 In this consolidated original proceeding Philip Hayeschallenges the actions of the Title Setting Board in settingtitles, ballot titles, and submission clauses for Initiatives2009-2010 #22, #23, and #24. The court rejects Hayes’ argumentthat the titles violate the Colorado Constitution’s prohibitionon multiple subjects, Colo. Const. art. V, § 1(5.5). Afterreading the titles as a whole and considering their text inlight of the context provided by their heading, the court holdsthe titles presented only one subject to voters. The court alsorejects Hayes’ argument that certain words in the titles aremisleading because they use legal terms of art and thus arelikely to be implemented in ways distinct from what might beexpected by voters without legal training. The court holds thatsuch a challenge asks for its legal interpretation of the ballotinitiatives prior to their enactment, which is beyond the scope
 
of the court’s review. As such, the court affirms the actionsof the Title Setting Board.2
