If you have a habit
of
squeaking
through
intersections
under

an orange light – or just running red lightsfl at out – November’s the time to nip that habit in the bud or you mayfi nd a traffi c citation in your mailbox, Mt.

Juliet offi cials said
Monday.
Mt.

Juliet Police Chief Andy Garrett announced at this week’s scheduled city

commission
meeting that red light

cameras will “hopefully” be operational next month, and that offi cials are in talks with the Tennessee Department of Transportation (TDOT) to determine if Mt. Juliet needs a permit for the cameras.

“We are hoping that they will be in operation the middle of or latter part of November, depending on TDOT and permits,” Garrett told The Chronicle on Tuesday. “Once in operation there will be signage before each intersection advising of camera monitoring and at the entrances to the city limits. There will be a 30 day grace period where violations will be mailed out without a

fi ne. After the expiration of
the 30 days there will be civil
fi nes of $50.00 attached.

We will get video footage of each incident and it will be approved by a sworn offi cer that it is a violation before anyfi ne is mailed. Emergency vehicles are not exempt unless they are on an emergency call or using emergency equipment.”

The

cameras, Garrett told the commissoin on Monday night, are for capturing drivers running red lights and not for speeding.

Traffi c

light cameras will be installed at intersections on Lebanon Road

and

Devonshire, Nonaville, N. Mt. Juliet and Benders Ferry, and on N. Mt. Juliet Rd at Old Lebanon Dirt Road.

City Manager Randy Robertson said Monday that city ordinances dating back to 1972 have been codifi ed and thefi rst draft will be put on the City’s website next week. Citizens may peruse, and “some may want to poke holes in” the ordinances, Robertson said, at www. cityofmtjuliet.org.

In new business, an ordinance to extend sewer averaging for one additional month did not pass onfi rst reading, with only District 2

Commissioner Will Sellers and District 3 Commissioner Ed Hagerty voting in favor of it.

“Well, Will, we tried,”
Hagerty said to Sellers.

An ordinance to increase the City’s sewer capacity fee by $35.00 since Metro has increased the fees charged to the City by that amount was unanimously

approved onfi rst reading. This is for both residential and commercial properties. A capacity fee is charged every time a new subdivision or new business comes online and is charged based on the size of the meter.

An ordinance to authorize Mt. Juliet City Finance

Director
John
Rossmaier
to

approve adjustments to sewer bills was unanimously approved onfi rst reading.

An amendment to the City sign ordinance for CNS zoning was withdrawn after discussion. The issue at hand dealt with Cedar Creek Market on Nonaville Road: the owners want to put up a sign advertising their gas prices, but current zoning prohibits such signage in that area. Owner Chia Patel and Teresa Richards plead their case, with Patel telling commissioners that “people are fussing for” a sign.

Hagerty

pointed out that amending sign ordinance for CNS zoning is a “problem because of a same situation at Cobblestone Landing,” where a gas station is located on Old Lebanon Dirt Road, with the same CNS zoning and where signage “would not be appropriate.” That issue was discussed exhaustively on the planning commission level, with many restrictions concerning signage placed on that market due to the demands of area citizens.

Mt. Juliet Mayor
Linda
Elam

suggested changing the zoning of the parcel instead and looking at the sign ordinance to see what is appropriate for that parcel and the area surrounding it. District 1

Commissioner

Ted Floyd, who sponsored the ordinance, withdrew it, and Mt. Juliet City Planner Steve Foote agreed to look into the issue and meet with Patel.

An ordinance to
amend the
fi scal year
2009/2010 City budget to

accept and expend $2,000 donated from Two Rivers Ford ($1,000), Wal-Mart ($500), and TDS ($500) for Halloween in the Park passed unanimously onfi rst reading.

A
resolution

to authorize and actuarial study for prior service of elected offi cials by TCRS was approved by a 4 – 1

vote, with District 4
Commissioner
Jim
Bradshaw
voting
against.
A
resolution

to support afi scal year 2010

Enhancement
Grant

application for Phase 2 of the West Division Pedestrian and Bikeway improvements was unanimously approved as amended.

A
resolution

to authorize Elam to sign a West Wilson Utility District easement on Sunset Drive was approved 4 – 1, with Bradshaw voting against.

A
resolution

to accept streets and roads in Providence, Phase V, and Willoughby Station, Phases 7, 8A and 8B died at the table when Sellers retracted his second on Bradshaw’s motion.Sellers seconded the

motion, and Elam said, “I wish you wouldn’t.” Sellers retracted his second, and the resolution died at the table.
