TAKIWA TAURAHERE REPORT SEPTEMBER 2009Tena tatou katoa
Another busy month for Te Runanga-a-iwi o Ngapuhi, especially at regional andnational level, with initiatives being offered from all directions.By the time I table this report Te Roopu o Tuhoronuku (previously called Te Tiriti oWaitangi Settlements Sub-committee) would have finished the national road-show huion Settlement of Ngapuhi’s Te Tiriti grievances against the Crown. Next week will be hui in Te whare tapu o Ngapuhi, then on to Tamaki Makaurau andfinally Sydney, Australia. We are confident our iwi will choose well who they want tohold the mandate for negotiations with the Crown. We are looking forward to thatchallenge.We need to keep in mind our Annual General Meeting (AGM) coming up next month.I understand everything is on track for an excellent hui which will, of course, be heldin Ngati Hine. Our November monthly hui will be merely a dress rehearsal for our AGM the next day. The date of the AGM is now Saturday 14

The bus load of Ngapuhi kaumatua and kuia who traveled together enjoyedthemselves
 
It was a great opportunity to network with other iwi
 
This could become a great base for Maori discussions, along with Waitangi
 
Our kaumatua/kuia experienced national debate on the marae
 
We attended the iwi leaders hui in Hopuhopu
 
Three main issues:-
 
Water: ownership and usage rights-
 
Emission trading scheme: effect on Maori, forestry, fishing ownership-
 
Constitution for Aotearoa – what this might look like
 
Overall, an excellent hui
Accommodation options for Te Runanga-a-iwi o Ngapuhi
 
Buildings are not OSH compliant
 
Cost between re-cladding and doing up is not much different from a rebuild
 
It will be a chance to get all staff under one roof 
 
Options are being sourced now
Foreshore & Seabed meeting

I have already circulated the paper presented to the Prime Minister and other Ministers
 
These were preliminary talks, to ensure Maori are up-to-date on developments
 
Government
will 
repeal the present act
 
There will need to be some sort of legislation in its place – public anxiety willneed to be managed
 
Maori Party must take full credit for this – the party was founded on this issue
 
Iwi leaders have posed the following question to the Crown – is newlegislation required?
Meeting with Minister Tariana Turia
 
The CEO and I met with Tariana Turia – re: Whanau Ora programme
 
We secured key people to be seconded from CYF to assist NISS
 
The CEO also secured these people at a regional level – she will report on this
 
The Minister asked that Ngapuhi call a meeting with all Maori social service providers in region
 
She requires a regional approach to the new Whanau Ora programme
Meeting with Te Runanga o Ngati Hine
 
On Saturday 12 September, we finally met with representatives from TeRunanga o Ngati Hine
 
Kaumatua and kuia were in attendance as well
 
Board members, Judah Heihei and myself attended – others were invited butcouldn’t attend
 
We agreed this was between Te Runanga o Ngati Hine and Te Runanga-a-iwio Ngapuhi– not Ngapuhi and Ngati Hine per se
 
This hui was specific to the fisheries issue – nothing else
 
 Ngati Hine is the only hapu in Ngapuhi with the ability to withdraw under fisheries legislation
 
We have received a letter from Ngati Hine explaining their desires
 
We have answered their letter 
 
We are mindful of the precedent this will set if we deviate from legislation
Taurahere ki Poneke
 
Takiwa/taurahere voted unanimously to establish a taurahere in Poneke
 
We are presently working through how this could be achieved
 
The constitution will be changed to allow for a new taurahere
 
There need to be rules applied to this taurahere in terms of reporting andattendance at hui
 
Operations is currently scoping this out
Te tiriti o Waitangi settlement processSecond road-show round

At the time of preparing my report, the second round of roadshow hui will havecommenced. Many of you will have noticed the advertisements in the localnewspapers, television and radio of these hui – in particular the promotion of thedates, times and venues. We look forward to you attending and participating inthese important hui.

The purpose of the second round will be more specific, with the question beingasked
“who do you want to hold Ngapuhi’s Deed of Mandate’ 
as per theresolution unanimously carried at the Kaumatua and Kuia hui held 25 July 2009.

In conjunction with the roadshow hui, the Runanga is also conducting an onlinesurvey onwww.tuhoronuku.comto gauge how best we can communicate with our whanau. By entering your completed survey and giving your contact details, youare automatically entered in the draw. There is one entry permitted for each person. The promotion is being run in Aotearoa New Zealand only.

There will be one major prize winner and 10 consolation prize winners.
 
The major  prize is a 2.13GHz, 13 inch Apple MacBook (RRP $2000.00) with ten consolation prizes consisting of Ngapuhi merchandise to the value of $30.00.5.
 
Te Roopu o Tuhoronuku management will add a financial report later.

We received notification from the Office of Treaty Settlements (OTS) that theyhave received Official Information Act inquiries from Tamaki Legal for information on Te Runanga-a-iwi o Ngapuhi’s dealing with them (OTS). We areabsolutely confident everything OTS has from us has been discussed at this board,albeit some
“in committee.”
Takiwa/Taurahere Reports:Ngapuhi ki te Hauauru

Te Hauauru Takiwa would like to see the Hapu Development criteria reviewedas hapu are wanting to do things that do not fit the criteria but are beneficial totheir hapu.
 
Maori Advisory Board – Takiwa is unhappy with Broadway Medical Centrecalling for nomination without consultation. Who can nominate and who iseligible – see constitution.
Action:
Allen to re-send criteria.
Hokianga ki te Raki
As presented by Trustee HaddonOn File.
 
Te Raki takiwa still reserved on private prisons and flag matters, however onWaitangi 2010, a general consensus is that the Runanga should assistfinancially and tautoko local management idealism.
 
 NISS: General update given, consensus that guidelines be set by anindependent for the subsidiary as a safe guard for the Runanga, thus allowinglobbying for insufficient funding practices to discontinue.
