Pendahuluan
Prestasi sektor pembinaan Malaysia adalah berkait rapat dengan perkembangan ekonomi negara atas sifatnya yang mempunyai rantaian luas dengan sektor ekonomi lain dan dijadikan pemangkin kepada peningkatan permintaan dalam negeri. Dalam keadaan ekonomi global mengalami tekanan inasi yang ketara dan kemelut kewangan global yang bertambah buruk, beberapa ekonomi maju yang utama mengalami kemerosotan pertumbuhan pada tahun 2009. Ekonomi Malaysia tidak terkecuali turut merasai kesan kemerosotan persekitaran global yang mengakibatkan pengurangan permintaan luar negeri yang ketara dan menjejaskan aktiviti pelaburan swasta dalam negeri. Namun begitu, impak yang dirasai sektor pembinaan Malaysia adalah kecil memandangkan sebahagian besar sub-kategorinya (94%) dipengaruhi oleh faktor domestik. Sektor pembinaan telah mencatatkan pertumbuhan kukuh sebanyak 5.7% pada tahun 2009 berbanding 2.1% pada tahun 2008. Sektor ini mencatat pertumbuhan yang memberangsangkan bagi setiap suku tahunan dengan catatan tertinggi 9.2% bagi suku keempat berbanding dengan sektor lain yang mengalami penguncupan. Prestasi ini didorong oleh pelaksanaan projek-projek di bawah Rancangan Malaysia Kesembilan (RMK-9) serta projekprojek pakej rangsangan skal yang tinggi. Pertumbuhan ini turut dibantu oleh kestabilan harga bahan binaan yang menggalakkan aktiviti sektor pembinaan.
Introduction
The performance of Malaysias construction sector is closely related with the development of the countrys economy due to its broad link with other economic sectors and it is also an important catalyst to increase domestic demand. In view of a signicant ination plagued global economy and the adverse global nancial crisis, a number of major economies experienced plunging growths in 2009. The declining global economic climate also affected the Malaysian economy, which in turn signicantly decreased external demand and gave impact on domestic private investment activities. The impact experienced by the Malaysian construction sector was nevertheless, small due to majority of the industrys subsectors (94%) are inuenced by domestic factors. The construction sector registered a solid growth of 5.7% in 2009 compared to 2.1% in 2008. Compared to other sectors which suffered contraction, the construction sector recorded a commendable growth in each quarter with the highest 9.2% achieved during the fourth quarter. This strong performance was attributed by projects implemented under the Ninth Malaysia Plan (9MP), as well as contribution from the high value scal stimulus package projects. The growth was also supported by the stability of construction materials price which had stimulated activities in the construction sector.

