The purpose of the Detroit River International Crossing Study is, for the foreseeablefuture (i.e., at least 30 years from today), to:
•
Provide safe, efficient and secure movement of people and goods across theU.S.-Canadian border in the Detroit River area to support the economies ofMichigan, Ontario, Canada and the United States.
•
Support the mobility needs of national and civil defense to protect the homeland.To address future mobility requirements (i.e., at least 30 years) across the U.S.-Canadaborder, there is a need to:
•
Provide new border-crossing capacity to meet increased long-term demand;
•
Improve system connectivity to enhance the seamless flow of people and goods;
•
Improve operations and processing capability in accommodating the flow ofpeople and goods; and,
•
Provide reasonable and secure crossing options in the event of incidents,maintenance, congestion, or other disruptions.Nine practical Build Alternatives were identified to satisfy the new border crossingrequirements. Each consisted of three elements: an interchange connecting the plaza tothe existing highway network, a U.S. border inspection plaza, and a bridge from theplaza that spans the Detroit River. The No Build Alternative was also analyzed. ThisFEIS focuses on the issues/impacts on the United State’s side of the proposed newborder crossing. Transboundary(Canadian) impacts are discussed insummary form. A Canadian-produced set of technical reportsthoroughly documents the issues/ impacts on the Canada side of theinternational border. Those areavailable on the project Web site(www.partnershipborderstudy.com).Passenger car traffic across theborder is projected to increase 57percent over the next 30 years.Truck traffic is forecast to grow 128percent. Detroit-Windsor areaborder crossings could overload asearly as 2015 if high growth occurs,and by 2035, if traffic grows slowly(Figure S-2).
