The objective of this document is to demonstrate that the safety management system
covering all well and site operations is clearly stated, resulting in the safe drilling of Yolla -
2. Where components of the Premier and Northern Offshore systems may be used mutually,
the system interfaces are defined within this document.
This document, in conjunction with the Northern Explorer III Vessel Safety Case provides
the complete Safety Case detailing the following information:
Site description;
Vessel (facility) description;
Premier and Northern Offshore Safety Management Systems and the linkages
between the two systems; and the
Formal Safety Assessment.
The Northern Explorer III Vessel Safety Case has been submitted to MRT, March 1998.
It is the intention of both companies to have clear demarcation in the SMS interfaces so that
personnel have no confusion as to their roles, responsibilities, organisations, safety
management, operating procedures, reporting structure and safe and efficient drilling of the
Yolla -2 well.
1.2. Scope
This Safety Case Bridging Document encompasses all work carried out for Yolla-2.
1.3. Method
The process for developing the Safety Case Bridging Document is summarised as follows:
Premier Safety Management System review;
Review of Northern Explorer ill Facility Description, Safety Management
System and Formal Safety Assessment;
Definition of Premier and Northern Offshore Safety Management Systems
elements to be used and development of system interfaces;
Review of hazards specific to the site and drilling operations ofYolla-2
Review of the Northern Explorer III Hazard Register; for applicability to the
Yolla -2 program.

The Premier Operations Manager is responsible for controlling and revising this Bridging
Document. Responsibility for managing change within the Northern Explorer III Safety
Case is detailed in the Safety Case.
This Bridging Document shall be revised in the following circumstances:
Change in drilling contractor;
Significant change in the design basis; or
Significant change in operations.

2. Site Description
2.1. General Site Description

Premier Oil Australasia
Yolla-2 is an exploration well located within TIRL 1 and will be drilled by Premier using the
Northern Offshore owned vessel, Northem Explorer III. The Yolla-2 Drilling Program [4]
provides detailed information about the well. The proposed site is at Latitude 39 51' 34"
South, Longitude 145 48' 39" East.
The operations base for the program will be Geelong which provides a sailing time of
approximately 16 hours to the site. Crew changes will be made by helicopter from Essendon
Airport which is approximately 1 hour flying time to the facility.
The Northern Explorer III is a drill ship rated for 305 m water depth and >6,000mRT
drilling depth. The facility description [7] provides detailed information about the rig.
Yolla - 2 is in approximately 79 m of water and will be drilled to approximately
3350mRKB. The duration of the program is planned to be 35 days on a dry hole basis.
2.2. Metocean Conditions
The metocean conditions at Yolla-2 in the March / April period are expected to be similar to
those found at the meteorological station at Lat. 39

The principal meteorological risks at the location is the from the presence of ocean storms or
gales. Ocean storms typically occur during the period from June to September. Drilling
operations at Yolla-2 are planned to occur in March-June.
2.3. Site
The location of Yolla-2 is at latitude 39 51' South, longitude 145 48' 39" East. Water
depth at the site is approximately 79 m. The site is not near any defined shipping lanes.
Full details of the site, including seabed formation, are contained in the Yolla-2 Site Survey
Report [11]. The survey identified no obstacles to anchoring the rig (A submarine cable in
the area is well clear of any possible anchor pattern). Safe anchorage areas are defined in the

survey. No dropping of anchors beyond the safe area will be allowed unless approval is from
the Project Drilling Engineer is given. Neither seismic surveys or other wells drilled in
nearby locations have provided any evidence of shallow gas in the area.
The Yolla-2 Drilling Program [4] details the proposed section of the well. the casing design
philosophy and the structural calculations presented graphically.
2.4. Primary Functions
The Northern Explorer III is a self propelled drill ship. A full description of the vessel is
provided in the Facility Description [7]. The main features of the drilling and marine
systems are summarised below.

