SCHEDULEMr. LOTT. Mr. President, this morn-ing there will be a period for continueddebate on S. 1219, the campaign financereform bill, with the time equally di-vided between the two leaders or theirdesignees.

CONSENT AGREEMENT
I understand that there has been a re-quest for an extension of that debate,therefore I now ask unanimous consentthat debate be extended until 1 p.m.today under the previous conditions,and further that Senators have until 1p.m. in order to file second-degreeamendments to the campaign financereform bill as well as first-degreeamendments to the DOD bill.The PRESIDENT pro tempore. With-out objection, it is so ordered.Mr. LOTT. I might just note that hasbeen cleared by the Democratic leader-ship. This just does provide for an addi-tional 30 minutes of debate on the cam-paign finance reform bill.At 2:15 today, under the previousorder, the Senate will proceed to a roll-call vote on the motion to invoke clo-ture on the campaign finance reformbill. If cloture is not invoked, the Sen-ate is expected to resume considerationof the Department of Defense author-ization bill; therefore, further rollcallvotes are expected throughout today’ssession.As a further reminder, a cloture mo-tion was filed on the DOD authoriza-tion bill last night, with that vote tooccur on Wednesday of this week. Also,the Senate will recess from the hour of 1 to 2:15 p.m. today, in order for theweekly policy conferences to meet.I hope the cloture vote on DOD au-thorization may not be necessary, butfrom what I saw last week, the Senatehas not yet gotten serious about com-pleting this legislation. We must do itthis week. We will do it this week. We just have to get on with the amend-ments. So we probably can expect to gointo the night tonight and may verywell tomorrow also.I might also just say, I plan to meetlater on this morning with the Demo-cratic leader and see if we can come toan agreement on how to handle thesmall business tax relief and minimumwage issue, beginning on Monday, July8.I yield the floor.

The Senate resumed consideration of the bill.The PRESIDING OFFICER. The Sen-ator from Texas.Mrs. HUTCHISON. Mr. President, Iwant to speak against cloture on thisbill, but I also want to talk about whatI think is good about the bill and whyI am voting against cloture.First, I want to say, if I were titlingthis bill, it would be called the Incum-bency Protection Act, because that iswhat limitations on expenditures forcampaigns will do. It will take awaythe right of a challenger to be able toraise more money than an incumbentwith the advantage of name identifica-tion and to be able to go forward witha message.What they say in this bill is that it isvoluntary. It is voluntary, but you payquite a price if you do not adhere tothe limits. You, then, will be facedwith 30 minutes of free broadcast timeagainst you, if you do not adhere to thelimits. You will have reduced postalrates against you. This is really coer-cive. Then there is the cost. My gosh,the Postmaster General has said hewill have to raise all postal rates if hehas to provide reduced rates.
