BEKELE BREAKS PARIS COURSE RECORD WITH 2:05:04 ON MARATHON DEBUT

Kenenisa Bekele
The dream, said Kenenisa Bekele before
the Schneider Electric Marathon de Paris,
would be to break the world record on
his marathon debut. His dreams may not
have turned into reality at the IAAF Gold
Label Road Race, but his triumph in a
course record of 2:05:04 was far from a
nightmare.

Having won global titles on the
track outdoors and indoors, as well as on
cross country, road running was the only
area of distance running that Bekele had
not yet conquered.

Now it looks as though he is well
on his way to doing that.

Bekele and his agent Jos
Hermens had explained this week that
part of their reason for choosing this race
over any other is that Paris organisers
were able to build the race around Bekele,
whereas in London he would have simply
been one of the many other star runners.

Headed by three pacemakers
Abraham Kiplimo, Silas Kipruto and
Erick Leon Ndiema Bekele was one of
a large group of about 16 runners as they
went through 5km in 14:43 and 10km in
29:35, suggesting a possible finish time of
about 2:04:50.

The group had been whittled
down to 12 runners at 15km, which was
passed in 44:15, and it soon became
clear that they wouldnt hit the somewhat
optimistic pre-race target of hitting the
half-way mark in 1:01:40.
Instead they went through 13.1 miles in
1:02:09, still incredibly quick, and two of
the pacemakers dropped out, leaving nine
runners up front, including remaining
pacemaker Kipruto.

At 25km, passed in 1:13:53,
Kipruto dropped out which left Bekele
as the leader. Just two kilometres later,

he pushed the pace with fellow Ethiopian

Tamirat Tola joining him at the front.
Mike Kigen, Limenih Getachew and
Gideon Kipketer had formed a three-man
chasing pack about 20 metres behind.
After passing 30km in 1:28:39, Bekele
kicked on and was out in front alone,
still set for a time in the region of 2:05
as a course record looked more and more
likely.

But then at 34km, Bekele looked
across to his manager Hermens, who was
on the back of a motorbike, and, with a
slight grimace on his face, pointed to his
hamstring.

Nevertheless, he pressed on and
went through 35km in 1:43:36, his lead
having grown to 45 seconds. Behind him,
Getachew had moved into second place as
Tola began to fade. Further back, Jackson
Limo had passed a tiring Kigen.

As Bekele went through 40km
in 1:58:31, the victory now looked
guaranteed. There were no further signs
of being troubled by injury, or by any of
the other opponents for that matter.
Followed home by a swarm of cyclists
and joggers with a burst of confetti
ahead of the finish, Bekele crossed the
line in 2:05:04 to take eight seconds off
the course record set two years ago by
Stanley Biwott.

Bekele's winning time is the
sixth-fastest marathon debut in history on
a record-eligible course. Significantly, it
is also the fastest ever debut by someone
older than 30.
Behind him, Getachew finished a
comfortable second in 2:06:49 while
Luca Kanda came through to take third in
2:08:02. Robert Kwambai was fourth in
2:08:48 and Limo fifth in 2:09:05 as the
top five finishers all set PBs.
I had no marathon experience before
today and it was very tough, said Bekele.
But I ran the time that I expected.

After 25km I pushed on alone.
My hamstring was cramping after 25km
to 30km so I was a bit worried and it was
very tough, but it was okay in the end.

Cheyech smashes PB to win
womens race

Kenyas Flomena Cheyech lived
up to the pre-race expectations to win

the womens race, but while her victory

wasnt a shock, her winning margin and
finishing time were both something of a
surprise.

A comparatively smaller lead
group ran together in the first half,
passing 15km in 51:04. Cheyech took up
the running soon after as she began her
long run for home.
She upped the tempo as her lead grew.
Despite looking tired in the closing stages,
she still had enough to finish off the job,
crossing the line in 2:22:42 to take almost
two minutes off her previous PB, set last
year when winning in Vienna.

Although some way off the
2:21:06 course record set last year by
Boru Tadese, Cheyech's performance
was the fourth-fastest winning time in the
French capital.

Almost four minutes behind,
Ethiopias Yebrqual Melese took second
place in 2:26:21, taking more than three
minutes off the PB she set earlier this
year in Dubai on her marathon debut.
Compatriot Zemzem Ahmed, a former

steeplechaser, finished third in 2:29:35.

Ethiopia: Justice and treatment in detention

Foreign and Common Wealth Office

A country case study on
justice and treatment in detention in
Ethiopia from the 2013 Human Rights
and Democracy Report.

The UK is concerned about
continuing restrictions on opposition
and dissent in Ethiopia, through use
of the Anti-Terrorism Proclamation
(ATP) and the Charities and Societies
Proclamation (CSP). Those detained
under the ATP include members
of opposition groups, journalists,
peaceful protesters, and others
seeking to express their rights to
freedom of assembly or expression,
while the CSP has had a serious
impact on Ethiopian civil societys
ability to operate effectively.

