 In compliance with state and federal law, the Blue Mountain School Districtwill provide to each protected handicapped student without discrimination or costto the student or family, those related aids, services, or accommodations whichare needed to provide equal opportunity to participate in and obtain the benefitsof the school program and extra-curricular activities to the maximum extentappropriate to the student’s abilities. In order to qualify as a protectedhandicapped student, the child must be of school age with a physical or mentaldisability, which substantially limits or prohibits participation in or access to anaspect of the school program.These services and protections for “protected handicapped students” aredistinct from those applicable to all eligible students enrolled (or seekingenrollment) in special education programs.The Blue Mountain School District is committed to providing equalopportunities for all persons without regard to sex, race, creed, religion, ethnicbackground, or handicap in its educational programs, policies, and employmentpractices. Educational Philosophy and Objectives
Public Education should prepare the individual for life in a democratic society.The student’s education in terms of knowledge and experiences must becomprehensive enough to develop the moral, mental, physical, emotional, andsocial traits of the individual, to enable him to understand the working of hissociety, and to find a satisfying role in relation to himself and others.Since education is the responsibility of the total school community, the schoolshould reflect the ideas and interests of this community. In addition, we base ourcurriculum on the fundamentals of a liberal education, attempting to guide thestudent in the direction of his/her individual skills and interests.To implement the philosophy, the faculty and staff at Blue Mountain willendeavor to:1. Motivate each student to develop his/her abilities to the highest degree.2. Provide the student with the basic education for earning a living or forcontinuing further academic or vocational careers.3. Encourage the student to develop worthwhile personal and social traits,which enable him to become a contributing member of society.4. Help the student appreciate the arts, music, and literature of the world.5. Aid the student in the development of a positive attitude towardparticipation in a range of leisure time activities – physical, intellectual,social and creative.6. Help the student to develop the ability to think critically and analyticallyand to communicate ideas and feelings effectively.7. Develop in the student an understanding of mental and physical wellbeing, along with an awareness of public health and safety.8. Promote patriotism through the student’s understanding of andappreciation for his heritage.9. Develop in the student knowledge and an appreciation of the rights andresponsibilities of citizenship in our democracy and encourage theindividual’s participation in this system.10. Develop in the student an awareness of the interdependence of races,creeds, nations, and cultures.11. Help the student to acquire the knowledge and attitudes necessary tomaintain the quality of life in a balanced environment.
 
 
BLUE MOUNTAIN SCHOOL DISTRICTNOTICE OF RIGHTS UNDER FAMILY EDUCATIONALRIGHTS AND PRIVACY ACT (“FERPA”)
Blue Mountain School District protects the confidentiality of personally identifiableinformation gathered about its students in accordance with federal and state law.FERPA affords parents and students eighteen years of age and older certainrights with respect to the student’s educational records. These rights aresummarized as follows:(1) The right to inspect and review the student’s educational records within45 days of the date that the District receives a request for access.Parents should submit a written request to the school principal identifyingthe record(s) that they wish to inspect. The principal will makearrangements for access and notify the parents of the time and placewhere the records may be inspected.Parents have the right to request copies of the records and the Districtmay charge a reasonable copying fee as long as it does not prevent theparents from exercising their right to inspect and review their child’srecords.(2) The right to request the amendment of the student’s educational recordsthat the parents believe are inaccurate, misleading or violate the privacyor other rights of the child.Parents may request that the District amend a record by writing to theschool principal, clearly identifying the part of the record they would liketo change, and specifying why the change is warranted.The District will notify the parents in writing of the decision and advisethem of their right to a hearing regarding their request for theamendment. Additional information regarding the hearing procedures willbe provided to the parents upon notification of the right to a hearing.(3) The right to consent to disclosures of personally identifiable informationcontained in the student’s education records, except to the extent thatfederal and state law authorize disclosure without consent. The districtmust release directory information, student names, addresses, andtelephone listings when requested. Additionally, under federal laws, thedistrict must release directory information student names, addresses, andtelephone listings to military recruiters for recruiting purposes uponrequest. If you do not wish this directory information to be released, youmust notify in writing no later than September 1
