I don't know WHERE you got this info or these screenshots, but THIS is what happens when I, the sole user and administrator, enter "Offline" in the search box of the Control Panel: "No items match your search." Despite the existence of the C:\WINDOWS\Offline Web Pages folder, Microsoft says there's no such thing as offline web pages and synchronizing them.
