& DIRECTOR DIANE DUBOIS Public-Private Partnership (P3) ! February 27, 2014!

Public-private partnerships (P3) have proven to be successful project delivery methods for a variety of transportation infrastructure projects.

It is understood that current funding constraints at all levels of government do not allow sufficient sources of revenues for critical transportation investments. The U.S. Department of Transportation defines P3s as a contractual agreement between public and private sector partners, which allow more private sector participation than traditional. According to the Federal Transit Administration (FTA), P3s can accelerate project delivery and improve the reliability of projections, project costs, and benefits. Experience from several U.S. cities have demonstrated that P3 cost comparatively less during the construction phase of the contract. U.S. cities such as Denver have benefitted using P3 tools to accelerate their highway, transit and multi-modal transportation connections to the airport and its downtown metropolitan area (e.g. Union Station). In 2008, the MTAs P3 program was launched and all Measure R projects were screened and evaluated. Even though MTAs P3 work has advanced, it is imperative that the existing managerial and delivery strategies be evaluated in order to reach success.

WE THEREFORE MOVE that the MTA Board direct the CEO to: Evaluation 1. Convene a one-day roundtable in April 2014 of industry leaders from all sectors to discuss lessons learned on the successful delivery of P3 projects; this includes experts and/or representatives from:!

a. Engineering!

b. Environmental! c. Finance! d. Construction! e. Federal & State governments Management 2. Report on a strategy and staffing levels to support a robust MTA P3 program to support current acceleration and innovative finance efforts.

Revenue Potential 3. Estimate to assess feasible revenue and traffic forecasts for the most advanced P3 Measure R highway and transit projects which include, but not limited to:!

a. Sepulveda Pass Transit Corridor!

b. High Desert Corridor ! c. I-710 South Goods Movement Corridor

Consider, evaluate and report back on the feasibility of creating a P3 County Joint Powers Authority that would include at a minimum MTA, Caltrans and other relevant agencies/parties.!
