 Race for 19th District Heats Up: Kim, Halloran in Surprise Battlefor Council
 
Tuesday, October 20th 2009This is the City Council race that no one saw coming.First, newcomer Kevin Kim shot past several favored candidates to win the Democratic primary for the 19thDistrict seat.Suddenly all eyes were on the man who could be the first Korean-American in the Council.Next, Republican candidate Dan Halloran - who spent months talking to residents about wasteful spending andoverdevelopment - saw his campaign turned upside down by an article that focused on his beliefs in a pre-Christian religion.Those developments have made the race one of the hottest in the city. Democrats are anxious to hang onto theseat, currently held byTony Avella.But Republicans, who have won the district in the past, see the race as an opportunity to gain some footing in theCouncil.The two candidates have spent the past few weeks trying to get back on track. Kim, who ran without the supportof the Queens Democratic Party, has worked to bring together the fractured Democratic alliances in the districtand meet county leaders.Halloran wants the focus off the infamous Queens Tribune story that dubbed him a "pagan lord," and get back tothe bread-and-butter issues of the northeast Queens district. The Tribune was founded by Rep. Gary Ackerman,and its sister company is Kim's political consultant. The paper has denied the connections influenced its editorialattack."People are tired of the same old, same old in City Hall," said Halloran, 37, an attorney in private practice."I'm not a professional politician and I don't work for politicians," he said, a clear swipe at Kim, who is in charge of constituent services for Ackerman.Kim, 39, said that experience in Ackerman's office makes him even more qualified to serve in the Council."I have diverse professional experience," said Kim, who has worked as a federal law clerk and corporate attorneybefore working for Ackerman. "He has never worked on constituent services."Halloran also said he has deeper roots in the community than Kim as a local homeowner and business owner."My family has been here for five generations," said Halloran. "This is all about preserving my neighborhood."Kim, who grew up in Bay Terrace, dismissed the criticism. "I've been out there doing the work," he said. "I've beenserving constituents of the community for three years. Living there is one thing, working on the issues is another."
