TO: ALL STAFF, Organizing for Action FROM: Jim Messina, Chairman of the Board of Directors Jon Carson,

Executive Director RE: OFA Policies

As a grassroots organization, we have engaged millions around the country in a dialogue about a progressive agenda for the nation, and we have done so through state-of-the-art communications and organizing techniques. In this work, we have held ourselves to our highest standards, including adopting a voluntary disclosure program that is unprecedented for an organization of our size and scope of operations and that has resulted in public reporting of the millions we have raised from over 400,000 donors. As you know, our organization recently fell short of these standards. We will learn from these mistakes and re-commit ourselves to the changes needed to strengthen our relevant policies and the procedures for ensuring compliance with them. First, we are implementing a policy under which OFA will not recommend or seek to direct our supporters to make a financial contribution to any other organization. While our supporters are always free to donate to other organizations if they wish, OFA may not make recommendations of organizations to which such donations could be made. Under this policy, OFA may not offer or accept an invitation to facilitate in any way the making of such donations. Second, we are taking this opportunity to restate and reaffirm our standing policy governing contact between OFA staff and Administration officials. Under this policy, no one is authorized to offer opportunities for supporters or anyone else to meet with Administration officials on individual issues or requests on which they are seeking government assistance, including even requests for information or the status of pending official actions. Further, no one except those OFA staff members specifically identified by counsel, may have any communication with White House officials, as provided for in our current policy. Finally, we also want to restate and reaffirm our existing policy governing fundraising in connection with OFA events. OFA events featuring Administration officials as special guests may not be structured as fundraising events, nor may any OFA officer, employee or consultant imply or suggest that supporters make a donation to OFA as a prerequisite for attendance at these events. Please let us know if you have any questions.
