All export of arms, ammunition, and implements of war to belligerent countries is prohibited. Any persons caught in the act of doing so shall be fined no more than $10,000, be imprisoned for no more than 5 years, or both. Any partnership, company, association, or corporation which is an exporter, importer, manufacturer, or dealer of such weapons as listed above, MUST register with the Secretary of State. Each must register his business name, principal place of business, places of business in the United States, and list of weapons imported or exported. A fee of $500 must be paid to get a license which can be renewed every 5 years with a fee of $500. All persons required to register is subject to inspection of the board or shipment being stopped by the president. Lastly when the United State is in a state of Neutrality, the president has the right to protect American interests and lives. It is our true policy to steer clear of permanent alliances with any portion of the foreign world.These were the words of our first president in his farewell address. George Washington helped to build the freedom of this country. Whenever we are in problems we seek the advice of the founding fathers by looking at pior documents. Also, we are not obligated to fight their war. Europe has been known to start many wars between itslef and involve countries that have nothing to do with the issue. What happens to these countries? They end up in utter ruin. We are only obligated to protect United States citizens as said in the Neutrality Acts. In fact going to war would be putting the citizens of the United States in more danger.
