in cases that the Applicant adopts forei!n technical codes and standards. 2. /o verify -hether the units of data and parameters for boiler desi!n documents and desi!n dra-in!s are S0 system, or -hether the units of parameters have been converted into S0 system. /o verify -hether the vie-s of boiler dra-in!s can e actly and completely describe the shape, composition, dimensions and main -eldin! seams. /o verify -hether the -ritten description can e press clearly the main technical characteristics, parameters and the standards, codes or"and technical re'uirements for the boiler desi!n, manufacturin!, inspection, installation and acceptance. /o verify -hether there are clear identifications on desi!n modification or chan!e in dra-in!s. 3. /o verify -hether the boiler pressure components (includin! stayin! components+ are made of @illed9steels, -hether the desi!nations of the steels are listed in forei!n boiler steel standards or are conventional boiler steels. /o verify -hether the metallic materials used for pressure components meet the applied ran!es and re'uirements of relevant re!ulations, codes and standards. /o verify -hether the hydraulic test, items and proportion of A%/, the heat treatment, etc. meet the applied ran!es and re'uirements of relevant re!ulations, codes and standards. 4. /o verify -hether the boiler structures are in complete accordance -ith the Chinese safety technical re!ulations for boilers. 5. /o verify -hether stren!th calculations of pressure parts is standardi1ed and the results meet the re'uirements of relevant safety technical codes and standards. 5. /o verify -hether the 'uantity, specification, cate!ory, parameter, type and installation

location of safety appurtenances, instruments and safe!uard devices (such as safe!uard of over9temperature, over9pressure, i!nition and flame failure, etc.+ meet the re'uirements of relevant safety technical codes and standards. <. /o verify -hether the calculation of relief capacity of safety valves meets the re'uirements of relevant safety technical codes and standards. >. /o verify -hether desi!n of the boiler furnace and flue pass of the boiler proper is in accordance -ith the re'uirements of relevant safety technical codes and standards. ?. /o verify -hether the boiler -ater circulation calculation, thermal calculation and calculation for the temperature of the -alls of superheater and reheater tubes have been done based on relevant stipulations.

Chapter " Appraisal Procedure

Article 12 $efore fabrication of boilers -hich -ill be e ported to the P. R. China, 3anufacture 4icense holder outside the territory of the P. R. China can do-nload from CS&0=s -ebsite (---.csei.or!+ or directly as@ the 0nternational %ivision of CS&0 for the )Application #orm of $oiler %esi!n %ocuments Appraisal* and relevant documents (See Appendi 2 for the form and fillin! out re'uirements of the )Appraisal Application #orm of $oiler %esi!n %ocuments*+. 8n desi!n appraisal fee rates and payment -ay, please directly as@ the 0nternational %ivision of CS&0. Article 1" 3anufacturers outside the territory of P. R. China, -ho have difficulties to completely carry out Chinese boiler safety technical re!ulations and codes, shall apply to $ureau of Special &'uipment Safety Supervision of A2S02 for approval for adoptin! other technical codes and standards -hich are conventional and complete in system and are applied by most countries before they submit the boiler desi!n document stipulated in Article 14. /he submitted boiler desi!n document must meet the re'uirements of Article 45 to Article 5: in Re'uirements for $oiler and Pressure ;essel 3anufacture 4icensin!. #or detailed information about application, please see Appendi 1. Article 1# /he oversea applicants shall submit the follo-in! documents to CS&0B (1+ A copy of the approved Application #orm for the use of $oiler %esi!n Code"Standard (please see Appendi 1+. (2+ A copy of the applicant=s 3anufacture 4icense (or a copy of the acceptance of the application for 3anufacture 4icense+. (3+ /hree copies of the Application #orm of $oiler %esi!n %ocuments Appraisal (please see Appendi 2+ -ritten in Chinese or &n!lish. (4+ /he document list for boiler desi!n (please see Appendi 3+ and the desi!n documentation. 0n Appendi 3 of this procedure, 2 copies are needed for documents of cate!ory A,C 1 copy is needed for cate!ory $,. #or applicants -ho submit the documents for appraisal for the first time, the applicant shall submit the boiler desi!n documents list and the desi!n documents as per the re'uirements in Article 3. #or applicants -ho have passed the appraisal and submit the documents only for modification, the applicants shall submit only the chan!ed desi!n document list and the chan!ed desi!n documents.

(5+ 8ther supplementary documents. Article 1$ /he Applicant outside the territory of the P. R. China can invite also the desi!n appraisers to conduct desi!n appraisal at the manufacturer=s location if there are difficulties to supply all the desi!n documents to CS&0. 0n this case, in addition to the appraisal fees, the Applicant shall bear costs for the airfare, board and lod!in!, accident insurance and communication of the appraisers arisin! from the desi!n appraisal. Article 1% After receipt of manufacturer=s boiler desi!n documents and Application #orm of $oiler %esi!n %ocuments Appraisal, the CS&0 -ill chec@ application documents, appoint the serial Ao. of appraisal item and collect fees for appraisal accordin! to re!ulations. /he CS&0 -ill endorse on the application form and return one copy to the Applicant, submit one copy to S&SA, and @eep one copy by CS&0. Article 1& /he CS&0 shall complete the appraisal -ithin 15 -or@in! days (3: -or@in! days for separated boilers+, and issue to the Applicant the )Report of $oiler %esi!n %ocument Appraisal* (see Appendi 3+ and !ive one of the follo-in! appraisal conclusionsB 1. Pass the appraisal (a!ree to re!ister+ /he desi!n conforms to re'uirements of relevant safety technical re!ulations and codes, and manufacturer can proceed -ith manufacture accordin! to the desi!n. 2. /o modify desi!n /he parts of the desi!n, -hich are in unconformity -ith re'uirements of relevant safety technical codes and re!ulations, should be modified. Appraiser shall point out the parts need to be modified by Applicant and re9appraise the modified documents accordin! to the procedures of this Chapter. 3. Aot pass the appraisal (refuse to re!ister+ /he desi!n, -hich has bi! safety problems, seriously violates relevant safety technical re!ulations and codes, is completely denied, and the appraiser shall state the reasons mean-hile. Article 1' After the desi!n documents pass the appraisal, CS&0 shall stamp on the main desi!n documents -ith )Special Stamp for Pass of the Appraisal for Special &'uipment %esi!n %ocument*(see picture 1+.