We are choosing to highlight
a number of reports of mistreatment
of prisoners in detention. In May, the
Ethiopian Human Rights Commission
(EHRC), whose mandate and powers
are defined by Parliament, published
a report, Monitoring Report on

Respect of Persons Held in Custody

of Ethiopian Police Stations, which
described generally poor detention
conditions, with some incidents of
human rights abuses and unlawful
interrogation tactics. The report
was based on monitoring of 170
police stations, and inspections
were conducted without any prior
notification. One institution, the
Maekelawi police detention facility,
has drawn a high level of criticism from
former detainees and international
NGOs for alleged mistreatment of its
inmates.
Allegations of abuses by the Special
Police in Somali Region are also
a concern. The increased security
presence in the region has brought
some benefits, including some
development of basic services and
infrastructure albeit from a low
base. But there have been many
reports of mistreatment associated
with the Special Police, including
torture and execution of villagers
accused of supporting the Ogaden
National Liberation Front. The UK
government and the UN have pressed
the Ethiopian government to articulate
a reform plan for the Special Police.
The Ethiopian government has agreed
this is needed, so we will encourage
them to take action.

We have pressed the Ethiopian
government to ensure that all prisoners
are treated in full accordance with
international standards. We have also

consistently raised our concerns about

the ATP. Recognising the serious
threat Ethiopia faces from terrorism,
we have explained to the government
the differences between the UKs and
Ethiopias legislation in this area.
The UK government also recently
supported a high-level visit of
Ethiopian ministers and officials from

Ethiopias National Security Council

to the UK in order to showcase issues
of accountability, oversight and
separation of duties in the security
arena.

Democracy Report 2013

Ethiopian Feleke Wins

Vienna Marathon

Venna, Apr 13 (Prensa Latina) Ethiopian

athlete Getu Feleke conquered today the
Vienna Austrian marathn with record
timing for the event of two hours, five
minutes and 41 seconds.
It was a very good run for me. Only the
wind bothered me a bit between kilometres
24 and 28 but, in all, it was great, said the
exhausted African runner.
Feleke, 27, won the Rtterdam 2010
marathon title and in this competition
was escorted by Kenyans Alfred Kering,
with 2:08:28 and Philip Sanga, third with
2:08:58.

In the last two kilometers I had problems

with my stomach. I could have been faster,
confessed Feleke, who broke the hegemony
of Kenyans in these races since 2007.
In the feminine sector of the maratn, the
winner was German Anna Hahner, who
achieved her best time for the distance
with 2:28:59 hours, enough to overcome
Kenyan Caroline Chepkwony (2:29:29)
and Ethiopian Marta Lema, third with
2:31:10.
I simply cannot believe it. I was fourth
a started thinking that I could be in the
podium. When I ran second, people began
yelling at me that Caroline had reached a
dead point. Then I
hastened my stride, passed her and simply
did not look back. Its phenomenal, said
excited the German long runner.
Over 42 thousand runners attended the
traditional Vienna marathon. Of these, ten
managed to make less than two hours and
ten minutes.

Jim Flaherty's legacy felt on the world stage, says Mark Carney
an $85 billion U.S. rescue package for
AIG, the country's biggest insurance
company, to save it from bankruptcy. The
AIG bailout would grow to more than $185
billion U.S.

Back in Canada, Flaherty was in the middle

of a federal election campaign with voters
going to the polls on Oct. 14, 2008.

Mr. Jim Flaherty

It is clear from the outpouring of tributes

for Jim Flaherty that he left an indelible
mark on federal and provincial politics,
but he was also an influential player on the
world stage says former Bank of Canada
Governor Mark Carney.
In an interview airing Saturday on CBC
Radio's The House, Carney who now lives
and works in London as governor for the
Bank of England, told host Evan Solomon
that Flaherty's pragmatism was never more
evident than when he sat at the table with
other G7 and G20 leaders.
"In the wake of the collapse of Lehman and
let's face it, the verge of the collapse of the
global financial system, the pragmatic Jim
Flaherty was fully in evidence."
In early September of 2008, the U.S.
government decided to bail out Fannie
Mae and Freddie Mac, two big firms that
had guaranteed thousands of sub-prime
mortgages.
Less than two weeks later, investment bank
Lehman Brothers filed for bankruptcy,
prompting worldwide financial panic.
Then the U.S. Federal Reserve announced

Samuel Getachew

"The first thing that strikes me in reflecting

back to 2008, is that it was in the middle of
an election campaign for him and for the
country."
"The sands were shifting as that campaign
went on, the sands were shifting in the
global economy quite dramatically. He was
focused on the campaign as well as doing
his job," Carney said.
The crisis was such that by October
2008, the situation demanded action, the
governor recalled.
"He was very effective in his interventions
in pushing the group, particularly the G7
but ultimately and very importantly the
G20. Bringing the G20 in and pushing
them to action," Carney said.
As the crisis continued into 2009, Flaherty
was not afraid to go toe to toe with the
best of them but it was his own principled
approach that set him apart.
"'It's absolutely paramount to fix the banks,'
as Jim Flaherty would say over and over in
these meetings," Carney recalled.
"That's the lesson he took from Canada and
the lesson we all took from what [former
U.S. treasury secretary] Tim Geithner and
the U.S. administration did in early 2009."
"He wasn't afraid. He was very direct and
he was consistent particularly with respect
to Europe," Carney recalled.
By 2011, Flaherty was heard telling

Europeans time and time again that it was

time for them to make the hard choices.

someone who respected Jim Flaherty as

much as I did," Carney said.