At least one standby vessel will be positioned at Y01la-2 during all operations. Full
specifications ofthe (AHST) vessels will provided when known). The standby vessel will be
primarily involved in anchor handling operations and standby and rescue functions.
Crew changes will normally be made from Essendon using Lloyd's Bell 412 helicopters.
Other types of helicopters may be required to be utilised due to unavailability of the primary
helicopter. The FSA of the Northern Explorer III has considered generic helicopter types in
the assessment. The Lloyds helicopter is equipped with flotation equipment and life rafts to
enable safe operations over water. The aircraft used in the Yolla-2 campaign is capahle oC
carrying 14 passengers. All windows in the helicopter can he used as emergency exits.
Search and rescue procedures are detailed in the Premier Emergency Response Plan [10].
Logistical, administrative and technical support will be provided to the Northern Explorer III
from Northern Offshore offices in Geelong. Premier will provide logistical and shore base
emergency response support from Geelong, as detailed in the Premier Emergency Response
Plan [10].
2.5. Hazardous Substances and Inventories
Northern Offshore will ensure that all hazardous materials supplied by Premier and used
during the drilling program are controlled in accordance with the Northern Offshore Control
ofHazardous Materials Program (WHIMIS). An inventory of all hazardous materials will be
maintained on the rig and information made available via Material Safety Data Sheets.
(MSDS). Premier will ensure that information will be provided to Northern Offshore for all
Premier supplied chemicals and hazardous materials. Procedures for dealing with hazardous
substances are provided in the Northern Offshore Safe Management Manual and on MSDS.
2.5.1. Drilling Fluid and Cementing Chemicals
Hazardous chemicals for drilling fluids or cementing are addressed In the
Schlumberger Yolla-2 Drilling Fluids Program.
2.5.2. Radio Active Material
Radio active materials are stored in a dedicated and appropriate container. Only
trained and certified contractor personnel may handle these materials. The storage
and handling of these materials are controlled by Schlumberger.
2.5.3. Explosives
Explosives are stored in a dedicated and appropriate container. Only trained and
certified contractor personnel may handle these materials. The storage and handling
of these materials are controlled by Schlumberger.
Any other explosive devices which may be brought to the rig will be controlled by
contractor procedures having been reviewed and accepted by Premier and Northern
Offshore prior to their use.

2.5.4. Reservoir Fluids
Reservoir fluid inventories during testing operations have been identified and
addressed in the Northern Explorer III FSA. These inventories include hydrocarbons
contained in the suite of well test equipment.
2.6. Safety Features and Systems
The Drilling Program [4], provides a description of the safety features incorporated in the
well design. These include casing design, drilling fluids control, kick tolerances and other
related drilling procedures. The following equipment has been previously installed on the

3. Safety Management System
Premier and Northern Offshore have Safety Management Systems in place which manage
the health and safety risks associated with exploration operations. The SMS' s have been
reviewed against the SMS elements in the WADME Guidelines for Mobile Offshore
Drilling Unit Safety Case Submission, Bridging Document Component [12].
3.1. Policy and Objectives
PREMIER: The Premier Health, Safety and Environmental Policy is included in the
Premier Safety Management System and attached below. The Premier Health
and Safety performance standards (HSE Plan 6.3) define the criteria against
which progress is measured.
The Premier Health, Safety and Environmental Policy is prominently
displayed on the vessel under contract from Northern Offshore.
NORTHERN: Northern Offshore Occupational Health and Safety Policy is prominently
displayed on board the Northern Explorer III. Northern Offshore formulate
annual safety objectives (Safety Management Manual HOLD). A copy of the
Health and Safety Objectives are placed on every onshore and offshore safety
noticeboard.
LINKS: Premier and Northern Offshore have jointly reviewed their safety policies and
objectives and agree the following:
I. No fundamental conflicts between the two companies policies are
found to exist.
2. The Premier Operations Manager and Northern Offshore Base
Manager are responsible for the effective implementation of agreed
policies and objectives.
3. Policies will posted on board the Northern Explorer III. All
personnel arriving on board will be informed of the location of these
documents.
4. Rig safety targets are defined in the Northern Explorer III Safety
Management Manual.
The policies and management objectives of Premier and Northern Offshore
indicate that both parties have a commitment to the control of risks on the
facility to as low as reasonably practicable.

3.2. Organisation and Responsibility

PREMIER: The roles and responsibilities of each individual are set out by position in
Section 2.3 of the HSE management System Description. This presents
Organisation Charts, roles, responsibilities and interfaces.
NORTHERN: The organisation and responsibilities of Northern Offshore personnel are
discussed in the Drilling Operations Manual, Marine Operations Manual and
the Safety Management Manual.

Responsible for ensuring compliance with Premier policies during
the well design and operational phases.

Responsible for the implementation of the Drilling Program.
Provides direction to the Drilling Supervisor.

maintains contact with the Premier Drilling Engineer to discuss
operational matters.

