1 Purpose of the Brief
1.1
The purpose of this brief is to inform the appointment of a consultancyto further the concept of the MakeMedia Centre, a National Centre ofExcellence for Community Digital Media Production at MediaCityUK
1.2
This commission will be used to:
a)
Further develop and articulate the overall vision for the MakeMediaCentre
b)
Identify evidence for demand for the MakeMedia Centre activities
c)
Support the work of the project team in a consultation exercise
d)
Produce the Development and Appraisal forms for an NWDA SPinvestment application in support of the project

2 Background and ContextMediaCityUK - History and Vision
2.1
Phase 1 of the MediaCityUK development on Dock 9 of Salford Quayscovers 15 hectares of brown-field land. The initial build will contain700,000 sq ft of office space; 250,000 sq ft of studios; 60,000 sq ft ofretail and leisure; brand new apartments; a hotel; and a five-acre publicpiazza. This in turn will act as a catalyst to attract inward investment toMediaCityUK turning it into a global centre for business and ideas forthe digital, creative and media sector. MediaCityUK will deliver a majorboost to the UK economy providing significant economic and socialactivity.
2.2
The BBC will occupy three major buildings at MediaCityUK, relocatingfive London based departments – BBC Sport, Learning, Children’s(including CBeebies), Radio 5 Live, and Future Media and Technology,as well as local and network broadcasting currently located inManchester City Centre. The University of Salford have alsocommitted to a significant presence at MediaCityUK. The University ofSalford are expecting to deliver courses to 1000 students from thebeginning of the 2011/12 academic year.

Developing over the next 15 years, it will be a new ‘Media City’ capableof rivalling the best in the world. It will be a high-tech creative hubaround a stunning waterfront at the centre of Greater Manchester,capable of attracting and securing a huge range of creative industrieson the back of the digital revolution. MediaCityUK will become a globalcentre for business and ideas for the digital, creative and media sectorand will deliver a major boost to the UK economy, providing significanteconomic and social activity.

2.4
The MediaCityUK Public Sector Partners (MCUK PSP) Programme is apartnership between Salford City Council, Central Salford URC and theNorth West Regional Development Agency, set up to maximise theinvestment and opportunities presented by MediaCityUK to ensure itmeets its ambition to become a globally significant media city withvisible, long term benefits for the people living and working in Salford,the Northwest and beyond. The Public Sector Partners programmeaims to achieve this through leading and co-ordinating partnershipswith a range of public and private organisations and community groups.
