City workers who provide critical public services lack the rights that most take for granted: the right to form an employee union and negotiate with their employer concerning wages, benefits, and working conditions (currently they cannot collectively bargain). How would you address this issue?

Privatization of public services can reduce city expenditures, but often results in poorer quality services and lower wages for service employees. Under what circumstanceswould you advocate the privatization of city services?

4. Public political support is a critical element in workers’ ability to overcome employer opposition and exercise their right to form an employee union. Would you be willing to provide public support for an organizing campaign? Please check all you would bewilling to do and place a * next to those you have already done:

Yet in workplace after workplace, employers routinely block workers’ freedom to choose a union. Nationally, in 91 percent of efforts by workers toorganize unions, employers force employees to attend anti-union meetings designed to“change” employees’ minds. In 80 percent of efforts, employers use supervisors to pressure working people in one-on-one meetings. In 31 percent of National Labor Relations Board (NLRB) elections, employers illegally fire workers for supporting aunion. “Labor peace” agreements (also known as neutrality agreements), provide a peacefulmeans of establishing employee union recognition, whereby employees refrain fromeconomic disruption (picketing, boycotting) and in return the employer remains neutralduring an organizing campaign. When public funds (including the use of TIF) becomeinvolved in a project (i.e. a hotel), would you support and facilitate the use of “labor  peace” agreements? Why or why not?

In 2008, there were initiatives placed on the statewide ballot by out of state specialinterests that would have weakened the voice of small, local businesses and handcuffedworking Coloradans like teachers, firefighters, police officers and nurses. Theseinitiatives would have interfered with the relationship between employers and employees,as well as limiting the ability of public employees to advocate for changes in the work  place. While these initiatives were overwhelmingly turned down by Colorado voters, weare confident that we will see these initiatives again, both at the state and local levels.a.) Will you oppose and do all in your power to stop a law that would interfere with therelationship between employers and employees by deciding how the union is able torepresent its members within a collective bargaining unit (so-called "Right-to-Work")?YESNOPlease explain:b.) Prevailing wage is surveyed wages and benefits paid to construction workers in a specificgeographic area. Prevailing wage establishes a competitive bidding process for unionand non-union contractors based on paying fair wages and benefits, training, safety, andquality. Would you advocate for paying prevailing wages on construction projects thatare paid (in part or all) by the City? Why or why not?
