Subject: Closure of exchanges having lessthan 20 DELS

The Management Committee of BSNL Board has approved the policy regarding closure of exchanges having lessthan 20 DELs and circles are authorizedto close down such exchanges by ensuring the follovr-ing actiritiesbeforehand. l) Only closure of those Telephoneexchanges with lessthan 20 DELs having no GSM/WLL BTS at rheir locations.The closuresshould be done after DELs are transferredon WLL/ GSM.

2) Relocation of the existing Battery, Power Plant and Engine altemator to the new location/storeas per requirement. 3) Sulrenderofthe rentedbuilding to the landlord, ifthe sameis on rent, and power connection. 4) The following conditions may be taken into account while reviewing the closure of exchangeshaving lessthan 20 DELs and such casesmay be reviewed at the level of CGMs. Exchangesmay not be closed under the following conditions: a) Exchangehaving DSLAM under USO subsidy and having Broadband connection/KlOSK for which USO subsidy is being claimed. b) If Impoftant Customers like State and central Govemment, Law enforcement agencies, banks, Industriesetc are being servedand are giving sufficient revenueto BSNL. c) If OPEX is covered by ARPU substantially (i.e. Operational expenditure is less than the reVenue eamed from that exchange). The field units are requested to initiate the process of closure of exchanges having less than 20 DELs on the above said guidelines with immediate effect . Monthly compliance report in this regard
