Participant Workbook Lesson Plan Course A-FILES Course Description The DRO student will receive instruction in the purpose, creation and contents of an A-File. The student will be introduced to the sources of information readily available in AFiles Field Performance Objective _In an office environment, the student will initiate the creation of an A-File. The student having been presented ‘with sample A-Files will demonstrate their recognition of the A-File setup and sources of information available. Virtually every criminal and administrative investigation within the jurisdiction of ICE involves the creation, retrieval or review of an A-File. 1. An A-File maust be created or retrieved for all apprehended aliens in order to bouse documents related to the apprehension and removal process. A-Files are also created on lawful permanent residents & USC smugglers. 2. An A-File may contain documentation that may be used as evidence in criminal and/or administrative cases (i.e. applications for CIS benefits containing false statements and/or submitted with fraudulent documents). 3. An A-File may contain information that can provide valuable assistance in generating leads for investigations, as well as locating aliens ‘who bave absconded. ‘A. PURPOSE & COMROSITION OF AN A-FILE, A. The A-File is a record relating to a single individual. The record contains documents and correspondence concerning ary type of action (other than a nonimsnigrant petition) which arises under the INA. B. An A-File would be created and maintained for: 1. An applicant for an ICEICIS benefit, such as alien registration, refugee status, and work svihorization, once the beneSit is approved or pending approval action, 2. Amunauthorized alien who has been apprehended by ICE and processed for remove 3. Any US citizen apprehended for alien smoggling. C. The A-File is a permanent record, Once it is created, iis never destroyed. D. The A-File may be designated as either “classified” or “un-classified”. E, Each A-Fileis given an"A” aumber. This number begins with the letter “A”, and is followed by an eight-digit mumber. F. The “A” number assigned to the file corresponds to the first action thet initiated the opening of the file. G. I. A-FILE LOCATION & RETRIEVAL ALICE computer System cheok 1. Any alien under investigation or apprebended by ICE, must be checked in ICE computer systems, to deteumine if an TCR history exists. 2, The Central Index System (CIS) is a cis centralized database which houses basic, information contained in an A-File.’ A computer check of CIS by name or” number will provide information on the existence of an A-File for a subject's current innmsigration status, 3. The process for conducting a record check in CIS is as follows: a. Once = into CIS, select eee b. In the Search Menu, select the Perosscnvaaronsaimcreny applicable option. The majority of CIS checks will consist of a name search. this nce, ©. In the “sounds-like search” screen, type in the subject's full name as indicated. 4d. The ICE officer may include an exact Search range on DOB date of birth or date of birth range, consisting of the year of birth followed by the niumber of years you want IGE ACADEMY — wile anuary 18, 2006 Participant Workbook searched on each side of the year of birth provided. (i.e. “19661” entry tells the database to search 1965-1967). ‘The officer may also include the S- character ICE code for ‘he country of birth. ‘The “Sounds like” search will display ICS name search subjects who have a name that is phonetically similar to the name provided by the officer. The variables narrow the options. Ifthe officer identifies the subject he is searching for, he will place the cursor next to the subject's namo end enter. The subjects’ information will appear CIS subject record on the screen, whick may include: aliases class of admission Place of entry Naturalization date (Current A-File location (PCO) paooe ‘Subsequent screens may reveal ICE history, CIS benefits detail, lookouts, and removal information. Ifthe officer has an “A” number or another type of identity number (sociel security), etc.) select option 1, “ID#” and type in the number. The results of the search will appear on the soreen. ICE ACADEMY Sanaary 18, 2006 wis Participant Workbook IV. FILE TRANSFER REQUEST 1, Using the CIS screen will enable the officer to determine the location of the file for retrieval. 2. If a file is located in the officer’s field office, use a File control local computer system to determine the fle’s location within the field office. Once the location is identified, the officer will request the fle from ‘that location or from Records personnel, atilizing field office policy. 3. If the file is located outside of the officer’s field office, the officer will request the file to be transferred to their field office. This zequest will be made pursuant to office policy (assistant or records personnel). 4, Searching the NFTS system will assist the officer ‘NETS in locating A-Files, NFTS access must be obtained through your supervisor and PICS officer. V. FILE CONSOLIDATION 1. Occasionally, there will be more than one file Original A-flle located for a single individual. If this occurs it is Temp-files imperative that the files be consolidated. Substitute-Gles 2. In order to consolidate the files, the officer must request all files that relate to that individual 3. Once received, records umit personel will consolidate into one of the existing file numbers 4, A record of all prior A-File anmibers will remain In CIS. A notation of the consolidation will appear under the title “Consolidated A-No’s” on thi CIS record screen. The highlighted number on the screen identifies the current file. VI.