And when they didn't, the Canadian finance

minister did not hesitate to let them know
they had to take further action and follow
through on commitments already made.

Hockey later issued a statement on behalf

of the G20 finance ministers and central
bank governors to mark the death of
Canada's former finance minister.

"He would give his assessment about how

much progress the Europeans had made in
fixing the banks, which was never enough
in his view. He was right about that,"
Carney said.

"Jim was a man of strong principles and

held firm to his core values."

"We're really just starting to get to the point

where the Europeans are fulfilling what
Jim Flaherty had been asking."
Flaherty was an "effective voice" in those
meetings, Carney said.
"You get a lot of fancy words and
highfalutin economic concepts but it's
important for somebody to cut through to
the bottom line and that's what he did."
The two men spoke for the last time about
three weeks ago after Flaherty resigned as
finance minister.
"It struck me that he was very much
looking forward to a new chapter in his
life and more time with his family but also
some new challenges in the private sector,"
Carney said.
"It just adds to the sadness."
Carney said it was with "shock and great
sadness" that he learned on Thursday of
Flaherty's sudden death.
The news came as Carney was in
Washington, D.C., for a spring meeting of
the G20 with Joe Hockey, the treasurer of
Australia, who was chairing the meeting.
"He had just heard. It's never good to hear
these things. It was good to hear it from

"As finance minister through one of the

most challenging periods in modern
economic history, his hard work and
leadership were instrumental in helping
to shape the recovery and in charting
Canadas path back to surplus. At all times,
Jim retained his refreshing honesty and
good humour," the statement said.
"I very much enjoyed working with
him and benefited from the depth of his
expertise and wisdom, as did the G20 itself
in the eight years he was part of the group,"
Hockey said.
Carney said one of the last times he saw
Flaherty was in February at a pub in
Sydney. The two men watched as the
Canadian men's Olympic hockey team beat
Sweden 3-0 in the gold medal game.
"If you're going to have a last memory,
that's a pretty good one." At the end of the
day, Flaherty was a man who "enjoyed
people, he enjoyed the opportunities that
being finance minister afforded him and
we had a lot of good times together, a lot
of laughs. He earned that and very much
more," Carney said.
Flaherty leaves behind his wife, Ontario
MPP Christine Elliott, and their three
triplet sons, John, Galen and Quinn.
A state funeral will be held for Flaherty
next Wednesday in Toronto.

ROB FORD IS NO HERO OF BLACKS

By Samuel Getachew

Awards. The honored recipients have many

good qualities in common in areas such as
activism, professional excellence and public
service. I bet none of these citizens have the
negative qualities of Mayor Rob Ford.

Mayor Rob Ford

This past weekend, the Black Business
and Professional Association honored
distinguished excellence among blacks and
non-blacks via its prestigious Harry Jerome

For the longest time, Councilor Doug

Ford has often been uttering one of the
least intelligent statements about blacks in
Toronto. In defending the shortcomings of his
brother, Mayor Rob Ford, he often remarks
how "Rob Ford has done more for the black
community than the hundreds of black leaders
in the community." I beg to differ.I vividly
remember the first time I viewed a YouTube
video on a big screen of a drunken Mayor Rob
Ford among an exclusively black crowd in a
public space. It was a busy day at a crowded
barbershop called ONYX, an establishment
that welcomes lots of youth and young

professionals as it only charges $7 a cut every

Tuesday.
The infamous video was of Rob Ford at an
Etobicoke restaurant visibly drunk, sweating,
insulting the Chief of Police and mumbling
what sounded like a Jamaican Patois. I have
never seen a person of such high position
reduced to rubble before my eyes. As soon
as the mostly black patrons of the barbershop
saw the video on CP24 and repeated on other
TV stations, we could not help but laugh.
Young people mimicked Ford and imitated
him in the worst of ways. It was painful
knowing we were discussing the 64th mayor
of Toronto in such a way. It was funny yet
tragic. I overheard as many debated why he
was not arrested or at least charged for all
his sins. No one defended the mayor or said
anything positive about him.

Since his election four years ago, Mayor Rob

Ford has truly embarrassed himself, our city
and, worse, the institution of mayor. Earlier
this month, the mayor became the lone
voice to oppose a motion to honor the late
Nelson Mandela. The motion was presented
to council by Councilor James Pasternak
- a former school board trustee and one of
the visible architects of the now thriving
Afrocentric School in Toronto. The idea was

Ethiopia: Two Sides to Ethiopia

OPINION

economic and social realities of Ethiopia,

but they also warn about the negative
effects and features of the current model
that Ethiopias sycophants do not want to
address.

Mr. JEAN-PAUL MARTHOZ

April 10, 2014:- There are two Ethiopias.

