T#e Prime Minister is t#e most important and power$ul e-ecuti.e o$ t#e state. &e can !e called t#e ruler/o$ t#e state. &e is t#e #ead o$ t#e ouncil o$ Ministers and all t#e powers o$ t#e President are actually e-ercised !y t#e ministers. &e can rule t#e country in a way w#ic# #e t#in+s t#e !est. &e is t#e arc#itect o$ t#e $ate o$ state. India $ollows a parliamentary system o$ 0o.ernment. In parliamentary systems $as#ioned a$ter t#e 1estminster system% t#e prime minister is t#e presidin0 and actual #ead o$ t#e 0o.ernment and #ead o$ t#e e-ecuti.e !ranc#. In suc# systems% t#e #ead o$ state or t#e #ead o$ state2s o$$icial representati.e 3i.e. t#e monarc#% president% or 0o.ernor/0eneral4 usually #olds a purely ceremonial position. T#e prime minister is t#e most senior minister o$ ca!inet in t#e e-ecuti.e !ranc# o$ 0o.ernment in a parliamentary system. T#e prime minister selects and can dismiss ot#er mem!ers o$ t#e ca!inet5 allocates posts to mem!ers wit#in t#e 6o.ernment5 is t#e presidin0 mem!er and c#airman o$ t#e ca!inet and is responsi!le $or !rin0in0 proposal o$ le0islation. T#e Prime Minister is appointed !y t#e President !ut w#ile doin0 so t#e President is not #a.in0 a $ree #and. 7nly t#at person can !e appointed to t#e o$$ice o$ t#e Prime/Minister w#o is t#e leader o$ t#e ma8ority party in t#e "o+ Sa!#a. A$ter t#e 6eneral 9lection t#e President in.ites t#e leader o$ t#e party w#ic# #as 0ained ma8ority in t#e "o+ Sa!#a to $orm t#e 6o.ernment. I$ no political party 0ets an a!solute ma8ority in t#e "o+ Sa!#a e.en t#en t#e President is not $ree to appoint any!ody t#e Prime/Minister. :nder suc# circumstances only t#at person will !e in.ited to $orm t#e 6o.ernment w#o can see+ t#e co/operation o$ t#e ma8ority o$ mem!ers in t#e "o+ Sa!#a ; can pro.e #is ma8ority on t#e $loor o$ "o+ Sa!#a wit#in t#e stipulated period T#e <uali$ication o$ mem!ers#ip in t#e parliament is written in t#e article (4= o$ t#e onstitution w#ic# says t#at: >A person s#all not !e <uali$ied to !e c#osen to $ill a seat in Parliament unless #e? 4. Salary
T#e salary o$ t#e Prime Minister at present is Hs. 1 la+# plus t#e allowances as same as t#e ot#er Mem!er o$ Parliaments. T#is is $i-ed !y t#e Parliament $rom time to time.

per$orms all its $unctions under t#e control ; 0uidance o$ t#e Prime Minister% t#ere$ore #e is called t#e +eystone o$ t#e a!inet arc#. i4 Formation of the Council of Ministers- &is $irst duty a$ter assumin0 o$$ice in t#e $ormation o$ t#e ouncil o$ Ministers. &e prepares a list o$ ministers accordin0 to #is sweet will. &e #as a $ree #and in t#e selection o$ ministers. ii) Distribution of Portfolios / T#e Prime Minister distri!utes wor+ amon0 t#e ministers. &e decides w#at dept. is to !e allotted to a particular minister. &e controls t#e wor+in0 o$ t#e departments o$ #is ministers. I$ t#e Prime Minister is not satis$ied wit# t#e wor+in0 o$ a department% #e can c#an0e t#e department o$ t#at minister. &e distri!utes particular departments to ministers in suc# a way t#at t#ey can run t#e departments <uite e$$iciently. iii) Removal of the Ministers / T#e ministers remain in o$$ice durin0 t#e pleasure o$ t#e Prime Minister. I$ t#e Prime Minister is not satis$ied wit# t#e wor+in0 o$ a minister or t#e minister does not run t#e department in accordance wit# t#e wis#es o$ t#e Prime Minister% #e can as+ #im to <uit t#e o$$ice ; can appoint someone else in #is place. iv) Leadership of the Cabinet / T#e Prime Minister is t#e leader o$ t#e a!inet. T#e a!inet $unctions under t#e control o$ t#e Prime Minister. &e can call t#e meetin0s o$ a!inet w#ene.er #e li+es. T#e Prime Minister prepares t#e a0enda $or t#e meetin0 as well as controls it. &e presides o.er t#e a!inet meetin0s. All t#e decisions in a!inet meetin0 are ta+en accordin0 to t#e wis#es o$ t#e ouncil o$ Ministers. v) Lin bet!een the President ; the Cabinet / T#e Prime Minister is t#e lin+ !etween t#e President and t#e a!inet. It is t#e duty o$ t#e Prime Minister to con.ey t#e decisions o$ t#e a!inet to t#e President. 'o minister can discuss a particular pro!lem wit# t#e President wit#out t#e permission o$ t#e Prime Minister.