Pendaftaran Projek
Selari dengan momentum ekonomi global, pelaburan projek-projek baru mengalami penurunan. Rekod CIDB pada 31 Disember 2009 menunjukkan sejumlah RM57.2 bilion projek telah diaward pada tahun 2009. Jumlah ini merupakan penurunan sebanyak 29.5% dari segi nilai berbanding RM81.1 bilion projek diaward pada tahun 2008. Pengurangan perolehan projek tersebut disebabkan kejatuhan dalam pelaburan Swasta yang menerima kesan besar daripada krisis ekonomi global. Ini terbukti di mana pembahagian projek mengikut sektor pada 2009 menyaksikan sumbangan yang seimbang antara sektor Kerajaan dan Swasta dalam permintaan sektor pembinaan dengan nilai sebanyak RM28.4 dan RM 28.8 billion masing-masing dan menyumbang 50.0% kepada jumlah nilai kerja pembinaan tahunan. Keadaan ini berbeza dengan bilangan projek yang di award pada tahun 2008 di mana projek Swasta menyumbang sebanyak 56.4% dari jumlah nilai projek yang diaward. Keadaan ini sejajar dengan sifat sektor pembinaan aktiviti sebagai pemangkin dan merangsang pergerakan sektor-sektor ekonomi lain. Malaysia telah melaksanakan pakej rangsangan ekonomi sebanyak RM67 bilion di mana sekitar RM22 telah dibelanjakan kepada sektor pembinaan dan menyumbang kepada peningkatan projek sektor Kerajaan. Rekod CIDB turut menunjukkan nilai projek Kerajaan dalam tempoh empat tahun RMK9 (2006 2009) sebanyak RM134.2 bilion mengatasi nilai projek Kerajaan dalam RMKe8 (2001 2005)
Project Registration
New project investments had decreased, in tandem with the global economic momentum. CIDBs record as at 31 December 2009 shows that projects with total value of RM57.2 billion were awarded in 2009, a decrease of 29.5% in terms of value compared to RM81.1 billion of projects awarded in 2008. The decrease in the value of projects secured was due to the decline in private investments, which was affected by the global economic crisis. This was evident in the distribution of projects according to sectors in 2009 which saw a balanced demand for construction from the Public sector which amounted to RM28.4 billion and demand from the Private sector amounting to RM28.8 billion and contributed 50.0% to the total construction work value annually. This is in contrast to the number of projects awarded in 2008, where the Private sector projects contributed 56.4% to the total value of projects awarded. This is in accordance with the nature of the construction sectors activity which functions as the catalyst and stimulates the movement of other economic sectors. Malaysia has implemented the RM67 billion economic stimulus package, where approximately RM22 billion was spent for the construction sector which had contributed towards an increase in the Government sectors projects. CIDBs records also indicates that the RM134.2 billion Government projects spent during the four-year period of the 9MP (2006 2009) had surpassed the Governments project value of RM102.2 billion spent under the 8MP

sebanyak RM102.2 bilion. Hasil daripada pelaksanaan projek pembinaan di bawah RMK-9 dan Pakej Rangsangan ini, pertumbuhan KDNK sektor pembinaan terus positif dalam tahun 2009 semasa sektor-sektor lain mengalami penguncupan. Pertumbuhan KDNK sektor ini yang tinggi turut didorong oleh peringkat kemajuan pelaksanaan yang lebih baik ke atas projek-projek yang dilaksanakan diawal tahun 2006 iaitu sebelum krisis ekonomi global melanda. Secara keseluruhannya, rekod projek pembinaan yang diaward pada 2009 pada 31 Disember 2009 menunjukkan tren yang sama berbanding tahun 2008. Projek diaward mengikut kategori pembangunan projek mencatatkan projek bukan kediaman sebagai penyumbang terbesar sebanyak 31.7%, diikuti projek infrastruktur sebanyak 25.8% dan projek kemudahan sosial sebanyak 23.3% kepada keseluruhan nilai kerja pembinaan tahun 2009. Projek bernilai antara RM1.0 juta hingga RM 5.0 juta masih merupakan sumbangan terbesar sekitar 11.3%. Projek besar yang bernilai melebihi RM1 bilion pada tahun 2009 juga sama seperti tahun sebelumnya iaitu 2 projek masing-masing. Di antara projek besar yang didaftarkan pada tahun 2009 sehingga tempoh ini ialah projek pemindahan air mentah Pahang-Selangor bernilai RM1.31 bilion dan projek pembinaan super-structure jambatan kedua Pulau Pinang, pakej kedua bernilai RM1.55 bilion.

Results from the implementation of construction projects under the 9MP and the Stimulus Package, the construction sector registered a positive GDP growth in 2009, while other sectors contracted. The high GDP growth of the sector was also driven by the progress improvements in projects implemented during early 2006, before the onset of the global economic crisis. Overall, construction projects awarded in 2009 as at 31 December 2009 shows a similar trend with that achieved in 2008. Record of projects awarded according to development category shows that non-residential projects at 31.7% were the biggest contributor, followed by 25.8% contributed by infrastructure projects and 23.3% by social amenity projects to the total construction work value in 2009. Projects with total value ranging from RM1.0 million to RM5.0 million which constituted about 11.3% from the total number of projects, remained the biggest contributor. There were 2 large projects with total value exceeding RM1 billion in 2009, which was similar number recorded in the previous year. Among the large projects recorded during the year under review were the RM1.31 billion Pahang-Selangor raw water transfer project and the second package of second Penang bridge superstructure construction valued at RM1.55 billion.