Or better said there are two narratives
about Ethiopia.
On one side, there is the Ethiopia as
celebrated by the international aid
community and the European Union
: a country which is growing fast and
seriously fighting poverty, a country
which wisely uses the considerable
international assistance that it receives
to channel it towards sustainable
development.
On the other side there is the Ethiopia as
criticized by press freedom and human
rights groups. A country ruled by an
authoritarian regime, the second largest
jailer of journalists in Africa, a country
which misuses laws on anti-terrorism and
civil society regulation to chill speech
and prevent journalists from doing their
legitimate watchdog work.
Press freedom groups do not deny the

In Ethiopia, writes Committee to

coordinator, Mohamed Keita, the
leadership is often credited with fast
economic growth, strides in health
and education, and bold policies to
modernize infrastructure and agriculture.
Yet, this misses a wider context
Ordinary Ethiopians face a rising cost of
living, joblessness, and a stranglehold on
the economy by the ruling party
In fact, adds Mohamed Keita, the
international perception of Ethiopia
has been distorted by the governments
tight control of information, including
the banning of independent journalists
and the imprisonment of prominent
journalists.
The troubling element in the first vision
is that it seems to imply that the lack
of a vibrant press and civil society to
some extent explains the good economic
fortunes of the country. If you want to
grow, shut watchdog journalism under
the accusation that it is irresponsible
and inflammatory, and promote lapdog
media, under the argument that it is
contributing to development by writing
positively about the governments
policies and hiding internal tensions and
disagreements.
Opposing
press
freedom
and
development is a false choice. As Rob

of staff. In his defense, his brother, Councilor
Doug Ford, demanded a re-vote (which was
granted the following day), claiming that, "No
one in this city supports the black community
more than Rob Ford. No one. Bottom line.
Zing. Done. Okay?"
That is a total lie with no evidence to back his
statement. Is appearing at a Toronto housing
building and handing out @20 bills during a
holiday season enough to claim the mayor and
his brother are heroes of blacks?
President Bill Clinton recently reflected on
Canada and Toronto's municipal politics
during a lively exchange on the Jimmy
Kimmel show, stating, "He (Ford) has
absolutely destroyed every stereotype people
have about Canadians." He added, "The
Canadians are upbeat, optimistic, can-do, they
are embracing, they are inclusive," and that
"everything I ever believed about Canadians,

old Rob has proved stereotypes are not good."

That is a sad assessment of our country and
city by the former President. Canada and
Toronto are too decent to be represented by
anyone of Rob Ford's qualities. Ford has made
us worse in the eyes of the world. The mayor
and his brother should realize what blacks
want in Toronto is no different than what the
majority of Canadians want. We value hard
work; we condone criminals and despise those
that deal in the drug world. Rob Ford spends
his working hours with alleged criminals,
purchases drugs from the street, uses cocaine,
urinates on our streets and communicates in
languages most of us are too decent to use.
These are not qualities any reasonable person
would endorse and the black community is no
exception. Simply, Mayor Rob Ford is no role
model for blacks in Toronto.

Mahoney, deputy CPJ director writes

in an essay just published in Attacks
on the Press 2014, the broader role of
journalists and media organizations,
as a voice for the poor and powerless,
a provider of information and ideas,
a forum for politics and culture, and
an engine of change is acknowledged
by economists and political scientist
as vital to economic development and
democracy.
This equation between freedom and
sustainable development is increasingly
present in the international debate.
The Report of the High Level Panel
of Eminent Persons on the Post-2015
Development Agenda published in May
2013 underlines that in order to reach
the goal of good governance, a condition
of development, two conditions have
to be fulfilled : ensure that people
enjoy freedom of speech, association
and peaceful protest, and access to
independent media and information.
The theme will be addressed by UNESCO
and international press freedom groups
during the World Press Freedom Day on
May 3, 2014.
Governments and especially democratic
governments should bridge the gap
between the two visions of Ethiopia.
Citizens of a democratic state have the
right to expect that their governments
respect the values they proclaim in all
and every international forum, like this
week in Brussels, at the opening of the
EU-Africa summit. Realpolitik can
integrate human rights, as renowned
international lawyer Eric David said. It

just requires that governments decide to

do so.
The EU in particular should be consistent
with its own statements of principles :
An accountable government, built on
free speech, democratic institutions,
a vibrant civil society, and respect for
human rights and the rule of law are
crucial for peace and stability in Ethiopia
, the European Commission states on
its website. The EU and Ethiopia are
engaged in dialogue in the framework of
article 8 of the Cotonou Agreement on
those important issues, aimed at building
common understanding and commitment
on these values.
As a major economic partner the EU
has leverage in Ethiopia, as Ana Gomes
has just stated. It should use it to ask the
Ethiopian government to abide by the
international rules and values that they
have promised to respect by signing and
ratifying the International Covenant on
Civil and Political Rights in 1993, by
joining the Cotonou Agreement and by
being a member of the Human Rights
Council.
The EU should also relay the voices
of these brave Ethiopians, like Reeyot
Alemu, Eskinder Negan and others who
adhere to universal norms of freedom
and justice. They share the values that
the EU is bound to defend within its own
borders and in its foreign relations.

