Highspire Borough Reorganization Meeting January 6, 2014 The Honorable Stephen Semic administered the Oath of Office to Mayor

John Hoerner. Mayor John Hoerner administered the Oath of Office to Council Members Carolee Roman, Charles Dengler, Tyler Thatcher, Marie Hoch Michael Anderson and Tax Collector John Hoch. Mayor John Hoerner called the reorganization meeting of the Highspire Borough Council to order at 7:04 p.m. The prayer was offered by the Member Hoch and followed by the Pledge of Allegiance. Roll call was taken. Council Members Present:

Nominations & Election of Council President Mayor Hoerner opened the floor for nominations for Council President. Member Roman nominated A. Kay Sutch. After hearing no more nominations Mayor Hoerner closed the floor for nominations. A roll call vote was taken. Marie Hoch voted for Kay Sutch Charles Dengler voted for Kay Sutch Dorothy Matesevac voted for Kay Sutch Michael Anderson voted for Kay Sutch Tyler Thatcher voted for Kay Sutch Carolee Roman voted for Kay Sutch A. Kay Sutch voted for Kay Sutch By a vote of 7-0 A. Kay Sutch was elected as Council President. Nominations & Election of Council Vice President Mayor Hoerner opened the floor for nominations for Council Vice President. Member Matesevac nominated Carolee Roman. After hearing no more nominations Mayor Hoerner closed the floor for nominations. A roll call vote was taken. Marie Hoch voted for Carolee Roman Charles Dengler voted for Carolee Roman Dorothy Matesevac voted for Carolee Roman Michael Anderson voted for Carolee Roman Tyler Thatcher voted for Carolee Roman Carolee Roman voted for Carolee Roman A. Kay Sutch voted for Carolee Roman By a vote of 7-0, Carolee Roman was elected as Council Vice President. President A. Kay Sutch and Vice President Carolee Roman then took their seats at the Council table and President Sutch took over the meeting. Council President Sutch handed out the appointment of committees and spoke of the duties of office..

Moved by Member Matesevac, seconded by Member Dengler to appoint John McHale as Borough Manager/Secretary. Motion approved unanimously. Moved by Member Roman, seconded by Member Thatcher to appoint John McHale as Borough Treasurer. Motion approved unanimously. Moved by Member Dengler, seconded by Member Thatcher to appoint Jennifer Rabuck as Assistant Borough Secretary. Motion approved unanimously. Moved by Member Matesevac, seconded by Member Hoch to appoint David W. DeLuce Esq. and the Law firm of Johnson, Duffie as Borough Solicitor. Motion approved unanimously. Moved by Member Thatcher, seconded by Member Anderson to appoint Waggoner, Frutiger & Daub as the Borough Auditor/Accountant. Motion approved unanimously Moved by Member Dengler, seconded by Member Matesevac to appoint Robert Lauriello and Rettew Associates, Inc. as Borough Engineer. Motion approved unanimously. Moved by Member Matesevac, seconded by Member Roman to appoint Von Hess as Chairman to the Borough Vacancy Board. Motion approved unanimously. Moved by Member Roman, seconded by Member Anderson to approve Council Resolution 1-2014 reappointing John McHale as the voting delegate and Marie Hoch the alternate delegate to the Dauphin County Tax Collection Committee. Motion approved unanimously. Moved by Member Matesevac, seconded by Member Thatcher to approve Council Resolution 2-2014 reappointing Terry Watts as the voting delegate and Marie Hoch as the alternate delegate to the Capital Region Council of Governments. Motion approved unanimously. Moved by Member Roman, seconded by member Dengler to approve Council Resolution 3-2014 setting fees to be charged by the Boroughs elected Tax Collector. Motion approved unanimously. Moved by Member Hoch, seconded by Member Matesevac to authorize the Borough Solicitor and Borough Engineer to amend the contract for Rhoda Ave. Phase I to include Phase II and award the contract to EK Services who is the low bidder, in the amount of $231,543.00, for both phases of the project, upon approval of the Dauphin County. Motion approved unanimously. Citizens Comments None John McHale noted that there is a letter in the council packets regarding the upcoming TMI training in February.
