Recreation 6pen $pace (-R6$) -lan+ and the creation o# lin&ages to eGisting par&s hen ne par&land is dedicated* Whereas, the -R6$ -lan 2011-2015 assessed a need #or additional open space in the do nto n and stated the goal to 'Wor& ith the Do nto n Develop!ent "uthority to plan #or renovation and ac8uisition o# do nto n open space, including the develop!ent o# the li(rary lot* Whereas, ,he City Council reFected the develop!ent proposal that e!erged #ro! the R%- 974/ process (R-11-114) on 04/04/11, (ased on 8uestions a(out the via(ility o# the >aliant proposal #or a hotel and con#erence center and the level o# ris& that ould (urden the City*

Whereas, ,he City Council also stated (R-11-114) 04/04/11 that any #uture planning and proposals #or this (sur#ace level o# the ;i(rary ;ane) site shall include a ro(ust pu(lic process* Whereas, ,he DD" oversa construction o# the ;i(rary ;ane underground par&ing garage structure, co!pleted in 2012 and resulting in the net addition o# over 500 par&ing spaces, a ne , !id-(loc& through street, and including ele!ents o# in#rastructure to support #uture develop!ent either on or adFacent to the ;i(rary ;ane -ar&ing $tructure* Whereas, City Council authori)ed the DD" to develop a plan to redevelop do nto n city-o ned parcels including the sur#ace level o# the ;i(rary ;ane -ar&ing $tructure (R11-120) on 04/04/11* Whereas, ,he DD" #ollo ed City CouncilAs direction and i!ple!ented a process called Connecting Willia! $treet (CW$) including an online survey that received over 2,000 responses and !ultiple #ocus groups as ell as pu(lic !eetings* Whereas, ,he pu(lic input received (y the DD" through its CW$ process as strongly in #avor o# additional pu(lic open space in the do nto n* Whereas, ,he DD" presented its report to City Council on 1/14/1/, including the reco!!endation #or an eGpanded pla)a north along %i#th "venue at the CityAs discretion* Whereas, City Council too& no action on the DD" CW$ -lan, instead re8uested that the -ar& "dvisory Co!!ission (-"C) study and !a&e reco!!endations regarding do nto n par&s and open space* Whereas, ,he -"C #or!ed a Do nto n -ar&s $u(co!!ittee and conducted a process that included a survey that received 1,100 responses and !ultiple pu(lic !eetings* Whereas, ,he pu(lic input received (y the -"C as seventy-siG percent (71H) in #avor o# having !ore do nto n par&s and open spaces, strongly in #avor o# a large par&/open space, !ore than !ediu! or s!all, and indicated that the #irst choice site #or a pu(lic par& is the sur#ace level o# the ;i(rary ;ane $tructure* Whereas, City Council accepted the reco!!endations received #ro! the -"C (R-1///0) on 11/07/1/, adopted the! as guidelines including the reco!!endation that 'a par&/open space (e developed on the ;i(rary ;ot that ta&es advantage o# the #leGi(ility o##ered through te!porary closures o# ;i(rary ;ane, ,he si)e o# this space should eGceed the proposed allocated open space in the Connecting Willia! $treet study (5,000 s8uare #eet)*+ Whereas, City Council also approved -"CAs other reco!!endations including, (ut not li!ited to, the i!portance o# 'place!a&ing+ principles and the 'activation+ o# ur(an pu(lic spaces throughC pedestrian tra##ic, relationship to adFacent properties, activities desired (y the co!!unity, and #unding #or !aintenance and security, as ell as close consultation ith the "nn "r(or District ;i(rary (""D;), and #urther pu(lic input regarding the design and uses o# do nto n pu(lic open spaces* Whereas, ,he principles o# 'place!a&ing+ include the ele!ents cited (y the -"C such
