JAIME MERCADO APPOINTED AS CHAIR OF CHULA VISTA CIVIC ASSOCIATION

COMMITTEE ON EDUCATION; JAMES “Jim” DOUD TO CHAIR COMMITTEE ON WATER
POLICY

Thursday October 15, 2009, organization Chula Vista Civic Association Board of Directors ratified the
appointments of Jaime Mercado to head the association’s Committee on Education and James “Jim” Doud
to head the Committee on Water Policy.

“As a former teacher, principal and elected school board member, Mr. Mercado brought unparalleled
experience, leadership, and accountability to the Sweetwater Union High School District. He now brings
those same outstanding traits to the Chula Vista Civic Association and the City of Chula Vista.” said
President & CEO Ed Herrera.

That same evening, the Board of Directors ratified the appointment of James “Jim” Doud James "Jim"
Doud who was appointed as Chair of the Chula Vista Civic Association Committee on Water Policy.

“For the first time in the state’s history, the water supply and delivery system may not be able to meet our
growing needs, threatening the future of California’s population, economy and environment. The
establishment of a Committee on Water Policy demonstrates our commitment to addressing a significant
resource crisis. Our city cannot afford to ignore the regional consequences. Mr. Doud's highest priority is
keeping our region's water safe, reliable and affordable.” said President & CEO Ed Herrera.

Mr. Doud is a former President and Member of the Board of Directors for the South Bay Irrigation District
(Sweetwater Authority). Mr. Doud serves on the Sweetwater National Water Resources Association,
Western Coalition of Arid States, Chula Vista Interagency Water Task Force, and Association of
California Water Agencies. Mr. Doud is a retired ROHR Senior Engineer and currently serves as member
of the City of Chula Vista Growth Management Oversight Commission.
