US 'to cut immigrantdetention'

US officials are expected toannounce plans that would allowillegal immigrants not considereda threat to be taken out of jails,reports say.The new policy would listimmigrants according to the risk they may pose, the Wall StreetJournal reports.Detainees who are not criminalscould be kept in hotels andnursing homes, according to leaksof the plans.Homeland Security SecretaryJanet Napolitano is expected togive details of the plans later.Her department is hoping to cutthe costs of detaining immigrants,which stood at almost $2bn(£1.3bn) in 2008.It says alternatives like thehotels and nursing homes wouldcost about $14 a day, compared toabout $100 a day for detention.Health needsEach year some 380,000 illegalimmigrants are detained in US jails alongside regular prisoners,ahead of deportation.Of those held on 1 September,51% were considered felons, and11% of those had committedviolent crimes, the New York Times reported."Serious felons deserve to be inthe prison model," Ms Napolitanotold the newspaper."But there are others. There arewomen. There are children."Proposals for using alternativesto prison detention are expected tobe submitted to Congress in thecoming weeks.The Wall Street Journal citedofficials as saying theadministration would ask theprivate sector for ideas, includingfor the construction of modelfacilities.The paper said the review wouldalso tackle criticism of themedical treatment given todetainees, and suggest to improveaccess to basic services includingtelephones.The administration will proposea screening system to flag upspecial medical or mental healthneeds of detainees, the paper said.Broad immigration reform isone of President Barack Obama'sdomestic priorities.Efforts by his predecessor,George W Bush, to reform USimmigration laws collapsed in2007.Print Sponsor

By John Hadoulis (AFP) – 6hours agoATHENS — Greece's newsocialist Prime Minister GeorgePapandreou formally took officeon Tuesday and prepared to namea slimmed-down cabinet to fulfilpromises of steering the economyout of recession.Papandreou, whose party won alandslide victory in elections onSunday, was sworn in byArchbishop Ieronymos, head of the Orthodox Church of Greece,in a ceremony watched byPresident Karolos Papoulias.He was expected to unveil hisnew team later in the evening andto cut the current number of 16ministries in line with pledges tofocus on development andenvironment-friendly policies aswell as citizens' rights.However he kept the names of his line-up under wraps and took none of the potential ministers tohis swearing-in, as hispredecessor Costas Karamanlishad done.The Kathimerini dailycommented that the cabinet"remains a riddle even toPapandreou's close associates."Papandreou, whose party won44 percent to sweep Karamanlis'conservatives out of power,signed decrees on Tuesday thatcreated an economy super-ministry with powers overdevelopment and shipping, a vitalsource of Greece's income.His Pasok party's financespokeswoman, Louka Katseli,was expected to take on theeconomy ministry.Katseli, a 57-year-oldeconomics professor who taughtat Yale University in the UnitedStates and worked at theOrganisation for EconomicCooperation and Development, isamong several womenPapandreou reportedly aims toinclude in a government withequal numbers of male and femaleministers.Greece's other big earner,tourism, was placed under theculture ministry, which overseesarchaeological sites and museums.An upgraded citizen's protectionministry also comes into effect toimprove policing and fireprevention after two massivewildfire disasters in the space of two years.Papandreou has promised a 100-day plan to stimulate the economyby creating jobs and cleaning uppublic finances.He says there will be new lawsto redistribute income to the poor,bolster public investment andclamp down on corruption. Chile officers jailed for murder

Four retired Chilean armyofficers have been jailed for the1992 murder of a colonel who hadgiven evidence about an illegalarms deal with Croatia.Two former generals, VictorLizarraga and Carlos Krum, andtwo colonels got sentencesranging from two to eight yearsfor their part in the killing.A military court sentenced 11others in June for their role in thearms deal.A ban against sending arms toCroatia was in place during thebreak up of the former Yugoslaviain the early 1990s.In December 1991, Hungarianpolice discovered a weaponsshipment marked "humanitarianaid" allegedly approved by GenAugusto Pinochet, who continuedto head the army after his the endof military rule in 1990.Col Gerardo Huber, who was incharge of buying weapons for theChilean army, was found dead ayear after he testified in a militaryinvestigation in 1991.His death was ruled a suicidefor 13 years before the case wasreopened in a civilian court.In addition to the two generals,Col Manuel Provis and Col JulioMunoz, both retired, were also jailed for conspiracy and murder.Print Sponsor

CAPE CANAVERAL, Fla. –The rich circus showman whobought a $35 million ticket to theInternational Space Station saidTuesday it's been worth everypenny — and more.Canadian billionaire GuyLaliberte, the founder of Cirquedu Soleil, said from orbit thatriding a rocket and visiting thespace station has been an amazing journey so far. He launched intospace last Wednesday fromKazakhstan.The former stiltwalker and fire-eater said the best stunt he's pulledso far in space is hitting his headthree times on the same day,while trying to navigate inweightlessness."I promise that I will be betterwithin the next couple days," hesaid.As for the high cost, "yes, it'sworth every penny and more, Ibelieve, because over and abovedoing it for myself, there's a lot of other stuff that's going on,"Laliberte said at a newsconference. He has organized aworldwide performance Fridaynight to draw attention to theplanet's water crisis, and will takepart by videotape. Film-maker Roman Polanski hasbeen denied bail ahead of hispossible extradition to the US, theSwiss Justice Ministry has said.Ministry spokesman Folco Gallisaid the government maintainsthere is a high risk Polanski mayflee if released from custody.Polanski is being held inSwitzerland over his 1977conviction for unlawful sex with a13-year-old girl.He left the US in 1978 before hecould be sentenced and has neverreturned.Polanski was detained inSwitzerland on 26 September ashe travelled from France to collecta lifetime achievement award atthe Zurich Film Festival.Release call"In our view, there is still a veryhigh risk that he will flee and thata release on bail or other measuresafter a release cannot guaranteePolanski's presence in theextradition procedure," Mr Gallisaid.Polanski's legal representativesare also asking Switzerland'shighest criminal court to freePolanski.Mr Galli said the JusticeMinistry has submitted a letter tothe tribunal explaining why itopposes release.The arrest of Polanski, who wonan Oscar in 2002 for The Pianist,a harrowing story of Nazi-occupied Warsaw, has promptedan outcry among some politiciansand Hollywood heavyweights.But last week, CaliforniaGovernor Arnold Schwarzeneggersaid the film-maker should not getspecial treatment because he is a"big-time movie director".A petition has been signed byfilm-makers including PedroAlmodovar and Stephen Frears,and actors including MonicaBellucci and Fanny Ardant,expressing dismay at Polanski'sarrest.Other Hollywood luminaries,including film producer HarveyWeinstein, have called forPolanski's release.His victim, Samantha Geimer,sued Polanski in December 1988,alleging sexual assault, inflictionof emotional distress andseduction.The film-maker agreed to payher $500,000 five years later.But in January this year MsGeimer asked a US court to dropcharges against Polanski, sayingthe continued publication of details "causes harm to me, myhusband and children".Print Sponsor
