Proclamation o National AmericanIndian Heritage Month
Mayor Wert announced that, at thebehest o the Daughters o the AmericanRevolution and their representativeBrenda Larson, the month o Novemberhas been proclaimed as National American Indian Heritage Month. Wertexplained that President George BushSr. designated November as National American Indian Heritage Monthin 1990 as an expansion on Native American Awareness Week, which beganin 1976.
Ordinance 2009-09: Amendments to Budget
Te second reading o Ordinance 2009-09 was approved unanimously. Teamendments included a $3,000 increaseto Vehicle Repairs, a $91,000 increaseto Solid Waste Disposal in order to addthe Regimes to Solid Waste Services, a$25,000 increase to the Contingency Funds to replace the amount used orrecycling containers, and a $10,000increase to Beach Patrol as the ownrequired a change o contractors mid-year.
Ordinance 2009-07:
Amendments toHealth and Sanitation
Te second reading o Ordinance 2009-07, the original recycling Ordinance, was held as it had been tabled at the lastown Council meeting. “Because theOrdinance was amended drastically, westill have to do something with this oldOrdinance,” explained Mayor Wert. TeOrdinance was voted down unanimously.
Ordinance 2009-10
: (New) Amendments to Health and Sanitation
Te rst reading o the new recyclingamendment was approved unanimously and the public hearing or it will beheld on November 3 at 1:30pm beorethe next Council meeting. CouncilmanMcHugh summarized the changes to thecurrent policy as ollows: 1) All dwellingunits will participate in the own’s solid waste disposal system. However, Regimesand Homeowners Associations will notparticipate in yard debris collection;2) Te own’s subsidy or solid wastecollection will be extended to all property owners; 3) Regimes can choose romone o three options to participate inrecycling: a) Use the centralized locationat Sora Rail or the own Center; b)use centralized collection sites on theirproperty, or c) where easible, use o own-provided recycling containers ateach dwelling unit.“Tere is a sense o ‘let me see howthis thing works’,” said McHugh as hediscussed the process with which he andrepresentatives o the island’s Regimesand HOAs came to the changes listedabove, “So i we can get some winners with central recycling bins on theirproperties, that would help.” He alsonoted that another central recyclingcenter on the island would be a greathelp. “I think we’ve gotten partway there,” said the Mayor, “but this is acompromise and good legislation is acompromise. I give Harry [McHugh], theHOAs and the Regimes a lot o good willor trying to make this happen and we’llcontinue to try to make it better.”
Presentation o Audit
reasurer Ken Gunnells reportedthat the own received an unqualiedopinion, or “clean” opinion, or the their2008/09 audit perormed by WebsterRogers and Company. “Tere were noissues during the audit and i it’s notdone right on time, it will be done alittle early,” Gunnells reported. “We didas well as we’ve done in past years andthe audit will be posted on the web,” henoted. Mayor Wert thanked Gunnells,pointing out that he continues to statethat the audit is a positive reectiono both his [Gunnells] and umiko’s[Rucker] hard work. “It’s a credit to yourgood management,” he said to Gunnells,smiling.
GFOA awards o excellence
own Administrator umiko Ruckerreported that the own’s Comprehensive Annual Financial Report (CAFR)qualied or a Certicate o Achievementor Excellence in Financial Reportingrom the Government Finance Ocers Association (GFOA), as well as theown’s Popular Annual Financial Report, which qualied or a Certicate o Achievement or Excellence in FinancialReporting. reasurer Ken Gunnellsgraciously accepted the GFOA awardor excellent nancial planning andreporting rom Rucker.
Kiawah Island Parkway landscaping
“Most o you saw the note on theKICA webpage,” said Mayor Wert,“but people are still trying to ride onthe new bikeway - past the barriers andsigns telling them not to - which onceagain proves that you can’t legislatestupidity.” Councilman Orban reportedthat landscaping bids were acceptedbetween September 8 and September16 and the own received three bids:rom Te Greenery o Charleston($509,568.52), Tree Oaks Contractors($611,385.50) and Sustainable ResourcesGroup ($689,893.22). Te Ways andMeans Committee reviewed the bidsand approved the awarding o thecontract to Te Greenery o Charlestonin an amount not to exceed $550,000.Te contract award was approvedunanimously.
Parkway Project change orders:old storm water drain
Councilman Orban reported that duringthe construction o the bike path, anold storm water drain was discoveredthat extends rom Freshelds Villageto Brickyard Creek. Te 24 inch drain, which extends 1300 eet, is in suchdisrepair that it will need to be replaced. At the same time, it was ound that thecurrent Kiawah Island Parkway willneed to be cut in our locations to allowor irrigation pipes and electrical wiringand this should be done beore theParkway is repaved. Orban stated thatbecause o these items, the own needsto authorize the selection o a contractorand negotiate a contract, not to exceed$275,000, to both replace the storm water drain and perorm the our opencuts into the Parkway. “We may be ableto use Gulstream [contractors] who arealready working on the Parkway, but i their price is unair we will go out orbids,” said Orban. Both requests werepreviously approved by Ways and Means.Councilman Lipuma noted that they haddiscussed lling the old drain with sandand cement, but ound it would be tooexpensive. “On the positive side, we’restill under budget,” said Orban. “Teoriginal estimate was or $4.5 million andthe total cost right now is between $2.5
