Ifthe great powers continue to look forsolutions in the area of science andtechnology only, the resultwill be toworsen the situation."I would like to focus your attention not onthe subject of thearticle (nationalsecurity in a nuclear world) but on thekind ofconclusion they reached, namelythat there is no technicalsolution to theproblem. An implicit and almost universalassumption of discussions published inprofessional andsemipopular scientificjournals is that the problem underdiscussion has a technical solution. Atechnical solution may bedefined as onethat requires a change only in thetechniques ofthe natural sciences,demanding little or nothing in the way of
change in human values

ideas ofmorality

To couple the concept of freedom to breed with the belief thateveryone born has an equal right to the commons is to lock the world into a tragic course ofaction.The most important aspect of necessity that wemust now recognize, is the necessity ofabandoningthe commons in breeding. No technical solution canrescue us from the misery ofoverpopulation.Freedom to breed will bring ruin to all.The only way we can preserve and nurture otherand more precious freedoms is by relinquishingthefreedom to breed, and that very soon.
"Freedom is the recognition of necessity"--and it is
