In many countries, unions have to cope with a political climate that is hostile to workers
and their organisations. Some unions have successfully set up think tanks and worked with research institutes to regain the initiative and gather support for alternative economic and social visions.

The present report does not pretend to give a complete or even a balanced overview of developments in the global trade union movement. Its objective is rather more pragmatic: to stimulate the exchange of ideas and experiences that may be helpful for unions and confederations that are trying to figure out ways to adapt to changing.

Foreword
The world is changing fast, and these changes affect the position of workers and theunemployed. Globalisation, outsourcing, privatisation, capital mobility andrestructuring of the welfare state cause employment and income insecurity.Historically, the trade union movement has played a crucial role fighting for decentwages, workplace health and safety, working hours, equal rights and a safety net forthose who cannot work. As leaders of the trade union movement, we inherit thistradition. We have a responsibility to do all we can to make sure that our organisationswill continue to help bring about social justice.We must make sure that our organisations are ready to organise workers in theexpanding services sectors; to take on multinational corporations; to create solidarityamong people with diverse backgrounds; to forge coalitions with other organisationsand to engage young people in the trade union movement.These are not easy times for the trade union movement. We cannot just sit back andblame globalisation, or structural economic changes, or hostile governments, or thesupposed reluctance of young people to be part of trade unions. We must focus onwhat we can do to adapt our organisations to the changing circumstances.In a way, the trade union movement must reinvent itself in order to deal with thechallenges of the 21st century. It is tempting to think of trade union renewal in terms ofpilots and experiments, but that is not enough. We need to make real decisions onresource allocation, staff recruitment and training policies, strategic alliances. These willnot be easy decisions.Fortunately, we can learn and draw inspiration from a number of unions that havepioneered innovative approaches. Some of these have been surprisingly successful.Some unions have achieved substantial membership growth. More importantly, unionshave built a position of power and have used that power to improve the situation of