Premier Drilling Supervisor:
Responsible for ensuring the Drilling Program is executed in
accordance with Premier policies. Acts as the senior Premier
representative onboard the rig.
Northern Offshore PIC:
The Person In Charge (pIC) has overall responsibility for safety
onboard the vessel and is directly responsible to the Base Manager.
The PIC has undisputed discretion on all matters relating to the safe
operation of the vessel, his decision in this respect is final. The PIC
shall ensure the requirements of the Northern Offshore SMS are met

and that Northern Offshore personnel, equipment and procedures
comply with Northern Offshore policies.
Northern Offshore Rig Superintendent:
The Rig Superintendent will normally be nominated by the PIC to
be the responsible person for the safe implementation of all well
control procedures.
Supply Vessel Captains:
Responsible for providing supply vessel support to the Northern
Explorer III under the direction of the Premier Drilling Supervisor
and Northern Offshore PIC. Reports to the Premier Logistics
Coordinator while in port. The Captain on board is totally
responsible for the safe operation of his vessel in accordance with
the applicable Navigation Act. His decisions regarding safety on
board his vessel are final. Within a 500m radius of the rig, close
cooperation, coordination and effective communication with the PIC
must be maintained.
Helicopter Pilots:
Responsible for providing helicopter support to the Northern
Explorer III. Reports to the PIC while landing and onboard the
vessel, and reports to the Premier Logistics Coordinator while in
Melbourne.
All new personnel undertake the onboard induction program to
understand the safety roles and responsibilities. The methods of
communicating information, including responsibilities, to new
personnel are defined in the Northern Offshore Safety Management
Manual.
The methods of communicating information, including technical
information, work programs and safety information, to all personnel
are defined in the Northern Offshore Safety Management Manual.
The organisation structure defining the interface between Premier
and Northern Offshore is represented in Figure 1.1.

Premier Oil Australasia is committed to carrying out its petroleum exploration and production
operations in a safe, efficient and environmentally responsible manner.
Premier Oil Australasia believes that its objective of maintaining consistently high standards of
health, safety and environmental (HSE) practice are compatible with, and complementary to the goal
of maximising the value of the Company.
To this end, HSE considerations must always take precedence over immediate production and
financial concerns. Experience shows that in the long term, a safe, efficient operation will maximise
returns.
It is the responsibility of line management and all empioyees and contractors to co-operate in
striving for high standards of HSE practice.
This can be achieved only through a commitment to undertake all tasks in the safest, least
environmentally damaging and most efficient manner possible. A positive attitude to
maintaining and improving upon existing standards is expected of all Premier Oil Australasia
employees and contractors.
Training plays a central role in achieving good HSE performance. No task shouid be
undertaken unless all personnel involved fully understand the HSE and operational significance
of the task at hand. It is the responsibility of line management to ensure that all personnel
have received proper training and are issued with all necessary HSE equipment prior to
commencing any operation. It is the responsibility of all personnel to bring to the attention of
line management any task for which they are not correctly equipped to perform with due
consideration to health, safety and environmental efficiency.
The company will follow the requirements of the Petroleum (Submerged Lands) Act, Petroleum
Act and all other relevant Acts and Regulations. As a guide Premier Oil Australasia will also
follow the Health and Safety Policy and the Code of Environmental Practice, of the Australian
Petroleum Exploration Association Ltd. (APPEA).

3.3. Risk Assessment and Risk Management
Premier Oil Australasia
PREMIER: The Vessel Safety Case has been reviewed to establish that the Y01la-2
program is within the parameters used during the Safety Case assessments.
The identification and assessment of hazards which may occur during the
drilling program is controlled through Premier HSE Management System
Description (Section3). This document provides guidance for a consistent and
pro-active risk management process. Specific well hazards are identified
during the well design stage in the Drilling Program [4). Additional hazards
identified during the well will be included in this document.
To further raise awareness of incidents and to learn from the experience of
others, relevant incidents which occur in any of the regions operations are
circulated (including the Drilling Supervisor) for discussion at safety
meetings. Premier participates in the APPEA Safety Alert System.

4.2. Assessment
A review of the Northern Explorer III Formal Safety Assessment established that the
operations associated with Yolla-2 are within the parameters defined in the Formal Safety
Assessment described in the Vessel Safety Case.
The risks associated with passing vessel collisions have not been assessed in the FSA
beyond the provision of a methodology to determine the risks (no site specific shipping
traffic data is available). As a result of this and presence of a standby vessel, the risk
associated with this event is considered to be minimal. As Northern Offshore have
established watch and vessel monitoring procedures in place and the equipment to accurately
monitor ship movements it is proposed that a record of passing vessels be maintained and
this assessment be revised after 30 days on location.
