ATSAC
In the City of Los Angeles, the heavily congested AM and PM peak hour streets produce increased travel times,
air pollution and fuel consumption. Cost‐effective congestion relief strategies are needed that minimize the
impact to the surrounding area. The Automated Traffic Surveillance and Control (ATSAC) System, being
implemented in the Eagle Rock area, is a real‐time computer‐based traffic signal control system that improves
the overall level of service on arterial streets by effectively managing high traffic volumes and dynamic traffic
flow through the replacement of obsolete traffic signal controllers, installation of interconnect conduit and
cable, new communication equipment, traffic surveillance cameras, central computer equipment, and other
peripheral hardware, all within the City owned right‐of‐way.
Evaluation studies have shown that the implementation of ATSAC facilities provide congestion relief, for cars,
carpools, buses and trucks, by improving travel times by 12% and travel speeds by 12.3%, and by reducing
intersection delay by 30% over those intersections with non‐optimized signal timing. The increase in travel
speeds results from fewer starts and stops, with the effect of dramatically reducing air emissions by 34.8%.

This Project includes the
Adaptive Traffic Control
System (ATCS)
enhancement to the ATSAC
System that further
provides a minimum of 3%
of added capacity.