IMMIGRATION RULES AND PRACTICES CHANGING CONSTANTLY

This policy is now in place with respect
to parental sponsorships and skilled trades
applications, and provincial nominee
program applications, among others. This
government strategy is very similar to
what has been and is still applied to those
applying based on their work experience as
professionals. It does not apply to spousal
sponsorship or the sponsorship of children.

Mr. Gregory James

Government policies now make it more
difficult for applicants to know with
certainty that their good faith high quality
application will even be considered. For
instance, in many categories government
will close a program and stop processing
applications once a specific yearly quota has
been met. In those cases many applications
already received by immigration officials
will be returned to the applicant because,
even though the applications were received
before the category closed, they were not
yet in process when the category was
closed.

In spousal sponsorship cases government

has increased its powers to take away
permanent resident status even where the
applicant made a high quality, complete,
and honest application in good faith, and
the application was approved. For example,
if a genuine marriage or partnership breaks
down in the first two years after the couple
are united in Canada, the immigrant spouse
or partner can be stripped of permanent
resident status and told to leave Canada
- even if that person has been a model
resident of Canada.
When officials do process an application
they have high expectations with respect
to the quality and the presentation of
applicants' evidence. This expectation
can also result genuine applications being
rejected.

Why I Don't Support The

Deregulation Of Alcohol In Ontario
Samuel Getachew

In Ontario, an eventual election is on the horizon.

One of the wedge issues is expected to be the
deregulation of alcohol. Should we regulate
alcohol, like it is done (for the most part) in
Ontario, or deregulate them, like they have them
in Quebec?
I have not made up my mind on the subject
however I am becoming more reluctant to support
its deregulation. In a week, at the invitation of a
friend, Ruby Latif, I will be attending a Queens
Park event to lobby elected officials and expose
them to "awareness on the issue of deregulation
of alcohol in Ontario". I am certainly going.
Beer Store President, Ted Moroz, recently came
out against deregulation, warning that "alcohol
prices will increase if the provincial government
deregulates the sale of booze". He added,
"Drinkers should expect to pay an average of $10
more for a two-four if corner stores are allowed
to sell suds".
Mr. President, the saving of petty change should
not be the main reason why one should or should
not support deregulation -- at least for me.
Then again, when I lived in Ottawa, many
Ontarians often travelled to the alcohol
deregulated Hull, Quebec to purchase cheap
alcohol. It was indeed cheaper and more
convenient there. Without endorsing the notion
of government knows best, I believe the debate
should come down to the health and well-being
of our population. This is the role of decent
governments at its best -- to protect us from
vulnerability.
I do not need to read studies nor expert
perspectives to know that alcohol is addictive
and a potential health hazard. I have seen close
family members livelihood literally destroyed
in earnest as a direct result of alcohol and I
have understood through them it is addictive
especially when its accessible easily.
The Ontario government, that has been hungry
for public money, has looked at the expansion
of the sale of alcohol, casinos and lotteries to
pay for basic government services. A year ago,
it even started a trial project offering all kinds
of alcohol at grocery stores. In addition, it plans
to target the youth population to be addicted to
lotteries by paying for targeted advertisements.
Have we run of ideas? Are these good government
decisions? They certainly are not.
The Ontario Convenience Stores Association
(OCSA), motivated by the idea of making easy
profits for its members, has called for deregulation

and the sale of alcohols in corner stores ASAP.

The group has even pointed out polls that show
most Ontarians support competition. "What we're
offering is more access, more convenience," the
head of the association reflected with the Toronto
Sun. "On a hot summer day; you could walk to
your local convenience store and buy your six
beers and your bottle of wine."
That is exactly why I am reluctant to support
deregulation. Unless I hear better perspectives
for deregulation, the convenience and access
of alcohol, highly addictive products, are good
reasons why they should continue to be regulated.

Drinking Statistics
Around The World

Most Consumption
According to a recent CAMH study on unhealthy
drinking statistics worldwide, the worlds
heaviest drinkers live in Europe and parts of SubSaharan Africa.
Unhealthiest Consumption
When it comes to unhealthy alcohol consumption,
people in Eastern Europe and Southern SubSaharan Africa topped the list. People who
live in these regions frequently consume large
quantities of booze, drink to get intoxicated,
engage in binge drinking, and consume alcohol
without meals, according to CAMH.
Mortality Rate
According to the World Health Organizations
(WHO) 2011 report on alcohol consumption
around the world, alcohol abuse causes 2.5
million deaths each year Mortality Rate Among
Young People
Global Burden
Alcohol is now the third leading cause of the
global burden of diseases and injuries, and in
2010,
Least Consumption
People in North Africa, the Middle East and
South Asia consumed the least amount of
alcohol, according to CAMH.
Canadians Drink The Most
Canadians consume more alcohol than the global
average. People across North America are more
likely to have detrimental drinking patterns and
binge drink, according to CAMH.
Connection
With
Infectious
Diseases
Excessive alcohol consumption often weakens
the immune system, according to the WHO.
Harmful alcohol abuse has also been linked
to several diseases like HIV/AIDS, STIs and
tuberculosis.
Causes Of Death
In Canada, the highest causes of death linked
with alcohol include liver cirrhosis (poor liver
function) and road traffic accidents, according to
the WHO.

