Given the deleterious climate of political parties and the current government, which climate is littered by a political crisis without end, likely to plunge our beloved country in the bloodbath, the Burundian Coalition for the International Criminal Court, is concerned by this political impasse prevailing in our country for a long time and de facto would like to launch an alarm to challenge the protagonists to pull themselves together and to put the national interest first. In addition, the Burundian Coalition for the International Criminal Court deplores the behaviour of some politicians that may undermine peace and unity of the people of Burundi from the Arusha Accords of August 28, 2000. The Burundian Coalition for the International Criminal Court implores the Government and especially the head of State in person to ensure public order and full respect for the Constitution. The Burundian Coalition for the International Criminal Court would urge burundian youth in general and especially those affiliated with different political parties do not get carried away by partisan handling of some members of political parties who want to snatch or keep the power come what may. On this, the youth must learn the lesson from his colleagues who have been used in Rwanda in 1994, the young patriots in Cte d'Ivoire, the tonton macoutes in Haiti under the President Jean Claude DUVALIER, all currently languishing in jails both national and international, and others are still pursued by both national and international courts. Along the way, the current year 2014, coincides with the tenth anniversary of the adoption of the Rome Statutes of the International Criminal Court by Burundi on 21 September 2004 and ipso facto, agreed that the International Criminal Court is competent to prosecute the perpetrators of crimes against humanity, War Crime and Crime of Genocide, if once these crimes should be committed on Burundian territory, whatever their social status or positions they occupy in the Burundian political class. The current situation is at the point when Burundi prepares for the presidential and parliamentary elections in 2015, which start with a lot of controversy and fierce tensions within the political class in Burundi. This is generally due to the absence of agreement on the amendment of the Constitution, draft laws setting up and implementing Truth Reconciliation Commission, etc. In this uncertain situation, the Burundian Coalition for the International Criminal Court launches a vibrant appeal to the international community and the International Criminal Court to keep a watchful eye on Burundi to prevent Kenyan and Ivorians scenarios so that they are not repeated in Burundi during the electoral and post-electoral period. Also, the Burundian Coalition for the International Criminal Court calls on the Government to ensure respect for individual and

collective rights and freedoms and also invites the political class to not engage in acts of sabotage of the institutions put in place by the Burundians. Finally, the Burundian Coalition for the International Criminal Court remains available to accompany all the national initiatives for the implementation of these proposals.

FRENCH Eu gard au climat dltre actuel des partis politiques et le pouvoir en place, lequel climat est jonch par une crise politique sans issue, susceptible de plonger notre chre patrie dans le bain de sang, la Coalition Burundaise pour la Cour Pnale Internationale, est proccupe par cette impasse politico-scuritaire qui prvaut dans notre pays depuis un certain temps et de facto, voudrait lancer un cri dalarme pour interpeller les protagonistes se ressaisir et mettre en avant l'intrt national. De surcrot, la Coalition Burundaise pour la Cour Pnale Internationale, dplore le comportement de certains politiciens qui peuvent remettre en cause la paix et lunit des Burundais issues des Accords dArusha du 28 aot 2000. La Coalition Burundaise pour la Cour Pnale Internationale, implore le Gouvernement et spcialement le Chef de lEtat en personne de garantir lordre public et le respect intgral de la Constitution. La Coalition Burundaise pour la Cour Pnale Internationale, demande avec insistance la jeunesse Burundaise en gnral et spcialement celle affilie aux diffrents partis politiques de ne pas se laisser emporter par la manipulation politicienne de certains membres des partis politiques qui veulent arracher ou garder le pouvoir vaille que vaille. Sur ce, la jeunesse doit tirer la leon de ses collgues qui ont t utiliss au Rwanda en I994, les Jeunes Patriotes en Cte dIvoire, les tontons macoutes en Hati sous le Prsident Jean Claude DUVALIER, tous actuellement croupissent dans les geles tant nationales quinternationales et dautres sont encore poursuivies par les juridictions tant nationales quinternationales. Chemin faisant, lactuelle anne 2014, concide avec la dixime anniversaire de ladoption du Statut de Rome de la Cour Pnale Internationale par le Burundi le 21 septembre 2004 et ipso facto, a accept que la Cour Pnale Internationale soit comptente pour poursuivre les auteurs des Crime contre lHumanit, Crime de Guerre et Crime de Gnocide, si une fois ces crimes devaient tre commis sur le sol Burundais, quelques soient leurs statuts sociaux ou quelques soient les fonctions quils occupent dans la classe politique Burundaise. La situation actuelle arrive au moment ou le Burundi se prpare aux lections prsidentielles et lgislatives de 2015, lesquelles sannoncent avec beaucoup de controverses et de tensions farouches au sein de la classe politique burundaise lies gnralement labsence dentente sur lamendement de la Constitution, les projets de lois mettant en place la Commission Vrit Rconciliation, etc. Face cette situation incertaine, la Coalition Burundaise pour la Cour Pnale Internationale lance un appel vibrant la Communaut Internationale et la Cour Pnale Internationale de garder un oeil vigilant sur le Burundi pour prvenir les scnarios Kenyans et Ivoiriens afin quils ne se reproduisent pas au Burundi pendant la priode lectorale et post-lectorale. Egalement, la Coalition Burundaise pour la Cour Pnale Internationale, invite le pouvoir en place veiller au respect des droits et liberts individuels et collectifs et invite aussi

la classe politique ne pas sadonner aux actes de sabotage des institutions mises en place par le peuple murundi. Enfin, La Coalition Burundaise pour la Cour Pnale Internationale reste disponible accompagner toutes les initiatives nationales pour la mise en oeuvre des prsentes propositions.
