T
his is anexcitingmoment inAmerica. Even ayear ago, only a fewpeople were callingfor a clean energyeconomy thatcould ght povertyand pollution atthe same time.But today, that vision is guiding someof the most ambitious and excitingfederal policies and investments we’veseen in generations. All of Americacan see the promise and potential of agreen economy. Now, we must turnthat promise into reality for everydayAmericans. We need to turn these ideasand dreams into quality jobs, cleanerand healthier neighborhoods, andreduced energy needs and expenses forAmerican homes and businesses. Andwe must ensure that our most vulnerablecommunities get to share in these benets.The American Reinvestment andRecovery Act (ARRA) is a chance to startdoing that. ARRA invests $41 billionin clean-energy and energy-efciencyprojects. These funds will help “green”America’s cities, creating jobs and wealthin the process. But ARRA does notguarantee that low-income communitiesand communities of color will get to sharein those jobs and that wealth.That is why Green For All is producingthis “Green Recovery For All” seriesof pamphlets: to give practitioners,workers, policymakers, businesses,advocates and everyday Americans thetools to bring the benets of the greenrecovery to their communities. Thesepamphlets will help you understand keycomponents of ARRA, including whatfunds are available, how the funds may be used, and how cities, states and otherentities can maximize the benet to thecommunity. They will outline policymodels that would maximize the benetsto communities, workers and business.And they will point out opportunities toinuence ARRA implementation at thelocal level.As helpful as I hope these pamphlets are,they merely provide some tools. The restis up to us — and I know we are up to thechallenge. Together, we can build a greeneconomy strong enough to lift people outof poverty.Let’s get started.