As you know, provincial governments also

receive and consider immigration a
pplications. Those that a province approves
are forwarded to the federal immigration
department to be finalized.
Provinces, even more than the federal
government, change the rules and close
programs frequently. Some provinces even
reserve the right to give their approval to
candidates who applied later than others,
because they find the later candidate more
attractive.
As the requirements change regularly and
programs open and close routinely and as
provinces get more and more involved in
immigration matters the immigration field
is becoming more and more complex. At
this time there are dozens of immigration
programs hopeful migrants should be
aware of.

UK to pay 4m to fund the

Ethiopian Spice Girls

Ethiopia's Spice Girls (Yegna)

UK taxpayers have picked up a
4million bill to fund Ethiopias own Spice
Girls.

Yegna, a five-strong group, have
launched a radio show and released a string
of videos that aim to empower women in the
African country.

But even Ethiopian critics of
the project say the money is being wasted
because the show reaches only a quarter of
the population.

In Britain, the TaxPayers Alliance
said the 10billion aid budget should not be
squandered in this way.

Ethiopia has become one of the
biggest recipients of British funds, despite
being an autocratic one-party state. The new
Yegna entertainment brand, established in
April, is part of a 30million scheme called
Girl Hub that also operates in Nigeria and
Rwanda.
Like the original Spice Girls, the band
members each have a nickname. Teref
Kassahun, 26, plays the spoiled brat, Lemlem
Hailemicheal, 26, a tomboy known as the
defender, Zebiba Girma, 22, the mysterious
character, Eyerusalem Kelemework, 27, is the
genius and Rahel Getu, 22, the dependable
one.

Lyrics to one of their songs, This
House, included: Women are sisters, women
are mothers, women are wives. Lets respect
them. Tell that guy to respect girls and we will
respect him.

Yegna is behind a twice-weekly
radio drama and talk show for adolescent
girls. They have been given 3.8million by the
Department for International Development
and 800,000 by the Nike Foundation.

A DfID spokesman said girls in
Ethiopia faced challenges such as forced
marriage, violence, teen pregnancy and
dropping out of school.

Yegna addresses these issues using
role models to champion the potential of
Ethiopian girls in ways which are accessible
and relevant, said the spokesman. But the
Yegna radio broadcasts on Sheger FM in
Addis Ababa and on other radio stations in the

Amhara region, reach only 20million of the

countrys 80million people.

Last year the Girl Hub project was
condemned by the Independent Commission
for Aid Impact. Its report warned of serious
deficiencies in governance and told of an
unacceptable lack of child protection policies.
Girl Hub has also been accused of poor
budgeting and financial monitoring.
Matthew Sinclair of the TaxPayers Alliance
said: Taxpayers are fed up of their hardearned cash being spent on projects that dont
deliver meaningful aid to recipients.

Its time to reassess DfID spending
and focus money on things like disaster relief,
so that taxpayers and recipients get a good
deal.
Tory MP Philip Davies described Girl Hub
as a complete waste of money. It can only
reinforce the view that DfID have got far too
much money, he said. They have got so much
that they are struggling to find ways to spend
it and you end up with projects like this.

A source told the Mail that Yegna
had proved lucrative for the five young
women: They came from poor backgrounds,
three of them worked for a theatre company.
Now they are rich in comparison. Overseers
of the three-year project allegedly spent
16,000 of the funding on having a famous
singing star in one of the girls music videos.
DfID has denied this claim.

The managing director of an
Ethiopian media company working to
empower women said he could run his project
for 154 years at the same cost as the Yegna
initiative. Moges Tafesse, from Synergy
Habesha, said: To me, the project does seem
very expensive.
Mr Tafesse said his show, Finote Heawan, will
be broadcast on FM97 a government-owned
radio station the entire country can listen to.
A media commentator, who did not want to
be named, said: Putting on the radio show is
nonsense.

This kind of empowering women
has to be aimed at the people in the countryside
it is those girls who are abandoned.
Those girls who are in the city with access to
the show have got their education and know
about their rights.

Lemlem told the Mail: It is
definitely worth the cost it is an amazing
issue. It means a lot to Ethiopia and we are
using the money effectively. It is a big change.
We are like the Spice Girls except our music
is not just for entertaining it is educational.

Acupuncture points to
post-op comfort
Acupuncture is a cheap and safe
way of preventing people who have
just had an operation from being
sick or feeling nauseous. That is the
conclusion of a review of 26 trials
involving over 3000 patients.
Anna Lee of the Chinese University
of Hong Kong and Mary Done of the
New Children's Hospital in Sydney,
Australia, focused on trials that
studied the effects of "P6" treatment
- stimulation of the "pericardium"
(P6) acupuncture point on the wrist.
Patients receiving P6 acupuncture
were 28 per cent less likely to feel
nauseous and 29 per cent less likely
to be sick than patients receiving
sham treatments, such as insertion
of the needle at the wrong place or
pretended stimulation of P6.
They were also 24 per cent less
likely to ask for anti-sickness drugs.
Without treatment, post-operative
nausea and vomiting is estimated to
affect four out of five people who
have had anaesthetics.
In
head-to-head
comparisons
with routine anti-sickness drugs,
acupuncture was equally good at
preventing nausea and vomiting.
The authors report that there were
minimal side effects, and advocate
P6 acupuncture as a safe and
effective means of preventing postoperative sickness and nausea.