#or desi!n of assembly boilers, the Special Stamp shall be stamped on the boiler proper dra-in!s and the summary for data of the pressure parts stren!th calculation. #or desi!n of separated boilers, the Special Stamp shall be stamped on the boiler proper dra-in!s or !eneral dra-in!s, the dra-in!s of main pressure parts includin! drums, -ater cooled -alls, economi1ers, superheaters, reheaters and attemperators, etc., and the summary for data of the pressure parts stren!th calculation. Special Stamp for Pass of the Appraisal for Special &'uipment %esi!n %ocument shall be stamped at the upper or ri!ht side of the caption column of the desi!n dra-in!s. /he CS&0 shall file and re!ister the above mentioned stamped documents (see Appendi 4+. Article 1* 0f the Applicant -ant to use the desi!n documents -hich are provided by other company and the documents have been appraised and passed appraisal, the ori!inal applicant=s information (such as the caption column+ shall be retained, and stamp of the documents supplier should be affi ed, -hereas no re9appraisal is re'uired, but above9 mentioned desi!n documents should be re!istered in the CS&0 before fabrication. /he copy of contract on supplyin! document, a copy of the related Report of $oiler %esi!n %ocuments Appraisal and documents re'uired in the Appendi 1 should be submitted for re!istration. Article 2+ #or any Chan!e to the boiler desi!n documents, -hich have passed appraisal, the Applicant can not chan!e the ori!inal boiler type and numbers of the desi!n dra-in!s. Dnder follo-in! situations, the chan!ed parts of desi!n documents shall be re9appraised as per the ProcedureB 1. Any chan!e of desi!n documents to boiler pressure parts and components, main supportin! parts, and suspendin! parts. 2. /o substitute hi!h stren!th material -ith lo- stren!th material. 3. /o substitute thic@ material -ith thin material (e cept for heat pipin! of boilers -ith rated steam pressure no more than 1.53Pa+. 4. /he nominal outer diameter of the substituted steel pipes and tubes are different from the ori!inal. 5. 7hen applied safety technical codes and standards are modified or revised, the desi!n documents shall ma@e correspondin! chan!es. /he Applicant should apply to CS&0 for name chan!e re!istration -ith name chan!e certification -hile chan!in! the applicant name (includin! the supplier=s name for supplyin! desi!n documents+ on boiler desi!n documents. Article 21 /he Applicant should apply to CS&0 for re9appraisal for any desi!n documents chan!e on the article 2: of this Procedure, other-ise desi!n documents -ould be appraised as a first applyin! for appraisal.

Chapter # Responsi)ilities and Supervision Administration

Article 22 /he S&48 is responsible for Application form for the use of boiler desi!n code"standard (emailB seloEcsei.or!.cn, telBF>591:95?:5>552B fa B F>591:95?:5>555. /he 0nternational %ivision of CS&0 is responsible for Appraisal Acceptance emailB !uoGiEcsei.or!.cn, telB F>591:95?:5>35:, fa B F>591:95?:5>3>3. /he $oiler %ivision of CS&0 is responsible for 0mplementation and Re!istration of Appraisal.

Article 2" CS&0 should @eep obGective and impartial position -hen conductin! the appraisal, and issue /he S&48 is responsible for Application form for the use of boiler desi!n code"standard (emailB seloEcsei.or!.cn, telBF>591:95?:5>552B fa B F>591:9 5?:5>555+-ithout delay. /he CS&0 should ta@e !ood care of the technical documents submitted by the Applicant and @eep its secret of any concerned information. Article 2# #or any dispute bet-een the CS&0 and Applicant, or if Applicant finds some members of CS&0 violate the rule or have any dereliction of duty durin! the appraisal, Applicant have ri!ht to appeal to A2S02 or other related departments. Article 2$ 7hen applicant violates the Re!ulation, the CS&0 shall report to A2S02 and impose administrative penalty on the violation accordin! to Re!ulations on Safety Supervision of Special &'uipment and relevant stipulations. Article 2% /he CS&0 should report the affairs of boiler desi!n documents appraisal for Applicants outside the territory of the P. R. China to A2S02 every si months, and publish on its -ebsite.

Chapter $ Supplementar, Provisions

Article 2& /he Procedure is also applicable to sin!le9handed boiler parts desi!n. Article 2' /he CS&0 is responsible for the interpretation of the Procedure. Article 2* /he Procedure -ill become effective as Hanuary 1, 2::5.

AoteB /he item )modification or modify* and )chan!e* in the Procedure are defined as follo-in!B 3odification (modify+ refers to the re'uired actions proposed by appraisers, and should be done by Applicants for the purpose of meetin! the relevant Chinese technical codes and re!ulations.
