As
Members
of
Congress
from
the
state
of
California,
we
write
in
strong support
of
California's
high-speed
passenger
rail
applications
for
federal stimulus
funding.
In
February2009,
Congresspassedand
the President
signed
the
American
Recovery
and
Reinvestment
Act
(ARRA),
whichincluded
$8
billion
dollars
for
competitive
high-speed
rail
grants.
When
it
comes
to
constructinghigh-speed
rail,
California
is
far
ahead
of
any other
state
orregion. Californians
lastyear
voted
for
more
than
$9
billion
in
bond
funding toward California's
high-speed
rail
andbecame
the
only
state
in
thenation
to
havepassed
a
high-speed
rail
measure.
Planning
and
engineering
work
for
our 800-mile
system
has
been
ongoing
for
more
than
13
yearsand
significant
environmental
reviewwork
has
already
been
completed.The
state
is
ready
tomove on
segments
that
can be
operational,produce
revenueand
lay the
groundwork
for
completionof
the entire
train system.
Califomia
is, therefore,
uniquely
positioned
to
receive
and
quicklyutilize
stimulus
funds.
Alongwith
the state's
dollar-for-dollar
matchingfunds, thefederal
fundingCalifornia
is
seeking
would
create
approximately
130,000
qualityjobs
throughoutthe
state,
including
regionsthat
have been
hit
hard
byour
economicdownturn.
o
The
preliminary
engineering
and
environmental
work
funding
encompassing
the entireroute
from
Sacramento
to
San
Diegowould
be
immediately
responsible
for
12,000
well-paying
jobs.
o
The design
and
constructionof
the San
Francisco
to
San
Jose
section
woulddirectly
create11,400
jobs
andbe
responsible
for
a
total
of
34,200
jobs
beginningimmediately.
o
The design
and
constructionof
the
Los Angelesto
Anaheim
section
would directly
create
77,900jobs
and be
responsible
for
a
total of
53,700
jobs
beginning
in
2011.
o
The design
and
constructionof
the
Fresno
toBakersfield
section
would directly
create5,500
jobs
and be
responsible
for
a
total
of
16,500
jobs
beginning
in
2012'
o
Thedesign
and
constructionof
the
Mercedto
Fresno
section
would directly
create3,500
jobs
and be
responsible
for
a
total
of

jobs
beginningin
2012'
