The notice pertains to a case, where State agencies initiated court action to take a newborn from his biological parents. The father received a phone call from a social worker late last week that he was summoned to the Juvenile Court tomorrow, Tuesday. However, no summons or any other court paper was served on him. When the father attempted to inspect the court file in the court itself, access was denied, claiming that he was not listed as a party to the case, and the case was sealed. His right to file a request to postpone the court hearing was likewise denied. The father was likewise unable to retain an attorney for the same reasons - lack of access to the court file. The letter to Presiding Judge Hadassi Herman asks that she take immediate action: To prevent continuance of the fraud in instant case. To review the conduct of Social Worker Merav Ben Yehuda in this case and in general. To prevent such occurrences in the Tel Aviv District Magistrate Courts. The case is only the latest, documenting unprecedented corruption in the Israeli courts, one of the key features of is the failure to issue valid summonses. As is the case in other courts, which originate in the English common law, the summons is key instrument in establishing the jurisdiction of the courts in a given matter on given parties. Over the past decade, the Israeli courts, from the magistrate courts to the Supreme Court, stopped issuing valid summonses. Summonses are either not issued at all, or are issued unsigned, on behalf of an unnamed clerk. With it, the conduct of simulated process in the Israeli courts has become a routine. The fraud in the Israeli courts is related to large-scale fraud in the implementation of latest generation of electronic record systems in the courts. The Human Rights Alert (NGO) submission to the United Nations Human Rights Council documented the fraud in great detail. The submission was incorporated into the Universal Periodic Review report (2013) of the UN on Israel with the note, "lack of integrity of the electronic records of the Supreme Court, the district courts and the detainees courts in Israel." With it, there is no lawfully appointed Chief Clerk in any of the courts in Israel today. In the Supreme Court, Sarah Lifschitz falsely appeared as "Chief Clerk" for over a decade (2002-2013). On October 15, 2013, a criminal fraud complaint was filed against Presiding Justice Asher Grunis. Consequently, on October 31, 2013, Ms Lifschitz departed from the Supreme Court. More recently, Ms Idit Meloul appears as "Chief Clerk" on the web page of the Supreme Court. However, her appointment has not been officially published, and Presiding Justice Grunis has so far failed to respond on requests to present her appointment record. Over the same decade, extreme income and asset gaps have been established in Israel. About half the population is under process in medieval-style debtors courts, where property and liberty is routinely deprived with no due process through routine fraud.     Dear Judge Ziva Hadassi Herman,
    The undersigned is an internationally recognized expert on court fraud and
    corruption. Reports, which he authored, pertaining to the courts in the
    State of Israel and in the United States, were reviewed by experts and
    incorporated into the Universal Periodic Review reports of the United
    Nations Human Rights Council, were presented and published in
    international academic conferences in the corresponding fields. [1]
    In the process of trying to assists Mr Ehud Zanani, baby Gabriel Zanani's
    father, the fraud in the case, referenced above, was exposed.
    Please see my letter to Attorney Gaby Lasky, Tel Aviv City Council
    Member in this matter (attached).
    To the best of my knowledge, a hearing was scheduled in this matter for
    tomorrow, Tuesday, March 4, 2014.
    Therefore, I would be grateful for your urgent action:
    1. To prevent continuance of the fraud in instant case.
    2. To review the conduct of Social Worker Merav Ben Yehuda in this
    case and in general.
    3. To prevent such occurrences in the Tel Aviv District Magistrate
    Courts.
    Corruption of the courts in the State of Israel has reach an unbearable level
    over the past decade.