Number two, prepare your hair at night

for styling the next morning. That means,
divide the hair into 46 sections, apply
a small amount of your desired product
into each section, rope twist or braid
each section to create a Chinese bump,
and tie your hair with a silk scarf (you
should have 46 large Chinese bumps). The
following morning, open each section, run
your fingers through the hair to open and
volumize. Use your index finger to twist
your curls to your desired look. Finish your
style a little sheen. This technique allows
your hair to retain the moisture and
products all night, giving it a beautiful feel
and long lasting look all day
through. Its THAT EASY! Give it a try,

Teff, Ethiopias
nutritious grain
By Elaine Gordon (Washington Post)

Although teff has been a staple of
traditional Ethiopian cooking for thousands of years,
this gluten-free grain is quickly climbing to supergrain status in our country. (Watch out, quinoa.)

Teff is a gluten-free whole
grain that, despite its size (about the size of a poppy
seed), is mineral-rich and high in protein. In fact,
the Whole Grains Council estimates that Ethiopians
get about two-thirds of their dietary protein from
teff. And long-distance runners from Ethiopia have
credited their energy and health to the grain.

One serving of dry teff (a quarter-cup)
offers 7 grams of protein, 4 grams of dietary fiber, 25
percent of your daily recommended magnesium, 20
percent of your daily iron and 10 percent of your daily
calcium, Vitamin B6 and zinc.

Teff has a mildly nutty
flavor and is incredibly versatile. When cooked on
a stovetop with water, it creates a creamy product
similar to porridge or cream of wheat that would be
a nice twist on the usual hot breakfast cereal options.
It also works wonderfully in stews, adding both
thickness and texture.

In Ethiopia, teff is ground into a flour
and fermented to make injera, a spongy, sourdough
flatbread that is soft, porous and thin like a pancake.
Traditional Ethiopian restaurants serve injera with all
meals as an edible serving plate topped with meats,
vegetables and sauces.

As America embraces this ancient grain,
teff can be found in gluten-free recipes for pancakes,
breads, crepes or waffles and is showing up in
products such as cereal, snacks, wraps and more.
Nutrition facts:

Nutrient-packed bran and germ make up
the majority of the teff grain, which is why the nutrient
content is so high compared with more common
grains. Teff offers the most calcium (1 cup of cooked
teff offers 123 milligrams, which is equivalent to half
a cup of cooked spinach). And most grains dont offer
Vitamin C, but teff is an excellent source.

Plus, according to the Whole Grains
Council, teff is high in resistant starch, a newly
discovered type of dietary fiber that can benefit bloodsugar management, weight control and colon health.
Recipe: Southwest teff burgers
This recipe is a spin on the standard veggie burger.
Teff serves as a binding agent, and roasted sweet
potatoes, black beans, oats, onions and scallions
make up the rest of the dish. The burgers are loaded
with Southwest flavor from fresh cilantro, lime juice,
garlic, cumin, agave nectar and jalapeo pepper. They
are baked (more healthful than pan-frying), making
them slightly crisp on the outside and slightly moist
inside.

Serve the burgers with whole-wheat or
gluten-free buns and your favorite toppings. Theyre
also great served on a salad or in a lettuce sandwich.
Or simply dip them in guacamole.

Ruth from Ajax asked:

Hi Romie, Im almost 16 years old. Im an
A+ student in school. I asked my parents
if I can do highlights on my hair and they
said no! They told me I have long beautiful
black hair and highlights will damage it. Is
this

true? Is there anything I can tell them to

change their mind? Please help me!!!!!
My Suggestion:
Dear yenne konjo, at your age I would not
advise you to put highlights on your hair.
Highlights are beautiful,
but very time consuming and they require
a lot of extra care and maintenance. If you
dont care for your
highlights properly at home and in salon,
it can be damaging to your hair. Because
youre an A+ student,
you should continue to focus on studying
and making your parents proud. When
youre a bit older, with
more time, money, and knowledge to give
yourself the BEST hair care, then it would
be just fine to highlight

your hair. Ok Ruth, hopefully youre not

too disappointed that Im somewhat on
your parents side. Thank
you for writing and I hope to hear back
from you soon.

