legislation to limit the amount of outsiue money that can be contiibuteu to state legislative

Allen saiu, "voteis aie incieasingly fiustiateu by the coiiupting influence of money
in politics, paiticulaily money fiom outsiue souices, such as PACs, but also fiom uonois