9 Ways to Become an Optimis Optimist:

Person who travels on nothing
from nowhere to happiness.
Mark Twain
Some people are more optimistic by nature, but optimism is not a
fixed attribute. Its a choice we have control over. Every morning,
we either choose to wake up grumpy or wake up with a positive
outlook. Research has shown that, in the long run, optimistic people
handle stress better, get sick less often, live longer, and are happier
and more successful than their pessimistic counterparts.
The good news is that we can all develop skills to improve optimism.
Here are nine ideas to get you started:

1. Find the opportunity in every difficulty.
Optimist is a word which here refers to a person who focuses on
the positive. For instance, if an optimist lost her left arm in a car
accident, she might say in a hopeful voice, Im alive. I dont have
my left arm anymore, but I do have my right one, and my life still
to live. Optimism does not mean ignoring the problem entirely; it
means understanding that setbacks are inevitable, often temporary,
and that you have the skills and abilities to combat the challenges
you face. What you are dealing with may be difficult, but it is
important to remain hopeful and positive about a brighter future.
Optimism will inspire a sense of hopefulness and the confidence that
is required to take full advantage of the opportunities that do exist.
Remember, the most beautiful rainbows come from the sunlight
after a very dark storm. Read Full Catastrophe Living.

2. Surround yourself with positive people.
You are only as good as the company you keep. If youre around
gloomy people, theres a good chance you wont be smiling. Make it
your mission to dodge negativity. Surround yourself with supportive
friends who have positive outlooks. As they say, if you want to soar
with the eagles, you have to stop hanging out with the ducks.
Optimism is a learned habit, and it is positively contagious.
Surround yourself with people who could infect you with positivity.
In turn pass your new good mood on to a friend or stranger in words
and deed let somebody have that parking space, let that person
with only a few items cut in front of you at the market. The simple
act of doing something nice for others is actually a good pick-me-up
all by itself.

3. Give love, receive love, and invest in love.
LOVE: Its the greatest force in the universe. Its a treasure that
people would give anything for, yet it costs nothing to give and
receive. There is an endless supply, and it can be extended to family,
friends and strangers at any moment. It increases positivity and
acts like a shield against negativity. It forgives, heals, encourages
and inspires.
Give love, receive love and invest in love every day. Because where you
invest your love, you invest your life.

4. Be realistic, and expect ups and downs.
A foundation of realism keeps things in perspective, and helps
prevent things from being blown out of proportion. Just because
youre an optimist doesnt mean youre not going to have bad days.
You will thats reality. Life isnt always rainbows and butterflies.
Trying to be 100% positive all the time is wanting to be an ocean in
which waves only rise up and never come crashing down. However,
when we recognize that the rising and crashing waves are part of
the same one ocean, we are able to let go and be at peace with the
way things are.
Bottom line: Prepare for the worst but hope for the best the former
makes you sensible, and the latter makes you an optimist. Read
Awareness: The Perils and Opportunities of Reality.

5. Inspire yourself with a smile and positive
reminders.
If you expect the worst, the worst will happen. If you let things
bother you, they will. But if you smile, youll feel better. Studies

have shown that putting a cheerful smile on your face can trigger
a part of your brain that actually makes you feel happier and more
optimistic about the present and future.
Also, feed your optimism with positive reminders. Write down short
statements that inspire optimism. Put them in places where youll
see them every day, such as on your bathroom mirror, the inside of
your locker, and on your computer monitor.
Anything is possible.
Lead a life of positivity.
The only thing I can control is my attitude towards life.
I always have a choice.
Even the longest journey begins with a single step.
I will look at the sunny side of everything and make my optimism
shine.

6. Work on the things you can control.
Pessimism is impractical because it causes you to spend time dwelling
on negative things that havent happened yet, while simultaneously
preventing you from getting things done now. Pessimism breeds
indecision. Its a waste of time, and time is a limited resource that
you cant afford to take for granted. Every minute spent worrying
guarantees nothing but less time to enjoy what life has to offer.
The solution? Acknowledge the things you cant control and dont
become a victim. Stop thinking about what is happening to you,
and start thinking about what you can do to make it better. Know
that you almost always have a choice. Is your job a bummer? Find a
new one. Not ready to leave because of your 401K and vacation time?
Then celebrate those reasons and remember that you chose to stay.

7. Count your blessings.
There is so much good, so much beauty, so much love in your life. You
have so much right now to be thankful for, you just need to pause
long enough to appreciate it. Do so. This will help frame a better
attitude and take your mind off of the negatives.
Start a feel-good journal. Buy a blank journal and fill it with things
that make you smile, like a photo of your pet, or a compliment a
friend gave you. Use it to track your accomplishments and celebrate
your victories. Stick only positive things in your journal and open it
up whenever youre feeling down.

8. Appreciate that nothing in life is permanent.
Research has shown that optimists and pessimists attribute the
reasons for success and failure differently. Pessimists tend to
attribute negative events to permanent, personal, and pervasive
factors. Optimists tend to attribute negative events to nonpersonal, non-permanent, and non-pervasive factors. Permanent
are factors that will be with you throughout life; personal are
factors that relate to us as individuals; and pervasive are factors
that affect our ability in other parts of our life.
Bottom line: Nothing is permanent. However good or bad a situation
is now, it will change.

9. Focus on the present.
People often obsess themselves with the past and the future. But
life is happening right now. You cant learn something or remember
something thats happening now if your mind is stuck in another
time.
It takes about eight seconds of intense focus to process a new
piece of information into your long-term memory. So dont let your
life and your mind slip away. Instead of dwelling on the past or
worrying about the future, practice being and living in the present
moment. Remember, right now is the only moment guaranteed to you.
Right now is life. Dont miss it.
